WEEK OF MAY 3,1993
The meeting was called to order by Chairman Richard E. Wojt. Commissioner
Robert Hinton and Commissioner Glen Huntingford were both present.
Assessor Jack Westerman re: Open Sµace Transfers from Classified to Desie-
nated Forest Land: Commissioner Hinton reported that he asked the Assessor to explain the
procedures for placing properties in the classified and designated forest land classification.
Jack Westerman reported that classified and designated forest land parcels are at least 20 acres
in size and are used for the commercial growth and harvest of timber. There is a problem
when the property is exactly 20 acres and the property owner wants to keep one acre for a
homesite. Jefferson County handles this by placing the balance (19 acres) in the Open Space
timber designation. The State Department of Revenue advises that this is the proper way for
the County to handle these situations. Other counties in this area handle this the same way,
except Clallam County which allows the 19 acres as classified and designated forest land.
The Planning Department handles Open Space Timber applications and there is a $325.00 fee
required. These applications are then reviewed by the Hearing Examiner. The application
fee for classified and designated forest land applications is $7.00 (the filing fee).
The discussion turned to ways to make this process easier for the property owner and how
this designation will work and fit into the Growth Management regulations for resource lands.
Commissioner Hinton asked the Assessor to submit his ideas on how this process can be
improved.
District Court Clerk Hire re: Extension of Work Period for Temporary
Position: Commissioner Hinton moved to approve a two week extension of the time for the
temporary, clerk hire position in the District Court Office. Chairman Wojt seconded the
motion in the temporary absence of Commissioner Huntingford. The motion carried.
PUBLIC COMMENT PERIOD: The status of the trail from Port Townsend to
Adelma Beach was discussed as well as the proposed new animal shelter, the needs of the
homeless and the status of the Quilcene flood control project.

APPROVAL OF THE MINUTES: Commissioner Huntingford moved to approve
the minutes of April 26, 1993 as presented. Commissioner Hinton seconded the motion which
carried by a unanimous vote.

APPROVAL AND ADOPTION OF THE CONSENT AGENDA: Commissioner
Hinton moved to delete Item 4, and then approve and adopt the rest of the items on the
consent agenda as presented. Commissioner Huntingford seconded the motion which carried
by a unanimous vote.

Commissioner Huntingford moved to approve three applications for the Soldiers' and Sailors'
Relief Fund as follows:
$178.90 (from the VFW Post #10706 Brinnon), $500.00 (American Legion Post #26), and
$500.00 (VFW Post #10706 Brinnon). Commissioner Hinton seconded the motion which
carried by a unanimous vote.

PUBLIC WORKS DEPARTMENT
Approval of Request to Paint Interior of the Gardiner Community Center:
Commissioner Hinton moved to approve the payment of the requested funds from the
Community Center Grant for painting the Gardiner Community Center as requested.
Commissioner Huntingford seconded the motion which carried by a unanimous vote.
At 1:00 p.m. the Board members attended the homecoming ceremonies at Indian
Island for U .S.S. Sacramento.
Joan Fabian. Domestic Violence/Sexual Assault Proeram re: Domestic Violence
Plannine Grant: Joan Fabian submitted and read a letter to the Board regarding the
Domestic Violence Sexual Assault Program and the work they are doing on the planning
grant. She explained, at the request of Chairman Wojt, that the plan will give an overview
of the services provided by the agencies involved with domestic violence, and suggestions for
how those services can be made more efficient or expanded.
Joan Fabian confirmed for Commissioner Hinton that Lolita Lekha and Theresa Hernandez
have agreed to finish the grant work on the plan. Commissioner Hinton then discussed the
concerns expressed by Lolita Lekha regarding the newspaper coverage of the Commissioners
meeting with the Prosecuting Attorney (see Minutes of April 26, 1993).
Joan Fabian presented a contract amendment to remove Prosecuting Attorney Mark Huth and
appoint Commissioner Hinton as the liaison for this grant. Commissioner Huntingford moved
to approve the contract amendment as presented. Commissioner Hinton seconded the motion
which carried by a unanimous vote.
