The meeting was called to order by Chairman George Brown in the
presence of Commissioner B . G.. Bt'own and Commissioner Lart'y W . Dennison .
Rick Tollefson"re: Letter of Support for Technical Assistance
Grant from the . National "Park Service: Proposed Trail on Railroad Right-of-
Way: Rick Tollefson came before the Board to ask for a letter of support
for a technical assistance grant being sought from the National Park
Service for a proposed trail on railroad right-of-way in Clallam and
Jefferson counties. This is not a financial grant, but one for technical
assistance for development of rivers and trails. The Peninsula Trails
Coalition was established to promote trails on the peninsula, Mr. Tollefson
reported. This grant would help with a feasibility study for determining
if a trail on the railroad right-of-way is possible.
In the last year the Peninsula Trails Coalition, a citizens organization,
was established in Clallam and Jefferson counties to further trail con-
cepts. This group has discovered that funding is not available for a
project that does not have strong citizen support as well as the support of
a government agency. Clallam County is supportive of this proposal.
Resistance to the idea was expressed by adj~centproperty owners, but after
the proposal was explained to these pt'operty owners, many of them came to
see that it would be a good idea.
Chairman George Brown stated that Jefferson County has more parks than any
County in the State, and maybe in the nation. The taxable property in the
County accounts for less than 17% of the total property. He doesn't know
how much ~orepark we need. In response to Chairman George Brown's concern
for the people who have purchased the railroad right-of-way across their
property, Rick Tollefson noted that one proposal would be to purchase an
access easement from these property owners.
Commissioner Dennison clarified that Mr. Tollefson is asking fora letter
of support from the Board for a technical assistance grant from the
National Park Service, and he feels it would be in the County's interest to
do this. Commissioner Dennison moved that the Board write a letter of
support for an application for a technical assistance grant as requested by
Mr. Tollefson. Commissioner B. G. Brown seconded the motion which carried
by a unanimous vote.

Hermanson and Rusty North were each appointed to serve a three year term on

the Mental Health Advisory Board by motion of Commissioner Dennison,
seconded by Commissioner B. G. Brown. The motion carried by a unanimous

Commissioner B. G. Brown moved to have the Public Works Department review
the bid for accuracy and make a recommendation for bid aVlard. Commissioner
Dennison seconded the motion which carried by a unanimous vote.
License to Use County Road Riaht-df-way: Hiller Drive, Hiller's
Waterfront Tracts: John Dugan, Applicant: Mrs. Seidel, her Attorney, Mr.
Jackson, and Deanna Dugan were present for the discussion of this license.
The specific dimensions and area for Mr. Dugan's license have not been
determined yet, Gary Rowe reported..
Mrs. Seidel was given a license to use 65 feet of right-of-way from the
apex of the triangle created by Hiller Drive and Oak Bay Road, in a
northerly direction. This would line up approximately to the middle of lot
15 in this area. A licensed survey was not done in this area. Mr. Dugan
has requested to use a portion of this same right-of-way.
Mr. Jackson, representing Mrs. Seidel, stated that it is unfortunate that
these neighbors do. not get along. Mrs. Seidel already enjoys a license for
65 feet of this right-of-way. The location of her carport makes it
necessary for her to back out of her carport onto Hiller Drive and back
into the area of right-of-way she has a license for to get out of her
driveway safely. She has no objection to Mr. Dugan having a license for
the balance of the right-of-way, but Mr. 3ackson stated that Mrs. Seidel
would like to be able to continue to use the area currently licensed to
her.
Deanna Dugan stated that she applied for a li.cense two years ago and she
was never given an answer on it. Mrs. Seidel was given a license without
her knowledge. Ms. Dugan asked that the licensed area be divided in a more
equitable manner.
Gary Rowe stated that the whole int~rsectiori at this point is unsafe, but
the traffic is light in the area, and that is why nothing has been done to
it yet. Deanna Dugan stated that in the summer the traffic does increase
because of the use of Oak Bay Park.
The triangular shaped portion of right-of-way, Gary Rowe added, includes an
angular parking area across from Mrs. Seidel's carport. There was a
woodshed (formerly used for chickens) and a vegetable garden (about 10 feet
wide) with a log on the edge of it that was probably the limit of Mrs.
Seidel's use. Ms. Dugan had a woodpile beyond the log. The sixty five
foot marker, when it was placed, went beyond the woodpile. Where the log
is, Mrs. Seidel noted, would make the measurement 62 feet from the apex of
the triangle. Contmissioner Dennison suggested that the licenses be set up
so that each party has access to the property that they need to use.
Commissioner Dennison moved to have the Board make a site inspection with
the Public Works Department, and the. two parties present, to come to an
agreement on how this right-of-way should be divided. Commissioner B. G.
Brown seconded the motion which carried by a unanimous vote.

Intent to Vacate County Road Right-of- Way; Garden Club Road:
This intent to vacate is for a portion of Garden club Road that was
abandoned when the road was rebuilt several years ago, Gary Rowe reported.
An agreement was made with Carlton Pattison and his wife to trade a portion
of the abandoned right-of-way after the alignment was done, but the
vacation and trade was never finished. Commissioner B. G. Brown moved to
approve Resolution No. 1=!! setting the public hearing for the intent to
vacate a portion of right-of-way for January 23, 1989 at 10:30 a.m.
Commissioner Dennison seconded the motion which carried by a unanimous
vote.
Goddard Application to Vacate a Portion of Elizabeth Street and
Certain Alleys: Eisenbeis Bavview Addition: Action was tabled, Gary Rowe
reported, on this application to vacate a portion of Elizabeth Street
submitted by Dale Goddard due to the need for a transportation plan in the
area. Mr. Goddard has a potential sale of Block 17 and 18. When the
Planning Commission reviewed the application they recommended that Eliza-
beth Street not be vacated. Mr. Goddard would like the alleys and a
portion of Elizabeth Street vacated on the south side of Frederick Street
and is asking that the Board bring this matter off the table for action.
The transportation study is planned to be completed by April, Gary Rowe
advised. Since there is no more information available until this trans-
portation study is done, the Board took no action on this request.
Appointments: Solid Naste Advisory Comaittee Members: Commis-
sioner Dennison moved to appoint Anne Sears to serve a two year term on the
Solid Waste Advisory Committee. Her term will expire January 10, 1991.
Commissioner B. G. Brown seconded the motion which carried by a unanimous
vote. Commissioner Dennison moved to accept Mayor Shirley's resignation
from the Solid Waste Advisory Committee and to appoint Karen Chang to serve
as the City Representative.
PLANNING
Amendment to Project: Intertidal Shellfish Racks: Killapie Beach
on Suc:ruamish Harbor of Hood Canal: Sea Garden, Applicant: Mitigated
Determination of Non-Significance Issued on 3anuary 3, 1989: Associate
Planner Jim Pearson submitted a memorandum advising that this proposal has
been amended to include Lot 10 of Killapie Beach and an additional 400
cultivation racks are planned for the site bringing the total to 1,200.
The Planning Department recommends that no change be made to the mitigated
determination of non-significance that was issued. A memo will be sent to
all interested parties advising them of this amendment to the proposal.
Commissioner Dennison moved to approve the amendment as submitted under the
original mitigated determination of non-significance. Commissioner B. G.
Brown seconded the motion which carried by a unanimous vote.
State Environmental Policy Act Review: Planned Commercial
DeveloPment: AirPOrt Cutoff Road: Dale and. William Leavitt: Senior
Planner, Rachel Nathanson reviewed the history of this project. This is a
continuation of the review of the planned commercial development proposed
by Dale and William Leavitt. This proposal was remanded to the Planning
Commission who found it consistent with the Comprehensive Plan contingent
on mitigating conditions. On April 25, 1988 a mitigated determination of
non-significance was issued. On June 14,1988 a revised proposal was
submitted by the Leavitt's. The major changes to the proposal were that
mitigative measures 1 through 7, 9, 10, 12, and 13 were incorporated in the
proposal. Measures 8, 14, and 15 were not addressed in the revised
proposal. A new mitigated determination of non-~ignificance was issued
after an agreement was developed (August 1988) between the project propo-
nent, their attorney, the Board, the Planning Department, and the Deputy
Prosecuting Attorney which included the three conditions that were not

proponent's Attorney was to review these three conditions but nothing was
heard from him until November 1988 when he stated that his clients were not
willing to agree to any mitigation on this project. The Prosecuting
Attorney sent a letter to the proponents attorney dated December 27, 1988,
which advised him that the Board would review the revised project and the
existing mitigated determination of non-significance.
Commissioner B. G. Brown moved to issue a revised mitigated determination
of non-significance with the three mitigative measures agreed to on August
8, 1988. Commissioner Dennison seconded the motion. Discussion ensued
regarding the revised projeot and the placement of mobile homes on the
site. The Planning Department will write a letter of clarification to the
Leavitt's explaining the subdivision ordinance regulations on placement of
mobile homes. One mobile home per lot of record would be permitted. Any
additional residences would have to meet the requirements of the sub-
division ordinance.
The Chairman called for a vote on the motion. The motion carried by a
unanimous vote.

Building Department Director David Goldsmith explained, is to provide
funding for development of a handbook on how to identify wetlands. This
contract is for total of $16,666 of which $10,000 will be p~ovided by the
State. Commissioner Dennison moved to approve the contract' with the State
Department of Ecology for the Coastal Zone Management Grant!. Commissioner
B. G. Brown seconded the motion which carried by a unanimous vote.

Department:: 3udy D'Amore asked the Board for a letter of support for the
Marine Science Center request to the State Parks Department! for funding.
The Marine Science Society, a non profit organization, has operated the
Marine Science Center exhibit on the dock at Fort Worden St~te Park in
exchange for the space they occupy. No admission fee has been charged to

the exhibit because of this lease arrangement. This arrang~ment makes it
hard to raise funds for administering their programs. '
A request was made to the State Parks Department for funding to carryon
the operation of this exhibit as well as some other programs planned in the
area schools. The request was cut out of the Parks prelimihary budget and
they are asking that it be reinstated. The marine science ~xhibit at the
park has had over 40,000 visitors per year and is run by vo~unt:eers. The
funds will be used for maintenance of this exhibit as well as for other
programs, Frank D' Amore explained. i

the Marine Science Society for their request for funding from the State
Parks Department. Commissioner Dennison seconded the motio~ which carried
by a unanimous vote. '
