MINUTES
WEEK OF DECEMBER 26, 1995
The meeting was called to order by Commissioner Robert Hinton in the
absence of Chairman Glen Huntingford. Commissioner W ojt was present.
CONTRACT re: Banking Services; Seafirst Bank: Treasurer Ila Mikkelsen
explained that the contract for banking services for the County is reviewed every four years.
They received bids from three banks. The Seaftrst Bank bid was accepted. Commissioner
Wojt moved to approve the contract with Seafrrst Bank for banking services for four years.
Commissioner Hinton seconded the motion which carried by a unanimous vote.
Letter to Kitsap County Juvenile Court re: Extension of Contract for
Juvenile Detention Bed Space: Commissioner W ojt moved to send a letter to Kitsap County
Juvenile Court requesting that the 1995 contract for juvenile detention bed space be extended
until a new contract is agreed to and signed by both Counties. Commissioner Hinton
seconded the motion which carried by a unanimous vote.
RESOLUTION NO. 125-95 re: Amendment to the Notice of Intention to
Establish a Road Improvement District for Bywater Bay -- Notice of Change in Public
Hearing Date: Commissioner W ojt moved to approve the amended notice of intention to
establish a RI.D. for Bywater Bay and to reschedule the public hearing to Tuesday, January
23, 1996 at 7:00 p.m. at the Paradise Bay Community Club. Commissioner Hinton seconded
the motion which carried by unanimous vote.
Contract re: Infant Toddler Early Intervention Program; State
Department of Social and Health Services: Health and Human Services Director David
Specter explained that this contract is renewed annually. The Health Department
administers the fimds for a Family Resource Coordinator who works with families who have
children with disabilities. The rest of the funding is supplemental money to pay for therapy
services for children.

The County added new language in the 1996 contract, and sent it to DSHS for signature.
DSHS has been directed by their legal counsel not to sign the amended contract. David
Specter's recommendation to the Board is not to renew the contract. Commissioner W ojt
moved to accept David Specter' recommendation to reject the Infant Toddler Early
Intervention contract with DSHS. Commissioner Hinton seconded the motion which carried
by a unanimous vote.
PUBLIC SERVIÇES BRTF.FING: Deputy Director of Public Services David
Goldsmith reported on the Indigent Defense Contract for 1996. He explained that there are
several clauses in the contract related to monitoring of cases. There was also a brief
discussion about conflict cases.
PUBLIC COMMENT PERIOD: Comments were made on the status of the
Teal Lake Subdivision and the interpretation of the Superior Court decision dealing with
vesting of subdivisions in Port Ludlow and non-compliance with GMA.
APPROVAL AND ADOPTION OF THE CONSENT AGENDA:
Commissioner W ojt moved to delete # 1 and pass the balance of the Consent Agenda.
Commissioner Hinton seconded the motion which carried by a unanimous vote.

Adopt Findings and Conclusions re: Preliminary Long Subdivision; Teal
Lake Vill~ge Division 2; SUB95-0004; a 32 Acre Parcel into 54 Residential Lots; po;e
Resources, Applicant: Director of Community Development AI Scalf reported that this item
came before the Board on November 8, 1995. At that time, the Board tabled the item until
they received the Superior Court decision on the vesting of subdivision applications in Port
Ludlow. This court case was the result of a fmal order of the Western Washington Growth
Hearings Board that overturned the Port Ludlow ruGA designation. The Superior Court
Judge found that the ruGA Ordinance was an effective ordinance and the application should
be processed under the ruGA Ordinance. Commissioner Wojt moved to bring this matter
off the table and to approve the findings and conclusions for the preliminary long subdivision
of Teal Lake Village Division 2 under the order of the Superior Court. Commissioner Hinton
seconded the motion which carried by unanimous vote.
