Brown called the meeting to order at the appointed time in the presence of commissioner B. G. Brown and Commissioner Larry W. Dennison. AGRJ!:EKENT re: Services for Hotel/Motel Tax Funds: Jefferson County Historical society: Commissioner B. G. Brown moved to approve the agreement with the Jefferson County Historical Society for services provided for 1990 Hotel Motel Tax Funds. Commissioner Dennison seconded the motion which carried by a unanimous vote. AGRRF.MEHTS re: services for 1990 Non-Departmental Funding: Domestic violence. Sexual Assault Program and Clallam Jefferson Communi ty Action Council: The agreements with the Domestic Violence, Sexual Assault Program and the Clallam Jefferson Community Action Council for services provided for funding from the 1990 Non-Departmental budget were approved by motion of commissioner B. G. Brown, seconded by Commissioner Dennison. The motion carried by a unanimous vote. BUSINESS FR.OM COUNTY DEPARTMENTS PUBLIC WORKS Ed Markusen. Librazy District Board of Trustees re: Purchase of County Property Adjacent to County Librazy Facility: Ed Markusen, member of LiÞrary District Board of Trustees, reported to the Board that the Library District Board of Trustees would like to purchase the property adjacent to the County Library building. The Library District Boa~d is planning expansion of the Library building and parking area. Public Works Director, Gary Rowe, reported that the property where. the County Library is located was purchased by the county for a gravel pit, and the Library p'l,1rchased just what they needed originally. There isn't much useable gravel material left on this site. Mr. Markusen stated that the Library District would be interested in buying whatever portion of the property is available. After discussion of the need for this site, Gary Rowe reported that it is in an inactive status right now. The County needs to know exactly how much property the Library District anticipates it will need for their future plans. Mr. Markusen stated that the optimum amount of parking is the main concern. There is also discussion of building expansion. He added that the Library District will provide more specific information to the County on their needs ~or additional property. Safety Coordinator re: Claim Review IC-01-90 Linda Lee Gately: Bob Henderson reported that on February 2, 1990 Linda Gately, who is present, was driving through a County ditching operation on Irondale Road. She reported to a County Shop employee that when a county truck passed her car something fell off the truck and broke her windshield. After reviewing this claim and interviewing the employees involved, the Public Works Department recommends that the claim be approved for the low bid on replacing the windshield of $302.39. commissioner B. G. Brown moved to approve payment of the claim submitted by Linda Gately as recommended by the PUblic Works Department and Prosecuting Attorney. Commissioner Dennison seconded the motion which carried by a unanimous vote. FACILITIES MANAGEMENT Bid Award re: Jefferson County corrections Center: Mechanical Heating and Air Control I~rovements: (See alsO Bid opening on February 5, 1990) Architectural Project Coordinator, Frank Gifford, recommends, after reviewing the bids, that the bid be awarded to Leonard/Hillman, Ihc. of Bremerton for their low bid of $37,104.76 for the improvements to the mechanical heating and air condi tioning system at the Jefferson County Corrections Center. The bids received were also reviewed by Puget Power. puget Power will pay $27,458.00 of this total cost and the county will pay the balance. Commissioner B. G. Brown moved to award the bid to Leonard/Hillman, Inc. as recommended. Commissioner Dennison seconded the motion. The motion carried by a unanimous vote. PLAHNING AND BUILDING Final L9ng Plat Approval: L1JdloW Point Village Division 11: Port Ludlow, adjacent to Paradise Bay Road: PoPe Resources: planning and Building, Department Director, David Goldsmith, reviewed the 40 lot Ludlow Point Village Subdivision for the Board. These lots are for single family homes. There is an agreement with the State Department of Fisheries regarding the removal of vegetation along the shoreline of this plat. All of the conditions of preliminary plat approval have been met, David Goldsmith added. All the improvements to the property have been completed except for paving of the roads, the sewage system and drainage system. There is a letter of credi t approved for the funds to complete these items. The lots in this plat can be sold into escrow after preliminary plat approval and the title can be transferred after final plat approval is received. David cunningham, Pope Resources, reported that the subdivision will be completed in six months. commissioner B. G. Brown moved to issue final plat approval for Ludlow Point village Division #1. Commissioner bennison seconded the motion which carried by a unanimous vote. David Cunningham added that this is the first time the State Department of Fisheries has entered into an agreement for controlling the removal of vegetation on a plat. No one knows, right now, how this agreement will work. There are a large number of covenants on the lots in this plat. Mr . Cunningham reported that this is a unique si tuation in the state and commended the Planning Department staff for their part in the development of this agreement. state Environmental Policy Act Review and Adoption of Existing Environmental DOcument (HDNS issued to Qavid & Jeanette Lord SSDP89-009): SSDP90-001 Placem~nt of a Mooring Buoy in Skow Bay of Kilisut Harbor: W~e Chimenti f Applicant: Associate Planner, Jim Pearson, reported that this proposal is for a mooring buoy in Skow Bay and a similar proposal has been issued a mitigated determination of non-significance in the same area. The State Environmental Policy Act regulations allow that if a similar proposal has been reviewed and issued a MDNS then that document can be adopted for another proposal in the same area. Brown moved to adopt the existing mitigated determination of non-significance issued to David and Jeanette Lord on May 22, 1989 with all of the mitigative measures to be applied to SSDP90-001 as presented for Wayne Chimenti. commissioner Dennison seconded the motion. The motion carried by a unanimous vote. commissioner Dennison asked how the cumulative impacts from several projects in an area are taken into consideration if this type of review is adopted? Jim Pearson reported that the Shoreline Master Program has performance standards which govern the placement of mooring buoys. These regulations, in effect, limit the number of mooring buoys that can be placed in a specific area. The cumulative impact issue should be given some consideration, which Jim Pearson advised he would keep in mind in reviewing future applications of this sort. The Chairman called for a vote on the motion. The motion carried by a unanimous vote. state Environmental Policy Act Review ¡¡p¡d Adoption of Existing Environmental Document CHD1{S issued to de Beauchamp. et aI, SSDP89-013): SSDP90-0Q2 Placement of a Mooring Buoy in J(ystezy Bay :tor Pri vate Recreation- al Use: Neil Bergst~om, Applicant: This project, Jim Pearson reported, is for the placement of a recreational mooring buoy in Mystery Bay which is similar, and in the same location, as the de Beauchamp permit which was issued a mitigated determination of non-significance. Jim Pearson reviewed the location of the Bergstrom mooring buoy for the Board. Commissioner Dennison moved to adopt the existing mitigated determination of non-significance issued for the de Beauchamp, et al permit for this project proposed by Neil Bergstrom. Commissioner B. G. Brown seconded the motion. The motion carried by a unanimous vote. state EnvirolU!Jental Policy Act Review and Adoption of Existing Environmental Document (HDNS issued to Colen Vorwerk SSDP89-018): SSDP90-001 Shoreline Permit ExeçtipD: complete Construction of Pier. Float and R~p for Private Boat Moorage at Lot 13 f' Division I , Bridgeh~ven: E. Sayre ÐQyd, Applicant: E. Sayre Boyd is requesting to complete the construction of a pier, float and ramp for a private boat moorage at Bridgehaven, Jim Pearson reported. On October 23, 1989 a mitigated determination of non-significance was issued to Glen Vorwerk for a similar project in the same area. There will be no bulkhead or backfill in Mr. Boyd's project, so only the sections of the MONS that deal with the pier, ramp, and float will be adopted. Commissioner B. G. Brown moved to adopt the mitigated determination of non- significance as issued to Colen Vorwerk except for those mitigative measures that deal with the bulkhead and backfill. Commissioner Dennison seconded the motion which carried by a unanimous vote. HEALTH DEPARTMENT CONTRACT re:Professional Services: clallam county Health Depart- ment: Commissioner B. G. Brown moved to approve the professional services contract with Clallam County for Health Department N~rsing and Environmental Health Specialist services for West End residents. Commissioner Dennison seconded the motion. The motion carried by a unanimous vote. CONTRACT re: Professional Services for Health Department: Sheila. Bunt, PHP: Commissioner B. G. Brown moved to approve the professional services contract with Sheila Hunt, to be the Coordinator of the Health Department's Senior Screening program. Commissioner Dennison seconded the motion which carried by a unanimous vote. Ellis $300.00; Paul Anderson $100.00; Wayne Julian $50.00 commissioner Dennison seconded the motion which carried by a unanimous vote. Appointments to the Deve¡'o.pm~ntal Disabilities Advisozy Board: Commissioner B. G. Brown moved to appoint Ed Sasser and George Randolph to each serve a three year term on the Developmental Disabilities Advisory Board. Commissioner Dennison seconded the motion. The motion carried by a unanimous vote. Their terms will expire February 19, 1993. Request for p~ent of First Ç>uarter Allocation: Jeff~rson County Historical Society: Commissioner B. G. Brown moved to approve payment of the first quarter allocation of HoteljMotel Tax Funds to the Jefferson county Historical Society. commissioner Dennison seconded the motion which carried by a unanimous vote. John Heal. Bionomics. Inc. re: Sepqt.ge Lagoon at Landfill: John Heal, introduced himself, Pete Bonyun, Steve Habersetzer and David Neal of Bionomics, Inc. He stated that Bionomics, Inc. has been looking at the septage lagoon at the landfill. Solar Aquatics is a type of technology that could possibly be used to process the waste in the septage lagoon at the Landfill and reclaim the area as a wetland. Bionomics would like the County to apply for a grant to fund a feasibility study to see if this process is a potential option for reclama- tion of this land. The handling of future septage may be looked at in this study also. Commissioner Dennison stated that the County is involved with the City's secondary sewage treatment plant, but has never felt that this would be a final solution to septage disposal problems. Commissioner B. G. Brown stated that the City's treatment plant is expected to take the County's septage for a certain period of time before they will require the full capacity of the treatment plant. The county will have to look for another alternative to deal with the septage when that time comes. If the City of Port Townsend is not able to take the septage at all the county will have to look for an alternative immediately. Pete Bonyun noted that a feasibility study would be appropriate at this time since the septage disposal in the future is. uncertain. If the feasibility study indicated that the Solar Aquatics would be an option, then it would take at least five years before the State would approve of this type of system. commissioner B. G. Brown stated that getting State approval for an alternative way of dealing with septage will be tough. The technical guidelines for new alternative system would have to be written by the State Department of Social and Heal Services, Steve Habersetzer stated. This process moves nutrients into a form that can be used in the environment and purifies the water to a standard equivalent to tertiary treatment. This process is an aquatic ecosystem. Pete Bonyun reported that there are three Solar Aquatic operating facilities .in place in Vermont, Massachusetts, and Rhode Island. John Heal, added that it is easy in this process to increase the amount of septage that is treated. There is very little if any sludge left at the end of this process. Commissioner B. G. Brown reported that in the plan with the City, the county would have to treat the sludge created at the City's secondary treatment plant. Gary Rowe stated that he doesn't know what the matching ratio is for centennial Clean Water Fund grants. John Heal reported that these grant funds require a 25% County match. The County would be administering the grant so that staff time could be used for the match.
