G. Brown in the presence of Commissioner Larry W. Dennison and Commissioner George C. Brown. CONTRACT re: #3820-72670 Screening of Persons with Mental Illness to Determine Their Need for ACT Treatment: 3efferson County Human Services: Washington. State Department of Social and. Health Services: Commissioner Dennison moved to approve the contract with the State Department of Social and Health Services as submitted for the Human Services Department to screen persons with mental illness to determine their need for ACT treatment. Commissioner George Brown seconded the motion which carried by a unanimous vote. Washington State Association of Counties re: Washington State Centennial Commemorative Stamp Issuance and Follow-up Ceremonies: Commis- sioner Dennison reported that he has discussed this with the Postmaster and the Postal Service would like space in the Courthouse for a postal employee to be able to cancel the Washington State Commemorative stamps on February 23, 1989. Commissioner Dennison moved to direct Carter Breskin, Facilities Management to work with the Centennial Commission and the Postmaster to provide space for this acti vi ty. . Commissioner George Brown seconded the motion which carried by a unanimous vote. Washington Counties Risk Pool re: 30int Self-Insurance Policy Endorsement Acceptance: Commissioner Dennison moved to author ize the Chairman sign the acceptance of the Joint Self-Insurance Policy endorsement regarding changes made to the original policy, effective December 1, 1988. Commissioner George Brown seconded the motion which carried by a unanimous vote. BUSINESS FROM COUNTY DEPARTMENTS: PUBLIC WORKS Establishing a Name for a Private Road: Bavview Drive: Public Works Director, Gary Rowe, explained that a ~etition was received from Alain DeChantal to establish a private road name of Bayview Drive located on the east side of Cape George Road at mile post 6.95. There is a Bayview Street .t'. 15 r'I,.~ OD o 1 Commissioners' Meeting Minutes: Week of January 3, 1989 Page: 2 in the Glen Cove area and a Bayview Lane in Discovery Bay Heights as well as a County Road named South Bayview Drive in the Oak Bay area. Mr. DeChantal advised that this name has been given to a road in his private development and has been used in legal documents, Gary Rowe reported. These roads are all in the same postal area, even though they are in different fire districts, and this could cause problems. Commissioner Dennison moved to deny establishing the proposed private road name because it could cause problems for emergency service providers. Commissioner George Brown seconded the motion. The motion carried by a unanimous vote. Memorand.um from Gary Rowe, Public Works Director re: 1989 Fuel Bid: Chairman B. G. Brown read the Memo from Gary Rowe regarding purchasing fuel in 1989 on State contract. Administratively, the Public Works Department feels this is a better alternative for the County, Gary Rowe repoZ.'ted, because there would be less work in preparing bids and tracking costs throughout the year. Commissioner George Brown stated that some local suppliers are not eligible to bid for the State contract. Gary Rowe reported that the State contract will be re-bid in March of 1989, and explained the process that the State uses in awarding the fuel bid. After discussion of the alternatives and the costs of each method, Commis- sioner George Brown moved to purchase fuel from the State contract in 1989. Commissioner Dennison seconded the motion which carried by a unanimous vote. PLANNING State Environmental Policy Act Review: Redesignation Request: Residential to Commercial, Chimacum Road: Tony Bodenheimer, et al Applicant: Senior Planner Rachel Nathanson explained that this redesignation request was submitted by Tony Bodenheimer, Rudy Randall and Steve Schmidt. The three property owners are asking for a redesignation of their property along Chimacum Road from residential to commercial. There have been two other redesignation approved in this same general area. 'Mr. Bodenheimer owns Northwest Landscaping, Mr. Randall owns the mini storage and Mr. Schmidt owns the Port Townsend Dairy distributing company located in this area. The Planning Department recommends that this request be remanded to the Planning Commission for their review. Commissioner George Brown moved to refer this request to the Planning Commission. Commissioner Dennison seconded the motion which carried by a unanimous vote. State Environmental Policy Act Review: Development of Commer- cial/Industrial Park: Anderson Lake Road: Tom Graves, et al Applicant: This application was submitted by Tom Graves, Mike Graves and Steve Gratzer, Rachel Nathanson reported. Their property is on the southwest corner of Anderson Lake Road and Rhody Drive. They want to develop an industrial park on this site. The Planning Department recommends that this issue be remanded to the Planning Commission to see if it meets the conditions the Tri Area Community Development Plan. Commissioner Dennison moved to refer this application to the Planning Commission for review. Commissioner George Brown seconded the motion. The motion carried by a unanimous vote. State Environmental Policy Act Review: Floating Shellfish Culture Project: Port Townsend Bay Off Indian Island.: Neptune OYster Farm: Assistant Planner Jim Pearson explained that this proposal is to install a floating shellfish cultivation project in Port Townsend Bay. The site is located between Crane Point and the Portage Canal Bridge, about 500 feet offshore of Indian Island. Chris Reuelle representing Neptune Oyster Farms, was present. .'t'l 15" h'<:~ on 2 ~ Commissioners' Meeting Minutes: Week of January 3, 1989 Page: 3 Two plastic salmon net pens will be used for the shellfish cultivation. The site would be served by a small boat. In addition to the Shoreline Permit this project will need a' hydraulic permit from the State Department of Fisheries: a DNR aquatic lands lease; an Army Corps of Engineers permit and a Coast Guard Navigation permit. Jim Pearson then reviewed the environmental checklist. Aquaculture is a primary use in this area as designated by the Shoreline Management Master Program. A Shoreline Permit issued for this purpose on this site in the past (SSDP #14-77). The site is adjacent to the tug and barge route through Portage Canal into Port Townsend Bay and the Tugboat Association will be asked to comment on this proposal. Jim Pearson further explained that the County's aquaculture moratorium is only on salmon net pens, not on shellfish. This permit, if issued, would be used only for shellfish cultivation and if the use of the net pen changed it would require a new permit. One mitigative measure is suggested that would require that Coast Guard approved navigation- al aids be installed. Jim Pearson added that since this is a primary use of the shoreline the Shoreline Commission is not required to review this project. Commissioner Dennison moved to issue a mitigated determination of non- significance and lead agency status. Commissioner George Brown seconded the motion which carried by a unanimous vote. State Environmental Policy Act Review: Intertidal Shellfish Racks: Killapie Beach on Suquamish Harbor of Hood Canal: Sea Garden, Applicant: This proposed project, Jim Pearson explained, is to install 800 (3 foot by 10 foot) shellfish cultivation racks on the tidelands of Killapie Beach. Jan Shriner has the same type of project in an area adjacent to this site. The racks would be constructed of steel rebar or PVC pipe and be placed on the tidelands. The project would be done in two phases with phase 1 being 400 racks placed by December 1989 and another 400 racks in Phase 2 to be placed by December 1990. Jim Pearson then reviewed the environmental checklist for this project. The shoreline program designation for this area is Conservancy and Aquatic. The project proponents explained that the racks will project one foot above the tidelands. Jim Pearson advised that there are no residences with a view of these tidelands and that there is a building moratorium on the upland property in this area. One mitigative measure will require that the structure be marked for navigation as required by the U.S. Coast Guard. Commissioner George Brown asked about how high winds will affect this project. Mr. Radovich stated that the only problem caused by storms is from debris that is blown into the area. Commissioner George Brown moved to issue a mitigated determination of non- significance and lead agency status. Commissioner Dennison seconded the motion which carried by a unanimous vote. Jim Pearson added that since this isa primary use of the shoreline the Shoreline Commission is not required to review this project. Jim Pearson will bring the comments ~eceived on this project and the Neptune" Oyster Farm project before the Board for their consideration. State Environmental Policy Act Review: Proposed Revisions to the Flood Plain Management Ordinance: (See also Minutes of December 27, 1988) Jim Pearson stated that he checked with the State Department of Ecology and the new Coastal High Hazard Section meets the State qualifications as proposed. There . are areas in Quilcene as well as in Port Townsend and Brinnon that would be affected by this section. He then reviewed the environmental checklist for the Board. A public hearing has to be held by the County before these changes can be adopted and they must be adopted before April 1989. .'- 15 ~':~~i 00 3 . . ~ ,. Commissioner Dennison moved to set the hearing for the proposed changes to the Flood plain Management Ordinance for February 6, 1989 at 2:00 p.m.. Commissioner George Brown seconded the motion. The motion carried by a unanimous vote. * * * REORGANIZATIOll OF THE BOARD: Commissioner Dennison nominated Commissioner George Brown to serve as Chairman of the Board for 1989. Chairman B. G. Brown seconded the motion. The Chairman called for a vote on the motion. The vote was unanimous to appoint Commissioner George Brown as chairman of the Board of County Commissioners effective January 9, 1989. APPROVAL OF MINUTES: Commissioner George Brown moved to approve the minutes of December 27, 1988 as read. Commissioner Dennison seconded the motion which carried by a unanimous vote.
