at the appointed time in the presence of Commissioner B. G. Brown
and Commissioner Larry W. Dennison.

Revisinq A county Road proieot Designated as TSØS93: Tri
Area TransDortation StudY: Public Works planning & Programs
Manager, Carter Breskin, reported that this resolution appropriates
$50,000 to the Tri Area Transportation and Circulation study. The
draft scope of work for this study will be reviewed by the Board at
a later time. Gary Rowe reported that there may be some changes to
the draft scope of work due to the Growth strategies bill recently
passed by the State Legislature.
commissioner B.G. Brown moved to approve Resolution No. 42-90
revising county road project designated as TS0893 as presented.
Chairman Brown seconded the motion (in the temporary absence of
Commissioner Dennison). The motion carried by a unanimous vote.
AGREEMENT. Interaovernmental Coo~erative purchasing:
Kower: pierce county: county Engineer Bob Nesbitt reported that
pierce County is requesting permission to purchase a mower from the
bid approved by Jefferson County earlier this year. Commissioner
B. G. Brown moved to approve the intergovernmental cooperative
purchasing agreement with pierce county as presented. commissioner
Dennison seconded the motion which carried by a unanimous vote.

FACILITIES MANAGEMENT
Bob Bates. Jefferson County Fair Board reI Metal
Buildinas from Airoort: Frank Gifford was present when Bob Bates
presented an agreement for the Fair Board to take down and move the
two buildings purchased by the County from the Port, and re-
assemble them at the Fairgrounds.
commissioner B.G. Brown moved to approve the agreement with the
Jefferson County Fair Board to disassemble the two metal buildings
at the airport and re-assemble them at the Fairground.
Commissioner Dennison seconded the motion. The motion carried by
a unanimous vote.
Farmers Home Administration Loan Extension: Port Townsend
Community Center: The original loan from the Farmer Home
Administration for the Port Townsend Community Center renovation
project did not allow for a contingency fund, Frank Gifford,
Architectural Project Coordinator reported. This loan extension
would provide such a fund. The city of Port Townsend has indicated
that they will provide some additional funding for the project. At
the end of the project, the costs will be approximately $155,000
over the contract amount. Most of this amount is due to utility
items that were contracted for but had not been anticipated in the
original contract. There is no obligation to use these loan funds
if they are not needed.
Commissioner Dennison moved to approve the request for a loan
extension to the Farmer Home Administration for the Port Townsend
Community Center renovation project as present. Commissioner B.G.
Brown seconded the motion which carried by a unanimous vote.
Bid Award: Janitorial Services: Multi-services Buildina
and Administrative Offices of the County correction center: Frank
Gifford recommended that the Board accept the bid from Shell's
House Cleaning of Chimacum for the janitorial services at the
Multi-services Building and the administrative offices at the
Corrections Center for $1,250.48 per month. Commissioner B.G.
Brown moved to award the bid to Shell's House Cleaning as
recommended. Commissioner Dennison seconded the motion which
carried by a unanimous vote.
Bid Award: xi tchen Eauigment for the Port Townsend
Community Center: Frank Gifford reported that the recommendation
is that the Andgar Corporation of Lynden, Wa. be awarded the bid
for kitchen equipment for the Port Townsend Community Center for
their bid total of $42,477.51. The original low bidder did not bid
the line items as specified and when they did bid on items of
comparable quality, their bid was higher, Frank Gifford explained.
Commissioner B.G. Brown moved to award the bid as recommended to
Andgar Corporation of Lynden. Commissioner Dennison seconded the
motion. The motion carried by a unanimous vote.
Call for Bids: Records Manaaement storage Buildinq:
Commissioner B.G. Brown moved to approve the call for bids and set
the bid opening for the construction of a Records Management
storage building for May 21, 1990 at 11: 00 a.m. Commissioner
Dennison seconded the motion which carried by a unanimous vote.

PLANNING DEPARTMENT
Hearina Notice reI Petitions to Vacate: 1) Lot Lines in
Port Ludlow No. #2 and #3. and 2) All Lot Lines in Sealev' s
Addition to Fowlers Park: William Cush and Bob Rickard.
Petitioners: Jerry Smith, Assistant Planner, reported that two
requests to vacate lot lines has been received. One request is in
Port Ludlow and will vacate a lot line to make one lot. The other
request is for all of the lot lines in Fowlers Park Addition.
commissioner B.G. Brown moved to set the two public hearings for
these lot line vacation requests for May 14, 1990 at 2: 00 p.m.
Commissioner Dennison seconded the motion which carried by a
unanimous vote. .
state Environmental Policy Act Review: Construct a 4.000
Sauare Foot Commercial Rental Buildinq: Hiqhway 20 and Seton Road.
Glen Cove: Warren Erickson: Associate Planner, Jerry Smith,
reviewed the environmental checklist and site plan for this 4,000
square foot commercial rental building proposed to be constructed
in the Glen Cove Industrial Park.
commissioner B. G. Brown moved to issue a determination of non-
significance and lead agency status on the project as presented.
Commissioner Dennison seconded the motion which carried by a
unanimous vote.
HUMAN SERVICES DEPARTMENT
CONTRACT #90-10-03. Amendment reI Jefferson county Human
Services West End Outreach: Forks community Hosoital: commissioner
Dennison moved to approve the contract with the Forks community
Hospi tal to provide West End Outreach Services for the Human
Services Department. Commissioner B.G. Brown seconded the motion
which carried by a unanimous vote.

Ado-ptina of a Jefferson County Alcohol and Druq Free
work-place Policy: Public Works Director, Gary Rowe; District Court
Judge Tom Majhan¡ Sheriff Mel Mefford; Prosecuting Attorney John
Raymond; Director of the Community Alcohol and Drug Abuse Center,
Chester Prudhomme; Juvenile and Family Court Services Director,
Lois Smith; Assessor Jack Westerman; Clerk Marianne Walters and
Auditor Mary Gaboury were all present to discuss the adoption of a
Alcohol and Drug Free Workplace Policy for county employees.
After a draft policy was distributed to all present, Chairman
George Brown asked for comments.
Jack Westerman asked if the County is trying to meet the federal
requirements by May 1, 19901 He noted that a drug awareness
program is part of the federal requirements and that he didn't see
such a program in this policy. commissioner B.G. Brown responded
that before an attempt was made to spell out procedures (which will
include a drug awareness program) the Board would like to have a
committee draft policies. This Committee could be composed of
representatives from the Human Services Department, the Board, the
Elected and/or Appointed Officials and possibly the Unions and the
Guild. Commissioner B.G. Brown added that it is the Board's
determination that this draft policy does meet the federal
guidelines.
The discussion then turned to the draft policy.

suggested, discussed and made to this draft. The Board agreed that
the new draft would be distributed to all County departments. The
Board will not take action to adopt it before the end of the week.
Thursday April 26. 1990: Commissioner B.G. Brown noted that the
changes discussed in the Monday meeting were made in this document
and he then moved to approve and sign Resolution No. 43-90
establishing a Jefferson County Alcohol and Drug Free Workplace
Policy and Procedure. Commissioner Dennison seconded the motion
which carried by a unanimous vote.
Request for Second Quarter Allocation of Hotel/Motel Tax
Funds: Jefferson county Historical society: commissioner B.G.
Brown moved to approve the request from the Jefferson County
Historical Society for their second quarter 1990 allocation as
budgeted. Commissioner Dennison seconded the motion which carried
by a unanimous vote.
Proclamation: øvictim Rights WeekØ April 22 throuah A'Ç)ril
28. 1990: Commissioner B.G. Brown moved Proclaim the week of April
22 through 28, 1990 as victim Rights Week in Jefferson county.
Commissioner Dennison seconded the motion which carried by a
unanimous vote.
The Board met in Executive Session with Audi tor Mary
Gaboury to discuss a personnel matter.
ApDlications for Assistance from the Soldiers' and
Sailors' Relief Fund: Commissioner Dennison moved to approve the
applications for assistance from the Soldiers' and Sailors' Relief
Fund submitted by Am Vets Post #6 for $240 for meeting space rental
and for Alfred Monroe for $250.00 for food and transportation to
the VA Hospital. Commissioner B.G. Brown seconded the motion which
carried by a unanimous vote.
The meeting was recessed at the end of the business day
on Monday and reconvened on Thursday April 26, 1990 with all Board
members present for the following business:

Sailors' Relief Fund: Commissioner B. G. Brown moved to approve the
following applications for assistance from the Soldiers' and
Sailors' Relief Fund: Lester T. Miles $50.00 and Thomas M. Forest
$477.60. Commissioner Dennison seconded the motion which carried
by a unanimous vote.
