MINUTES
WEEK OF JULY 3, 1995
The meeting was called to order by Chainnan Glen Huntingford.
Commissioners Robert Hinton and Richard W ojt were both present.
COMMISSIONERS' BRIEFING SESSION
APPROVAL OF THE MINUTES: Commissioner Hinton moved to
approve the Minutes of June 12 and 19, 1995 as submitted. Commissioner Wojt
seconded the motion which carried by a unanimous vote
Public Works Traffic Engineering Technician Bob Henderson re:
Request for Street Signs for Private Roads; Jefferson County Fire District #1: Bob
Henderson explained that there is no provision in the County 911 Ordinance to make
placing a road sign on a private road mandatory. Many times people don't want a sign on
their private road, but that creates a problem for emergency services vehicles in finding
addresses. He reported that he is re-writing the Ordinance to include a provision requiring
that private road signs be installed when an application is approved for a private road
name. When and if this amendment is passed, there will still be the problem of the
currently named private roads that don't have signs. He estimates it will cost
approximately $15,000 to install signs on all of the currently named, but unsigned private
roads. Kitsap County and Clallam County have both taken on the cost of installation and
maintenance of private road signs in order to make their systems work. There are liability
issues if the County doesn't maintain its 911 system.
Chairman Huntingford asked what constitutes a private road? Bob Henderson explained
that these are roads that are not listed on the County Road Log and the County doesn't
maintain them. Private roads that serve more than five residences must be named and the
addressing for those residences is then changed to a number on that named road. The
Board agreed that Bob Henderson work with the Fire District # 1 to upgrade the road signs.

Discussion re: Request to Establish an Employee Lunch Room on the
First Floor of the Courthouse; Public Employee Relations Committee (PERC):
Treasurer Ila Mikkelsen reported that she is in favor of an employee lunch room being
located in the room adjacent to the back office of the Treasurer's Office, but advised that
the door into the Treasurer's Office fÌ"om that room must be locked for security purposes.
GMA Update: Public Services Director Gary Rowe reported on Growth
Management planning meetings scheduled for the next week. Guy Rudolph questioned
how the community plan for the Tri Area can be integrated, when the plan hasn't been
opened up to the public for comment? Gary Rowe reported that the discussion draft of the
Comprehensive Plan identifies areas where there are differences between the community
plan and the Comprehensive Plan. The Planning Commission has been taking those issues
back to the community planning groups for help in resolving them. The discussion
continued regarding planning for the Tri Area; the cost estimates for infrastructure and the
need for specific numbers; whether the Tri Area should be a UGA if the incorporation
petition fails; and the public involvement process for the development of the Tri Area
Community Plan.
PUBLIC COMMENT PERIOD: The following items were discussed: the
division of the costs for the development of the Comprehensive Water Service Plan
(CWSP) between the City, the County and PUD # 1 of Jefferson County; representation for
the single user well owners to address their concerns; the representation on the Water
Utility Coordinating Committee (WUCC) which includes advisory members who represent
single user domestic wells; and the need for the County to examine its role in solving the
water problems in the County.
APPROVAL AND ADOPTION OF THE CONSENT AGENDA:
Commissioner W ojt moved to delete items 10 and 16 and to approve and adopt the
balance of the items as submitted. Commissioner Hinton seconded the motion which
carried by a unanimous vote. (Original documents for Item 11 were not submitted in time
for consideration, so the item was deleted.)
