MINUTES
WEEK OF OCTOBER 17, 1994
The meeting was called to order by Chairman Robert Hinton. Commissioners Glen
Huntingford and Richard Wojt were both present.
David Goldsmith. Discussion re: Traininsz: Community Services Director David
Goldsmith reported that certain employee training is mandatory by State and federal law (i.e.
Sexual Harassment, Blood Borne Pathogen, and First Aid.) There is also training being
provided in total quality management (TQM) which is to improve the County's process. The
total amount spent for all these training sessions is about $26,000 which isn't much for over
200 employees. He explained that to begin the implementation of TQM the Permit Center
has invested a large amount of time in looking at ways to improve their procedures. A part
of TQM is to track how long a process takes, determine what improvements can be made, and
then track how much time the improvements have saved. This is being done at the Permit
Center and they wiII be making a report on thðse improvements to the Board soon.
APPROVAL OF THE MINUTES: Commissioner Huntingford moved to approve
the Minutes of October 3 and 10, 1994 as presented. Commissioner Wojt seconded the
motion which carried by a unanimous vote.
Veterans Relief Fund Applications (2): Commissioner Wojt moved to approve
the two applications for assistance from the Veterans Relief Fund submitted by VFW Post
#7014 in the amounts of $250.00 and $275.00. Commissioner Huntingford seconded the
motion which carried by a unanimous vote.
Press Release re: Burn Permit System: Commissioner Huntingford moved to
approve the issuance of a press release regarding what the County is doing to meet the
requirements of the State Clean Air Act of 1991 so that residents wiII not be impacted by a
potential bum ban. Commissioner Wojt seconded the motion which carried by a unanimous
vote.

GMA Update: GMNLong Range Planning Manager Steve Ladd reported that last
week there was a meeting to review the Tri Area community plan. The community wants
more information regarding the costs for the public infrastructure required by the plan.
A scoping notice is to be published this week by the Planning Department for the
environmental impact statement for the Comprehensive Plan update. This Wednesday the
Planning Commission will be having their regular meeting at the Chima cum Grange. After
the meeting, they will be holding a workshop on the draft rural element for the
Comprehensive Plan.
Commissioner Huntingford asked what is going on with regard to the Flood Plain Ordinance?
Kent Anderson reported that the ordinance is currently being drafted.
Public Works Director Gary Rowe reported that the consultant to do the work on the aquifer
recharge portion of the Critical Area Ordinance as been hired.
PUBLIC COMMENT PERIOD: The following issues were discussed: a petition
protesting the designation of the Tri Area as an urban growth area was presented; the need
to keep businesses in the Tri Area, allow the use of the land that has already been zoned
for commercial and industrial use and how that will be done within the GMA if the area is
not designated a UGA was discussed; the need for support of local businesses in the Tri Area;
and the need to retain the rural character, and the quality of life of the Tri Area.
APPROVAL AND ADOPTION OF THE CONSENT AGENDA: Commissioner
Wojt moved to delete item 4 and to approve and adopt the rest of the items on the consent
agenda as presented. Commissioner Huntingford seconded the motion which carried by a
unanimous vote.

Policy, County Resolution No. 128-92 and City Resolution No. 92-112, to Change the

PLANNING AND PERMIT CENTER
Discussion re: Proposed Emel1!encv Ordinance to Com pI v with the Growth
Man3!!ement Hearinl!s Board Decision: Rick Sepler, Madrona Planning, presented the first
draft of the Interim Rural Overlay Districts ordinance which is proposed to comply with the
order from the Western Washington Growth Management Hearings Board. This ordinance has
been presented to the Growth Management Steering Committee (County/City) for their review
and their comments have been incorporated into this draft ordinance. He then noted the
following:
· This ordinance is to repeal and replace the UGA ordinance.
· The definitions have been revised to comply with the Hearings Board order. Rural
Centers (Village and Crossroads) have been defined in the ordinance. Rural Centers
- Crossroads are based on transportation patterns and Rural Centers - Village is
based on current unincorporated areas of the County. The rural centers have been
identified on a map and have a variety of densities as defined in the ordinance.
The ordinance establishes interim zoning density of the following overlay districts:
Rural Center - Crossroads has a density of 1 unit per 1 acre.
Rural Center - Village also has a density of 1 unit per 1 acre.
Rural Residential I has a density of 1 unit per 2.5 acres.
Rural Residential II has a density of 1 unit per 5 acres.
The minimum building area for a single family residence shall be 10,000 square
feet.
An interim special study overlay area is designated for the Glen Cove Industrial
area, and the Tri-Area Aquifer Recharge area.
There is an interim public level of service standards section with specific objectives
and definitions for water systems.

Rick Sepler reported that a map of the rural centers in the western portion of the County will
have to be done. David Goldsmith explained how this draft ordinance regulates water
systems.
Commissioner Wojt asked about forest resource lands and the densities defined in the
regulations that govern them? Rick Sepler reported that the interface between this ordinance
and the Resource Lands ordinance is still being developed. He noted that this ordinance
could be modified to allow the resource lands ordinance provisions to prevail for those lands.
The discussion continued regarding how the provisions of the ordinance will be applied in
specific situations.
Mer discussion of the Glen Cove Industrial Overlay Study Area, the Airport properties, and
the aquifer recharge area in the Tri Area, Chairman Hinton noted that the moratorium will
expire on the 20th and the earliest this emergency ordinance can be considered is October 24,
1994. Commissioner Huntingford moved to extend the current moratorium through midnight
Monday October 24, 1994. Commissioner Wojt seconded the motion which carried by a
unanimous vote.
Hearinl! Notice re: Budl!et AppropriationslExtensions: Various County
Departments. Commissioner Huntingford moved to approve RESOLUTION NO. 113-94
setting the hearing on the budget appropriations/extensions from various County Departments
for November 7, 1994 at 11:45 a.m. Commissioner Wojt seconded the motion which carried
by a unanimous vote.

The Board met with Prosecuting Attorney Mark Ruth in executive session to discuss
potential litigation in the afternoon. The meeting was recessed at the conclusion of the
Executive Session and reconvened on Tuesday morning with all three Commissioners present.
The Board met in Executive Session from 9:00 to 10:00 a.m. with Prosecuting Attorney Mark
Huth regarding potential litigation.
