WEEK OF JULY 20,1992
Chairman Larry W. Dennison called the meeting to order at the appointed time
in the presence of Commissioner Brown and Commissioner W ojt. Prosecuting Attorney
Mark Huth and Director of Community Services David Goldsmith were present to discuss
a grant to Community Counselling Center to offset one time start up costs. Commissioner
Brown stated that any funding should be handled through a contract. David Goldsmith
will check into this further and get back to the Board later.
Public Comment Period: The closing of the landfill, the increased cost of
dumping fees and problems with people that dump their garbage on private property were
discussed.
BUSINESS FROM COUNTY DEPARTMENTS:
PUBLIC WORKS
Application to Open Ri2ht-of- Way; E. Price Street in Irondale: David
Hensel. Applicant: 911 System Coordinator Bob Henderson explained that this request is
to open the right-of-way on E. Price Street between 5th and 6th Streets to install a water
line. The Port Townsend Water Department originally asked David Henzel to put the
water line down the entire length of the street. This would make the street passable, and
as a result, it would be used as a throughway. The Public Works Department recommends
that Mr. Henzel improve the road to meet County standards. David Hensel explained that,
since the time of application, he had spoken with another person in the Water Department
and was told the water line only had to go about 200 feet, to the furthest edge of his
development. Bob Henderson said he would check with the City of Port Townsend on the
current requirements.
Discussion of Downs Creek Road Project: Road Projects Manager Bruce
Laurie reported that this project in the West End must go through the SEPA process,
which can take 60 to 90 days. A Shoreline permit is also required. In addition, the
County has to acquire right-of-way from Department of Natural Resources and from a
private individual. These additional processes can delay the start of the project. The work
on Downs Creek Road should begin in August or it will have to be postponed until next
year. If it is postponed, any problems with the road this winter will have to be "patched"
until the actual work can begin next year.

sioner Brown moved to delete item 10 and then adopt and approve the balance of the
items on the consent agenda as presented. Commissioner Wojt seconded the motion which
carried by a unanimous vote.

Commissioner Brown moved to approve and adopt the Tourism Marketing and Develop-
ment Plan as modified. Commissioner Wojt seconded the motion which carried by a un-
animous vote.
Bart Phillips also presented a draft letter from the City of Port Townsend and Jefferson
County to be sent to organizations to be invited to have representatives on the Tourism
Coordinating Council. He also submitted a draft advertisement for The Leader seeking
volunteers to apply for the two "citizen at large" positions available on the council. The
letters and the ad should be ready to sign and mail out by the end of the week.
Approval and Si2Dature of Final Documents; Sale of Property on Dabob
Bay: Department of Natural Resources: Commissioner Brown moved to approve the
final deed and closing documents for the Dabob property sale to the Department of Natural
Resources. Commissioner Wojt seconded the motion which carried by a unanimous vote.
Contract No. 3430-84482 (1) re: Consolidated Juvenile Services Grant.
Amendment: $43.690 or Total Biennial Amount of $77 .930: Department of Social and
Health Services: Commissioner Brown moved to approve this amendment to the Con-
solidated Juvenile Services Grant. Commissioner Wojt seconded the motion which carried
by a unanimous vote.
Contract No. 3430-85328 (2) re: Consolidated Juvenile Services Grant.
Amendment: Option B: $5,892 or Total Biennial Amount of $15.995: Department of
Social and Health Services: Commissioner Brown moved to approve this amendment to
the Consolidated Juvenile Services Grant. Commissioner Wojt seconded the motion which
carried by a unanimous vote.
Contract No. 3430-84492 (2) re: SSODA of Consolidated Juvenile Services
Grant. Amendment: $6.035 or Total Biennial Amount of $12.300: Department of
Social and Health Services: Commissioner Brown moved to approve this amendment to
the Consolidated Juvenile Services Grant. Commissioner Wojt seconded the motion which
carried by a unanimous vote.
Contract No. 3410-84468 (1) re: Structured Residential Pr02ram of Con-
solidated Juvenile Services Grant. Amendment; $2,800 or Total Biennial Amount of
.$5,250: Department of Social and Health Services: Commissioner Brown moved to
approve this amendment to the Consolidated Juvenile Services Grant. Commissioner Wojt
seconded the motion which carried by a unanimous vote.
Discussion of Fee Schedule Amendment for The Plannint: and Buildin2
Department (Continued from July 13. 1992): Senior Planner James Holland presented a
fee schedule that compares fees in Jefferson County with fees charged in adjacent counties.
The fees being considered are: Radon Test Kits, Interim Zoning applications, SEP A
Checklists and Large Lot Subdivision applications. He added that Kitsap County will be
reviewing their fee schedule later this year.
Beginning July 1, 1992, State law directed that the Building Department give Radon Test
Kits to any person applying for a building permit. The Board agreed that these kits be
incorporated in Building fees and not be classified as a separate fee.
At the present time there is no fee for processing Interim Zoning applications. Staff time
spent in preparing information for the Hearing Examiner and attending the hearings is of
concern. Commissioner Dennison asked if there was a way to decrease the amount of

staff time spent on the Hearing Examiner process? Planning Director Craig Ward
explained there is a boilerplate that is used, but each application must be evaluated on a
case by case basis. He suggested that some applications could be processed as administra-
tive determinations, rather than sending them to the Hearing Examiner.
Jefferson County requires additional steps in SEP A reviews which include a pending
application publication and the posting of property. The threshold determination for SEP A
is also published. James Holland explained public participation has increased due to the
signage and the extra publications in the newspaper. Other counties' fees for SEPA
include publication costs that amount to about $40.00, although none of the counties charge
for the posting of property. The proposed fees for the signs would be $45.00 deposit with
a $15.00 refund if the signs are returned.
Craig Ward explained that under the new subdivision ordinance, there is no longer the
classification of "Large Lot Subdivision". There are short plats and long plats, with
different sized lots. The minimum fee for all subdivisions is $350. Therefore, this fee is
covered under the recently adopted Subdivision ordinance.
Commissioner Brown moved to set a public hearing on the proposed amendments to the
Planning and Building fee schedule regarding the SEP A Checklist and Interim Zoning
application. The hearing is scheduled for August 17, 1992 at 2:30 p.m. Commissioner
Wojt seconded the motion which carried by unanimous vote.
