MINUTES
Week of February 12, 1990
The meeting was called to order by Chairman George C.
Brown at the appointed time. Commissioner B.G. Brown and
commissioner Larry W. Dennison were both present.
APPROVAL OF MINUTES: Commissioner B.G. Brown moved ~o
approve the Minutes of January 8, 1990 as corrected. Commissioner
Dennison seconded the motion which carried by a unanimous vote.
BUSINESS FROM COUNTY DEPARTMENTS:
PUBLIC WORKS
order to Vacate: Alleys in Block 17 and 18 of Eisenbeis
Bay View Addition: Lockhart and Powers Applicants (RV836): Public
Works Administrative Secretary, Eileen Simon, reported that the
required compensation has been received on this vacation approved
on January 22, 1990 by the Board. Commissioner Dennison moved to
approve and sign Resolution No. 24-90 ordering the vacation of the
al!eys in Block 17 and 18 of Eisenbeis Bay View Addition. Commis-
sioner B.G. Brown seconded the motion which carried by a unanimous
vote.
call for Bids: Crushing and stockpiling Crushed
Screenings: Tom Morello, Chief Inspector for the Public Works
Department, explained that this bid call is for material for the
oiling program. Commissioner Dennison moved to set the bid opening
for March 5, 1990 at 10:30 a.m. Commissioner B.G. Brown seconded
the motion which carried by a unanimous vote.
FACILITIES MANAGEMENT
Balloon Hangar' ~oject Budget: Need for Additional
Funding: Architectural Coordinator, Frånk Gifford, submitted a
memo and explained why an additional $6,000 in funding is needed
for the Balloon Hangar project. He will be submitting for a budget
appropriation in this amount at a later date.

Recommendation for Purchase: Metal Buildings at Aizport:
Frank Gifford reported that after checking all costs for
demolition, removal and re-assembly of the two metal buildings at
the airport, he recommends that the county purchase the buildings
and store them for future use. The county would be responsible for
the purchase price of $1,000 each plus the costs to remove the
buildings from their present site. When the buildings would be
moved will be negotiated with the Port of Port Townsend.
Commissioner B.G. Brown moved that an agreement be negotiated with
the Port for the purchase of the metal buildings as recommended.
Commissioner Dennison seconded the motion which carried by a
unanimous vote.
PLANNING AND BUILDING
Preliminary Long Subdivision (~eplfJ.t) LP01-90;' Glen Cove
Mobile Ho~ Park: Half a mile south of Port Townsend City Limits,
Adjacent and East of Discovezy Road: Discovezy' Timber" coJQpany
(Bruce and Sandt'a seton), OWners: Bruce Seton and Alan Carmen were
present when ÀSsociate Planner Jerry Smith reviewed the preliminary
long subdivision in the Glen Cove area to be known as the Glen Cove
Mobile Home Park. This property is located approximately 1/2 mile
south of the City of Port Townsend. The average lot size is 15,250
square feet. There will be .44 miles of public roads built and
dedicated to the county in this subdivision. The,re will be
individual sewage disposal systems for each lot. This long
subdivision has been reviewed by the Planning Commission. Jerry
smith then reviewed the conditions of approval. with corrections
and additions to the conditions of approval, the Planning
Commission recommends the Board approve the preliminary long
subdivision for the Glen Cove Mobile Home Park. A question has
been raised regarding who is responsible for the maintenance of the
green bel t and open space areas. Jerry Smi th reported that
normally the gre~n belt and park open space areas are owned in
common by all lot owners and maintained by a Homeowners
ÀSsociation.
Commissioner Dennison stated that if the County is going to own
this area then it would probably have to be open to the general
public. Alan Carmen reported that there will be a trail system as
well as the park. Every effort will be made to maintain the
natural surroundings in this trail area.
The discussion turned to what al ternati ves there are for the
ownership of the greenbelt and open space areas of the plat. Bruce
Seton reported that the lots of the subdivision are not going to be
sold. He will retain ownership of the lots and agreed to maintain
the greenbelt, parks, anÇl open space areas. Commissioner B. G.
Brown suggested that this be made a condition of the long plat.
without that covenant on the plat, these lots could be sold to
indi viduals in the future, which would then leave the ownership and
maintenance of the open space areas in question. A condition needs
to be drafted before final plat approval is granted.
In response to Commissioner B. G. Brown's inquiry, Alan Carmen
stated that 3.1 acres of this plat are part of the new road system,
and roughly 4.26 acres were platted roads in the old plat.
Commissioner B.G. Brown moved that with the addition of a condition
regarding the greenbelt and open space ownership, the preliminary
approval of this long plat be granted as conditioned and
recommended by the Planning Commission. commissioner Dennison
seconded the motion which carried by a unanimous vote.

requirements have been met on this short plat. Commissioner B.G.
Brown moved to approve the final Hudson Short Plat as presented.
Commissioner Dennison seconded the motion which carried by a
unanimous vote.
Final: Short Subdivision SP#10-89: Bridgeford Short Plat:
This two lot short plat (each lot is 1 1/4 acres) is off of Black
Bear Road, Jerry smith reported. All of the subdivision
requirements have been met on this short plat. Commissioner B.G.
Brown moved to approve the final short plat as presented.
Commissioner Dennison seconded the motion which carried by a
unanimous vote.
State Environmental POlicy Act Review: Hazyood Addition
Lohg Suþd.ivision LP02-90: Cape George Road. ODe mile North of Chevy
Chase Golf Course: Douglas Harwood~ owner: Jerry smith reported
that this is a re-division of a five acre tract located north of
the Chevy Chase Golf Course. This property will be divided into
three lots. Th~ largest lot is approximately two acres in size
with the other two lots each an acre and a quarter in size. There
is half an acre dedicated to open space. After discussion of the
road in the subdivision which will have to be built to County
standards, Jerry Smith reviewed the environmental checklist for
the Board.
The staff recommends that the environmental impact is minimal.
commissioner B.G. Brown moved to issue and determination of non-
significance and lead agency status on the Harwood Addition Long
Subdivision. commissioner Dennison seconded the motion which
carried by a unanimous vote.

HEARING NOTICE: Proposed Budget Appropriation/Extension:
Hotel Motel Tax Fund: commissioner B.G. Brown moved to approve
Resolution No. 25-9Q a hearing notice setting the hearing date for
the proposed budget appropriation/extension for the Hotel Motel Tax
Fund on February 26, 1990 at 10:00 a.m. Commissioner Dennison
seconded the motion which carried by a unanimous vote.
Ger! Robison, ~airman, Jefferson county Records
ManagementjMicrographic Committee re: Establishing a Records
Management Program fo~ All county Departments and Approval of a
Request for Statements of OUalifications for Professional Services
Contract for Records Management: Geri Robison explained that after
the Board discussed the Records Management Committee's proposal at
the budget hearings, she explained goals and objectives of the
committee to all the Department Heads. The departments have each
submitted a letter stating that they agree with these goals and
objectives.
A request for statement of qualifications is also included for the
Board's approval, Geri Robison reported. She reported that this
notice is to have interested, qualified parties respond by March
16, 1990. An additional packet of information about the services
to be provided will be sent to any interested party. commissioner
B.G. Brown suggested that the primary role for this person be
changed to say "to develop and coordinate" a Records Management
Program for Jefferson County. Geri Robison stated that this person
must have the knowledge to help the various county Departments
develop a program that will fit the needs of their office as well
as to meet legal requirements.

26-90 establishing a Records Management Program for Jefferson
county as presented and to approve the publication of the Request
for statements of Qualifications. Commissioner Dennison seconded
the motion. The motion carried by a unanimous vote.
Application for ~ldiers' and Sailors' Relief Fund: David
R. Trout: Commi~sioner B.G. Brown moved to approve the application
for Soldiers' and Sailors' Relief Funds in the amount of $375.00 as
submitted for David R. Trout. commissioner Dennison seconded the
motion. The motion carried by a unanimous vote.
COJQpensatozy . TimQ ~greement for County Employees: After
discussion of the comments received on the draft compensatory Time
Off Agreement, commissioner B. G. Brown moved to adopt the Agreement
for use by County Departments. commissioner Dennison seconded the
motion. After further discussion, commissioner B. G. Brown
withdrew his motion and commissioner Dennison withdrew his second.
No action will be taken on this agreement until the document is
redrafted to reflect that compensatory time is granted at straight
time until 40 hours is worked in one week.
Approval of Payroll Deduction for county Employees:
Oµi:aqper Credit Union: commissioner B.G. Brown moved to approve the
authorization for a payroll deduction for the Quimper Credit Union.
Commissioner Dennison seconded the motion which carried by a
unanimous vote.
commissioner Dennison moved that the Board meet in
Executi ve Session with the prosecuting Attorney regarding the
Leavitt building permit. commissioner B.G. Brown seconded the
motion which carried by a unanimous vote.
Recommendation for Bid Award: Recycle Center Baler
Building: The Public Works Department reviewed the bids for
accuracy, Frank Gifford reported, and recommends that the bid be
awarded to Western Construction of Bellevue for their low bid of
$82,274.00. Commissioner B.G. Brown moved to award the bid as
recommended by the Public Works Department. Chairman George Brown
seconded the motion. The motiop carried by a unanimous vote.
The meeting recessed at 5:00 p.m. and reconvened at 7:15
p.m. at the Brinnon Senior Center for the following hearing. All
Board members were present.
HEARING re: Brinnon Flood Control Management Plan:
Brinnon Senior Center: Chairman George Brown opened the hearing
and introduced the Board to the 17 residents in attendance. Dr.
Don R. Reichmuth of Geomax P.C. the consulting firm hired by the
county to prepare the Flood Control Management Plan for the
Dosewallips River, asked the residents present if they had any
questions regarding the plan.
A man asked how long the sediment traps would be in place? Dr.
Reichmuth explained that on the Dosewallips River the upper trap
volume is about 16,700 cubic yards and the lower trap volume would
be 29,600 cubic yards. These volumes are based on a trap that is
approximately 10 feet deep. He advised that there is no way to tell
how long it will take to fill these traps.
Dr. Reichmuth continued noting that there needs to be a close
working relationship between the county, the State agencies
involved (Fisheries) and the Federal agencies involved (Forest
Service and Fish and Wildlife), the landowners«,a.ndrepresentatives

forest practices and development requirements. The river needs to
be stabilized as much as possible to minimize adverse effects.
This plan is an attempt to come up with the most cost effective,
long term solution to gain stability in the river.
Don then made a presentation on the dynamics of a river which
included slides of the Dosewallips River area.
Jim Seymour, puilcene Ranger District: Mr. seymour stated that
there hasn't been all that much logging in the Quilcene area in the
1980's. OVer all the logging has occurred in the upper watershed.
Dr. Reichmuth stated that plotting the summer and winter flows on
the Big Quilcene River each year (over the past 50 years) shows
that there were changes in 1957, 1970 and in 1981 that had a
defini te impact on the river. He explained that he was not able to
do this for the Dosewallips River, but that he needs to figure out
what is changing in the Dosewallips River watershed that would
cause the flows to change in the river.
Larry Telles. Ouilcene Fish Hatchery: Mr. Telles asked if it could
be that even though there is less going on with logging in this
area in recent years, there is a cumulative impact from the logging
that went on previously. Dr. Reichmuth stated that he wants to
work with the Forest Service representatives to figure out what
has happened to cause a change in the river flows.
Jim Seymour: A reconstruction was done in the diversion dam in the
late 1970's. Dr. Reichmuth reported that the gauging was done at
the weir at City Lake on daily records kept by the Port Townsend
Paper Mill.
commissioner Dennison asked if the curve could be influenced by
seasonal weather changes? Dr. Reichmuth responded that it could.
Walter Beck: Mr. Beck stated that in 1985 there was a horrible
rain and a draught ever since. Dr. Reichmuth noted that all of
these things can impact the curve.
Someone else added that we're not getting the snow pack that we
used to.
Ron Fulton: Mr. Fulton asked if Mr. Seymour was saying that the
timber cutting is the same as compared to the '40's and '50's? It
certainly isn't the same. He logged from 1958 to 1964 and the type
of logging was entirely different. Most of the ground was bare.
In the past a logger couldn't get some of the logs out of some of
these areas, now we have the equipment to get the logs out. Dr.
Reichmuth stated that the changes in the curve may be caused by a
change in logging practices.
Jim Seymour: Mr. Seymour stated that now they're (loggers) getting
back to leaving trees in the draws.
Dr. Reichmuth reported that a gravel trap is planned for the area
of the river where Rocky Brook comes into it. There is a lack of
places on the river for rearing small fish. This kind of gravel
trap could be useful for fish habitat. It may be desirable to
allow some natural enhancement around the trap for the fish.
Larry Telles, Ouilcene Fish Hatchery: Mr. Telles asked if these
traps would be full of water only during high flows? Dr. Reichmuth
reported that one management objective could be to have the gravel
trap only operate during a high water period and have the gravel
flow with the water in the river during normal flows. There will
be a steep area from the river into the trap and then the trap
flattens out to a broad area to slow down the river before it
enters the channel again.
He then explained that the trap is dug without touching the river.

Once the trap is dug the river is diverted into the trap with a
diminished flow in the original channel. Once the trap fills up
then the river is diverted back to the original channel and the
trap is cleaned out.
Ron Fulton: Ron Fulton stated that a similar plan was attempted at
the Lazy C several years ago and that the state Department of
Fisheries shut it down.
Dr. Reichmuth noted that what happened in the past, happened in the
past. He added that he spent part of this afternoon talking with
Fisheries representatives about this plan and they seemed
receptive.
Larry Telles: Mr. Telles asked what the reaction of the state
Department of Fisheries was? Don reported that the Fisheries
resource is diminishing in the river and the state Department of
Fisheries is charged with overseeing this resource. He feels that
they were receptive to the plan but noted that once it is in place
it will have to be reviewed with them before the next phase is
started.
Ron Fulton: I think that there seems that the group protecting the
fish seem to win out in any plans that are made regarding the
river.
Don responded that everyone involved must sit down and resolve
these issues in a constructive way. Dr. Reichmuth then explained
the plan for the river to protect the Lazy C Development.
Commissioner B. G. Brown added that the state would not let the
County remove the gravel from the channel that was made by the
County after the last flood. Dr. Reichmuth stated that this gravel
could mobilize and cause problems in the future.
The discussion then turned to the specific problems with the river
at the Lazy C Subdivision and how they are being addressed in the
Flood Management Plan. Dr. Reichmuth stated that the structures to
be built in the river in this area will cost approximately
$15,000.00 total. The fisheries says that work can be done in the
river from June to September.
Cliff Flodstrom: The river changed during the last high water.
Dr. Reichmuth stated that of all the areas, he sees that this area
is the most critical and the work needs to be done quickly. This
area is not any where near stable yet. Ultimately this area will
be put in jeopardy if nothing is done.
The man who owns the property on both sides of the river before it
reaches the Highway asked what will happen if these gravel traps
are placed up river from his property? Dr. Reichmuth stated that
if the river is made gravel deficient, the river will deepen and
stop meandering in the river bed.
Mr. Watts: Mr. Watts stated that he is new to the area and the
plug and the rock bar in the middle of the channel are doing damage
in the Lazy C area. The pictures presented are not what this area
is like right now. I want to see some work done.
Bill Cu¡ting. Engineer who worked for the u.s. Fish and Wildlife
Service on the Big Ouilcene River: Mr. cUlting stated that his
comments relate to the Big Quilcene River. He has been a contract
engineer for the u.s. Fish Hatchery on the Big Quilcene River. He
is concerned about the abili ty if this plan to maintain the
entrance to the gravel traps because the river is very dynamic.
Larry Telles: Why isn't Fisheries here tonight? Our experience
with Fisheries is that they don't do anything with any speéd.
Commissioner B.G. Brown stated that one thing that brought this
study about was the need to deal with Fisheries. They don't like

people dredging all the time and they said that the County should
put together a long range plan.
Bill cuI tine¡: We have disposed of 1,500 yards of gravel out of the
Big Quilcene over the last three years and could not find any
markèt for this gravel. Dr. Reichmuth stated that there are many
things that can be done before all the funding is found for this
plan such as working with the forestry interests to change forest
practices in the area, and doing the work on the Lazy C. The
property owners in the area can tax themselves through the Flood
Control District to provide funding for this plan.
Jim Seymour: Mr. Seymour stated that he is on the Dungenéss River
Coordinating committee and they have had a gravel dredging plan
approved by Fisheries.
Stan Betts re: Jefferson county Emergency Medical
Services re: Annual Report of Services: Stan Betts, representing
the Jefferson County Emergency Medical Services Council presented
a report of the activities of the EMS Council during 1989.
