MINUTES
WEEK OF MAY 24,1993
After attending the Finance Committee meeting, Chairman Wojt called the meeting
to order. Commissioner Robert Hinton and Commissioner Glen Huntingford were both
present.
Letters (2) of Thanks for Participation in Wetland Tour: Commissioner
Huntingford moved to sign letters of thanks to Dave Phinizy and Joel Fruedenthal, Wetland
Specialist for Clallam County, thanking them for their participation in the wetland tour.
Assessor Jack Westerman re: Assessor's Office StafT"me Chanees: No action,
not present.
PUBLIC COMMENT PERIOD: The following items were mentioned: Whether,
a public copy can be made available of the comments submitted to the Planning Department
or Planning Commission regarding the draft critical areas ordinance; the public notice
regarding the Board's wetlands tour of Snow Creek Ranch; and the need to schedule more
sessions like the tour to help the public understand how the County's ordinances will be
applied.
APPROVAL AND ADOPTION OF THE CONSENT AGENDA: Commissioner
Huntingford moved to delete Item 4 and adopt and approve the balance of the items on the
consent agenda as presented. Commissioner Hinton seconded the motion which carried by a
unanimous vote.

p.m. June 28, 1993
2. RESOLUTION NO. 45-93 re: Dedication of County Property for Public Right-of-Way;

APPROVAL OF THE MINUTES: Commissioner Hinton moved to approve the
Minutes of May 17, 1993 as corrected. Commissioner Huntingford seconded the motion
which carried by a unanimous vote.
BUSINESS FROM COUNTY DEPARTMENTS
PLANNING AND BUILDING DEPARTMENT
Review of County Policy on Forest Land Conversions: Chairman Wojt stated
that there are people present who have questions about specific projects that include forest
land conversions and he asked Prosecuting Attorney Mark Huth if the Board should hear
information on specific projects during this discussion? Mark Huth answered that testimony
should not be given on any specific project because it may prejudice the Board in making a
decision on that project at a later date.
Planning Director Craig Ward reported that this item was placed on the agenda for discussion
of the Forest Practices Permit regulations and policy direction from the Board on how to
handle situations that arise with regard to those applications. Associate Planner Jim Pearson
explained the difference between Class 2, 3 and 4 Forest Practice permits. He noted that the
County has a role in Class 4 general permits because of the indication of change in land
use. In instances where an applicant states on the Forest Practices Permit that they don't
intend to convert the land, but then submit an application for a use that is incompatible with
timber production, the State regulations allow the County to impose a six year development
moratorium on the property. He further explained that the Forest Practice regulations have
been changed to allow applicants for Class 2 or 3 Forest Practices Permits to submit a
Conversion Option Harvest Plan. If the plan is approved by the County and followed by the
applicant, it releases the applicant from the six year development moratorium in the event the
applicant or a subsequent owner decides to convert the property use.
The County has adopted a timber land conversion policy for instances when Class 2 or 3
Forest Practice Permits are converted to incompatible uses. This policy requires reforestation
and a Conversion Harvest Plan. If these items are completed and approved, the County may
lift the moratorium. In Class 4 General Forest Practice Permits the County does not require
SEP A review. The Planning Department is asking for policy direction from the Board on how
to handle these cases in the future. The Planning Department recommends that the County's
Timber Land Conversion Policy continue to be enforced.
Craig Ward stated that the major problems occur when subdivision applications are received
by the County for properties that have received Class 2 and 3 Forest Practices applications
within 6 years from the date of the permit. In the past the County has worked with the
property owners where this has happened to allow the County to lift the six year moratorium.
The Planning Department is ready to enforce the current County policy.
Jim Pearson reiterated that the regulations have changed and a conversion option harvest plan
can be applied for with the County before any trees are cut. There is no SEP A review of
these plans. This holds the conversion option open for the landowner when they are not sure
about their future plans for the property.

Dick Broders stated that the definition of conversion includes the statement that a conversion
is a change to an "incompatible" use. He feels the County needs to define what an
incompatible use is.
Bill Marlow asked what purpose the moratorium on Class 2 and 3 permits serves? Jim
Pearson reported that the moratorium is to encourage land owners to comply with the law
when they apply for a Forest Practices Permit.
The discussion continued regarding the Conversion Option Harvest Plan and the County's
Conversion Harvest Plan and the differences between them. Jim Pearson noted that the
Planning Department will continue implementing the County's Timber Land Conversion Policy
as they have been.
Processine Recreational Vehicle Park Applications: Craig Ward explained that
recreational vehicle park proposals are subject to the Subdivision Ordinance and exempt from
the Interim Zoning Ordinance. Because these projects are not subject to the Interim Zoning
Ordinance, they are not subject to the requirement that they be located in Commercial zones.
Preliminary Bindine Site Plan #BSP-02-92: Three Phase Development of a 13
acre parcel into a 49 space Recreational Vehicle Park: East Side. of Hiehway 20 adjacent
to the Olympic Villaee Mobile Home Park (4 Corners): Bruce and Linda Brown: Jerry
Smith, Associate Planner, reported that the Planning Commission has reviewed this project,
held the required hearing, and is recommending approval of the project subject to conditions.
Commissioner Hinton asked about the requirement that an emergency access be developed, and
if the State Department of Transportation will allow an access onto SR20? Jerry Smith
reported that this is an emergency access and the DOT has not been contacted regarding this
condition yet. He reported that this access will not be for general access to the Park. It is
only for the use of emergency vehicles. If the DOT will not allow this access, then the
applicant can ask the County for a variance from that requirement.
Commissioner Hinton moved to approve Binding Site Plan #BSP-02-92 with the conditions
as recommended by the Planning Commission. Commissioner Huntingford seconded the
motion which carried by a unanimous vote.
PUBLIC WORKS DEPARTMENT
Review of the ISTEA Enhancement Grant Project: Olvmpic Discovery Trail
Phase 1 and 2: Port Townsend Boat Haven to Adelma Beach/4 Corners: Program
Manager Bruce Laurie explained that Phase 1 of this project is from the Port Townsend city
limits to Nelson's Landing Road and Phase 2 is from Nelson's Landing Road to Adelma
Beach. The lAC has awarded two grants (50% matching funds required) for this project to
the County. In 1991 the ISTEA grant program was established which can be used for trails
or highway enhancements. The County then applied for an ISTEA grant for the balance of
the funding needed. The ISTEA grant requires a 20% local match. The lAC funding can only
be used for recreational purposes while the ISTEA funding can be used for transportation
improvements.
Chairman Wojt asked if the alternative truck route can still be done if this trail project is
completed? The discussion turned to how this funding can be used and the conditions on the
matching funds. Gary Rowe reported that they are requesting more information from the lAC
on how the funds can be matched. He noted that the Board has directed that this project
not be done if it precludes the alternative truck route to the Mill.

Discussion of the Surface Transportation Proeram (STP) of the Intermodal
Surface Transportation Efficiency Act (lSTEA): Selection of Projects for Fundine. Public
Workshop Scheduled. and Selection of County Representative: Gary Rowe reported that
a public workshop is scheduled to review and select projects to receive STP Program funding
within the County. The other eligible municipalities and authorities within the County have
designated representatives to attend this workshop, and the County Commissioners need to
designate a County representative. Commissioner Huntingford volunteered to be the County
representative at the STP workshop.
The Board continued their workshop with the Planning and Building Department staff
regarding the draft Critical Areas Ordinance after taking a break for lunch. All three Board
members were present.
Letter of Support for Port of Port Townsend Enhanced Haulout CERB
Application: Commissioner Huntingford moved to sign the letter of support for the Port of
Port Townsend's CERB application for the enhanced haulout project. Chairman Wojt
seconded the motion in the temporary absence of Commissioner Hinton. The motion carried.
Request for Payment of First and Second Quarter Allocation $6.100.00 from
the Hotel/Motel Tax Fund: North Olympic Peninsula Visitor and Convention Bureau:
Commissioner Huntingford moved to approve the payment of two quarterly payments to the
North Olympic Peninsula Visitor and Convention Bureau as requested. Commissioner Hinton
seconded the motion which carried by a unanimous vote.
Letter to City of Port Townsend re: Transfer of County Ownership in Union
Wharf: Community Services Director David Goldsmith reported that he has been working on
the possible transfer of the County's interest in Union Wharf to the City, since the future
use of this facility is governed by the City and the County owns such a small portion of the
total facility. Commissioner Hinton moved to have the Community Services Director draft
a letter to the City advising them that the County will transfer its interest to the City, and
asking the City Attorney to draft the necessary paperwork. Commissioner Huntingford
seconded the motion which carried by a unanimous vote.
The Board recessed their meeting at the end of the business day. The meeting was
reconvened on Tuesday morning. Commissioner Hinton and Commissioner Huntingford were
present. Chairman Wojt was out of town at a conference.
AGREEMENT #G9300003 (CZM306)~ Amendment No.1 re: Shoreline Master
Proeram Education Proeram: Chanee in Task 2 of Scope of Work and Reallocation of
Budeet: State Department of Ecoloey: Planning and Building Department Director Craig
Ward introduced Ann Murphy of the Marine Science Center. He explained that the County
is the grant recipient for the funding of certain Marine Science Center programs.
Anne Murphy reviewed the programs provided by this grant:
1. Beach walk - this program is primarily used by visitors to Fort Worden State Park.
2. History of the beaches, the development of the State Shoreline Act and the County's
Shoreline Management Master Program.
3. Workshops . with the County Shoreline Planner on the Shoreline Program.
This grant amendment is to change the scope of work for the history task (#2) because this
part of the program was not interesting to visitors. The task is being changed to make this
presentation portable so that it can be taken to community meetings (Le. Board of Realtors,
Chamber of Commerce, Rotary.)

Commissioner Huntingford moved to approve amendment #1 to the grant agreement with the
State Department of Ecology as submitted. Commissioner Hinton seconded the motion which
carried by a unanimous vote.
The meeting was recessed on Tuesday after the Health Board meeting, and reconvened on
Friday morning at 9:00 a.m. All three Board members were present for the continuation of
the workshop with the Planning Department on the draft Critical Areas Ordinance.
Bid Award: Plannine Consultin2 Services: Craig Ward reviewed the telephone
bids received from planning consultants from the County's vendor list to provide the following
services: 1) processing subdivision applications and, 2) processing zone change petitions and
Open Space Tax program implementation.
Commissioner Huntingford moved that the Planning Director be directed to proceed with
developing a scope of work and negotiating a contract with Susan Thomas for processing
subdivision applications and with Reid Shockey for processing zone change petitions and
implementation of the Open Space Tax program. Commissioner Hinton seconded the motion
which carried by a unanimous vote.
