The meeting was called to order by Chairman George C. Brown in the
presence of Commissioner B. G. Brown and Commissioner Larry W. Dennison.
APPROVAL OF MINUTES: The Minutes of October i6, December 18,
26 and 3anuary 2, 1990 were approved as read with the Minutes of December 11,
1989 approved as corrected by motion of Commissioner B. G. Brown. Commis-
sioner Dennison seconded the motion which carried by a unanimous vote.
BUSINESS FROM COUNTY DEPARTMENTS:
PUBLIC WORKS
County Road Vacation Petition RVØ836; A Portion of Certain Platted
Allevs (Block 11 and 18) in Eisenbeis Bav View Addition; Lockhart and Powers,
Applicants: Administrative Secretary, Eileen Simon, reviewed the petition
request, findings and Planning Commission recommendation for the petition to
vacate the portion of the platted alley adjoining Lots 1-3 and Lots 10-12 of
Block 18 of the plat of Eisenbeis Bay View Addition, which is located one
half mile south of the Port Townsend City limits. This re~~est is being made
to allow development of the property as a marine repair and retail facility.
The area of the vacation is designated as industrial/commercial. The
Planning Commission recommends that the vacation be approved with a condition
,that it be made in compliance with the SR20 Corridor Policy.
Chairman George Brown opened the public hearing. When no one appeared to
speak for or against the vacation petition the Cha~rman closed the hearing.
Commissioner B. G. Brown moved to approve the vacation as recommended by the
Planning Commission. Commissioner Dennison seconded the motion which carried
by a unanimous/vote.
Establishina Names for Private Roads; 3upiter Loop, Lovers Lane and
Madrona Ridae Drive; Section 10, Township 21, Ranae 2W: Eileen Simon
reported that these private roads are in the Quilcene area and the suggested
names do not conflict with any current road names. Commissioner Dennison
moved to approve Resolution No. 14-90 establishing the following names for
private roads in the Quilcene area: 3upiter Loop, Lovers Lane, and Madrona
Ridge Drive. Commissioner B. G. Brown seconded the motion which carried by
a unanimous vote.

computer aided drafting equipment be awarded to Swan Computers of Seattle for
$13,061.00 (all equipment listed plus delivery, and taxes). Commissioner B.
G. Brown moved to award the bid as recommended. Commissioner ennison

Rock Point OvsterCompanv. Dick Steele. Representative: Mr. Dick Steele,
representing Rock Point Oyster Company, was present when Associate Planner
Jim Pearson reviewed this permit for improvements and expansio of an
existing oyster seed setting facility at Dabob Bay. The existing acility
was permitted under Shoreline Permit #23-82 and the dock was permitt d under
Shoreline Permit #10-81. He then reviewed the two recommended con itions.
The Planning Department has reviewed the proposal under the crite ia of a
primary use and it is the administrative determination of the depart ent that
the project is consistent with the goals, policies, relevant sect ons and
performance standards of the Shoreline Program and recommends approv I of the
project as conditioned.
Commissioner B. G. Brown moved to approve the Shoreline tantial
Development Permit for the Rock Point Oyster Company with the condi ions as
suggested. Commissioner Dennison seconded the motion. The motion carried
by a unanimous vote.

Shoreline Substantial DeveloDJDent Permit #SDP89-0018 Condi-
tional Use Permit; Construct Bulkhead, Docks, Piers and Tidal Grid for
Recreational Vehicles· Brid ehaven Sit on Hood Canal· Colen orwerk
ADDlicant: Glen Vorwerk is proposing to construct a bulkhead, dock , piers
and tidal grid for placement of recreational vehicles, on three lots located
on the Bridgehaven Spit, Jim Pearson reported. There are two buildable sites
on these three lots. Construction of bulkheads and piers has been started
on these lots.
This proposal is to construct sixty feet of bulkhead that is in line ith the
adjacent bulkheads in the area. Two 15 foot long piers would be con tructed
out from the bulkhead with a 27 foot long hinged ramp connecting t e piers
to two 40 foot long docks. Mr. Vorwerk plans to build a house ono e piece
of the property and then sell the qther building site. The bul head, is
needed to prevent further erosion. 2,400 cubic yards of backfill will be
placed behind the bulkhead.
The Shòreline Commission reviewed this request and the suggested co
of approval and recommends an additional condition requiring that

Lot Mobile Home Park; Bruce and Sandra Seton, ADDlicants: Jerr Smith,
Associate Planner, 'reviewed the environmental checklist for this 43 lot
mobile home subdivision located 1/2 mile south of Port Townsen behind
Johnson Equipment Rentals. The project is proposed by Bruce an Sandra
Seton. The lot range from 12,500 square feet to 18,000 square feet. There
will be a greenbelt buffer and a community park. The site is subst ntially
level. The Planning Department has determined that the project is co patible
wi th County land use plans. A buffer is proposed around the pr ject to
soften the aesthetic impacts to the surrounding area.
Commissioner Dennison asked how a determination is made that there will be
minimal impact to fire services, etc. ? ...Terry Smith reported hat the
determination is made by the amount of traffic and the size of the evelop-

View Addition and portions of the Irving Park Addition plats that no exist.

The meeting was recessed at the end of the business d y and
reconvened at 7:00 p.m. at the Quilcene community Center with all Board
members present.

Community Center: Eleven interested Quilcene area residents were
when Chairman George Brown called the meeting to order at 7:15 p.m.
Quilcene Community Center. He then introduced the Commissioners and
Engineer Bob Nesbitt.
Bob Nesbitt reported that a grant program was started by the State Dep rtment
of Ecology to aid Counties in developing Flood plain Management Plans Once
the plan is in place, then corrective actions can be planned. Dr. on R.
Reichmuth of Geomax P. C. was selected to write the Jefferson Count plan.
Dennis Findorff is his assistant. Dr. Reichmuth then reviewed ri ver
mechanics and a slide show of the area around Quilcene and the Big Q ilcene
River.
Most of the problems in flooding are caused by the sediment coming d~wn the
river. Facts to consider when dealing with rivers are: How much w ter do
you have, what is the energy of the stream (.vertical or horiZ. ontal), a d what
is the sediment. When you get into problems in the tidal areas th only
thing that can be done is to decrease the sediment load. In a delta a ea you
have choices which can include leaving room for the water to move 0 . stop
the gravel from getting to that point.
Slowing the velocity of the water can cause depositions, while spee
up or making it more turbulent will cause erosion. Once you have m
moving in the river it will try to find a home. Gravel tends to acc
on the inside of bends in the river while fine materials are picked
the outside of the bends.
In the Big Quilcene River, plotting the summer and winter flows eac year
(over the past 50 years) shows that there were changes in 1957, 1970 and in
1981 that had a definite impact on the river. Dr. Reichmuth asked those
present what may have happened in these years to cause problems . n the
watershed? M. L. "Morey" Anderson stated that there was a lot of timber
taken out of the Big Quilcene watershed beginning in 1962 after the C lumbus
Day Storm. Heavier logging was done in those years because of the b owdown
from the storm. As far as what may have caused problems in the 1980's, Bob
Heinith of PNPTC suggested that it could have been meteorological.
Dr. Reichmuth continued by noting that if the watershed is healthy t en it
can handle unforeseen events (i.e. a snow pack with a chinook win that
causes fast melting). Geomax is suggesting that two gravel traps be placed
at points along the river to try to minimize the impact to anyone f the
uses along or in the river (i.e. residences, logging, fish resources). This
gravel could then be used by the County or sold.
Commissioner Dennison asked how long it would take for the volume of gravel
to fill the traps? Dr. Reichmuth stated that there isn't enough info ation
to estimate the volume of the flow of gravel into these traps.
Nick Ward stated that the Big Quilcene River has a fish hatchery with

BobHeinith~ Point No Point Treaty Council: Bob Heinith introducedh'mself
as a Fisheries Biologist with the Point No Point Treaty Council and tated
that he is concerned about the effect of the project on the fis eries
resource. The tribes and the Department of Fisheries are concerned a ut any
project proposed in this area. He is concerned about the timing for doing
work in the river and the timing of when water would go into and out f the
gravel trap.
Dr. Reichmuth stated that they are very sensitive to the fisheries con erns.
It is felt that the natural production of the stream can be enhanced w'thQut
effecting the hatcheries. Dr. Reichmuth stated that there is not a good feel
yet for the amount of gravel that will have to be taken out of the tream
each year.
Mr. Heinith stated that there are major problems from the logging in t e area
that must be controlled, then there will need to be dredging downstr am in
the river. Dr. Reichmuth noted that there are ways to put structures in the
upper drainage that will hold gravel to create places for fish to spa and
to provide habitat. Dr. Reichmuth stated that they are trying to fin~ ways
that the community can work together on the solutions and also find w~~ys to
pay for them. They need to find consensus on cost effective solution .

to have an informational meeting in Brinnon tomorrow evening. The Board
agreed that ~n informational meeting be held at Brinnon tomorrow.
