BID OPENING: For 1990 crushing and stockpiling: Tom Morello,
Public Works Chief Inspector, opened and read the bids received for crushing
and stookpiling of gravel in 1990 as follows:

commissioner B. G. Brown moved to have the Public Works Department review the
bids for accuracy and make a recommendation for bid award that is to the best
advantage of the County. Commissioner Dennison seconded the motion which
carried by a u~animous vote.
Vacation of a Portion of Atlantic Avenue, Pacific Avenue and all
Lot Lines in Blocks 7 and 8~ Cove Addition: Eileen Simon, Administrative
Secretary, reported that Michael Carr the petitioner has met all of the
conditions for this vacation. commissioner B. G. Brown moved to approve
Resolution No. 29-90 ordering the vacation of a portion of Atlantic and
Pacitic Avenues and lot lines in Block 7 and 8 in the Cove Addition as
pr~s(janted. Commissioner Dennison seconded the motion which carried by a
unarti-øous vote.
Vacation of 'A Portion of 12th street. Broadway Avenuesf and A
certain Alley: Plat of Junction city: George Cooper. Petitioner: This
vacation was approved with the condition that Mr. Cooper provide a Deed to
the county for additional right-of-way along Discovery Bay cemetery Road.
Mr. 'Cooper has provided this Deed and met all the other conditions for the
vacation. commissioner B. G. Brown moved to approve Resolution No. 30-90
ordering the vacation of a portion of the 12th Street and Broadway Avenue
right-of-way: an '°ß..lley: and lot lines in the plat of Junction City as
requested by Mr. Cooper. Commissioner Dennison seconded the motion which
carried by a unanimous vote.

Recommendation for Bid Award: Furnishing Liqµid Asphalt Products
for 1990: Tom Morello read the recommendation from County Engineer, Bob
Nesbitt, to award the contract for furnishing liquid asphalt to u.s. Oil and
Refinishing of Tacoma for their low bid of $224,900.00. Commissioner B. G.
Brown moved to award the bid as recommended. Commissioner Dennison seconded
the motion which carried by a unanimous vote.
Call for Bids: one (1) Side-mounted :Qydraulic Flail Mower: Earl
Wells, Public Works Operations Manager, reported that this mower could be
used for a ditch digger and can have a broom mounted on it in addition to
its' mowing capabilities. He added that by being able to use this mower for
brush and grass it will be utilized all year. Commissioner B. G. Brown moved
to approve the call for bids and set the bid opening for March 19, 1990 at
10:30 a.m. Commissioner Dennison seconded the motion. The motion carried
by a unanimous vote.
PLANNING AND BUILDING
Setback Variance Request: 18 Foot Variance to Erect a Canopy OVer
the Gasoline Pump Island: Four Corners Store: Jack & Pat Sutherland: Jack
and Pat Sutherland were present when Associate Planner, Jerry Smith, reviewed
their request for an 18 foot variance to allow the placement of a canopy over
the gasoline pump island at the Four Corners Store. The standard setback for
structures or accessories to a structure on a commercial development is 35
feet from the right-of-way line. The Sutherland's are proposing to leave the
gasoline island at its' current location and to install the canopy over it.
Mr. Sutherland reported that he is putting in new equipment and the canopy
will keep the customers out of the-rain, provide more lighting for the gas
pumps and provide visible proof of the new equipment that has been in-
stalled. Mr. Sutherland added that the canopy will be fifteen feet tall.
The pump island sits between the two underground gas tanks, commissioner B.
G. Brown noted. The canopy will be built like the one that is at the Cenex
facility in Chimacum. The Public Works Department has reviewed the proposal
and did not feel that there would be a sight distance problem. Commissioner
B. G. Brown moved to approve the 18 foot setback variance as requested.
Commissioner Dennison seconded the motion which carried by a unanimous vote.
Final Short Subdivision 4pproval SP13-89: Egg & I Road: Nanqy' and
Hugh Steffey: Jerry smith reported that all of the requirements for a short
subdivision have been met on this three lot short plat (#SP13-89) located on
the Egg and I Road to be known as Canary Landing. Commissioner Dennison
moved to approve SP13-89. commissioner B. G. Brown seconded the motion which
carried by a unanimous vote.
Update on Subdivision Round Table: Planning and Building
Department Director David GOldsmith updated the Board on the second meeting
of the Subdivision Roundtable.

APPROVAL OF MINUTES: Commissioner B. G. Brown moved to approve the
minutes of January 16, 1990 as corrected and the Minutes of January 22, and
February 5, 1990 as read. Commissioner Dennison seconded the motion. The
motion carried by ~.unanimous vote.

AGREEMENT re: Lot Access Road Development and Establishment as
County Roads: Woodland Hills Area: Eagle ~e. Inc.: (See also Minutes of
February 26, 1990) Commissioner B. G. Brown moved to approve the agreement
with Eagle Eye, Inc. as presented. Commissioner Dennison seconded the motion
which carried by a unanimous vote.
AGREEMENT re: 1990 HotellMotel Tax Funds: South Jefferson Business
Association: Commissioner B. G. Brown moved to approve the agreement with
the South Jefferson Business Association for 1990 Hotel/Motel Tax Funds.
commissioner Dennison seconded the motion which carried by a unanimous vote.
Request for Maternity Leave: Renee M. Talley: Commissioner
Dennison moved to approve the request for maternity leave submitted for Renee
Talley. Commissioner B. G. Brown seconded the motion. The motion carried
by a unanimous vote.
Application for Assistance from the Soldiers and Sailors Relief
Fund: Commissioner B. G. Brown moved to approve the application for
assistance from the Soldiers' and Sailors' Relief Fund for Doyle D. Bare in
the amount of $225.00 as presented. Commissioner Dennison seconded the
motion. The motion carried by a unanimous vote.
lWpointment to the Tri Area community Center Board of Directors:
will Garris: commissioner B. G. Brown moved to appoint will Garris of 27
Discovery Road to the Tri Area Community Center Board of Directors for a two
year period. Commissioner Dennison seconded the motion which carried by a
unanimous vote. Mr. Garris' term will expire March 4, 1992.
Appointments of Jefferson County Members of the Peninsula Regional
services Network Adviso~ Board: Commissioner B. G. Brown moved to appoint
the following persons to the Regional Services Network Advisory Board for the
terms as noted: Joseph G. Ryan (two years), James Hermanson (two years),
Kathy Busic-Potocki (three years), Virginia White (three years) and Howard
Fosser (two years). Commissioner Dennison seconded the motion which carried
by a unanimous vote.
The Board recessed their meeting at 3:00 p.m. to meet in Executive
Session with Prosecuting Attorney John Raymond to discuss the Levine
litigation.
CO~CT 189-10-04, AMENDMENT 12 re: Group Supported Employment
Services: Bayshore Ente:r:prises: commissioner 'Dennison moved to approve
amendment two ( 2) between Bayshore Enterprises and the Human Services
Department as presented. Commissioner B. G. Brown seconded the motion which
carried by a unanimous vote.
CONTRACT IKC-042-90. Amendment No. 1 re: Regional Su'pport Network
for Mental Health Services: Peninsula Regional Support Network: Amendment
number one to contract #KC-042-90 with the Peninsula Regional support Network
administered by Kitsap County was approved by motion of Commissioner
Dennison, seconded by Commissioner B. G. Brown for the Mental Health Regional
support Network.
Ella Sandvig re: Personnel Issues: Ella Sandvig came before the
Board to discuss the following personnel issues in the Human Services
Department:
* There is a move across the state to improve the salaries of
Mental Health workers and a need to upgrade the salaries for
these position in Jefferson county.
* Need to upgrade the salaries of the Alcoholism Counselors.
* Possible removal of Mental Health Department professionals
from the County salary system or the need to re-classify all

of these professional positions in the Human Services Depart-
ment.
* 700 new Mental Health positions will be added in the state of
Washington due to the regionalization of mental health
services.
The Board advised that all of the employees in the Human Services Department
are covered by the Employees Gui~d contract and therefore the issue of the
professional positions in the Human services department pulling out of the
salary system must be negotiated.
