MINUTES
WEEK: 01' MARCH 20, 1989
The meeting was called to order by Chairman George C. Brown in the
presence of Commissioner B. G. Brown and Commissioner Larry W. Dennison.

Reauest for Grant SUDDOrt and Partial l'undina' for a Water Quali t:v Technician
Position: Frank Petrich reported that the Conservation District is applying
to the Washington State Conservation Commission for grant funding to provide
a water quality field technician. The grant would require a cash match from
the County which was tentatively approved in the County's 1989 budget.
Commissioner B. G. Brown stated that the County approved $7,000 for the
Conservation District for 1989 and Mr. Petrich clarified that the funding
needed for this position is included in that figure. Mr. Petrich then
presented a scope of work for the Board's information. He added that this
scope of work is for two years, but a one year proposal is also being
presented in case the two year proposal is not approved for funding.
Commissioner Dennison stated that the work that this field technician does
should be coordinated with the County's water quality efforts and moved that
the Board send a letter of support to the State Conservation Commission for
this grant proposal. Commissioner B. G. Brown seconded the motion which
carried by a unanimous vote.
APPROVAL 01' M:IBUTES: The minutes of February 21, 1989 were
approved as read by motion of Commissioner B. G. Brown, seconded by
Commissioner Dennison. The motion carried by a unanimous vote.

AdoDtina Cost Allocation I'or I'iscal Year 1989: Commissioner
Dennison moved to approve Resolution No. 25-89 adopting the Cost Allocation
Plan for Fiscal Year 1989. Commissioner B. G. Brown seconded the motion
which carried by a unanimous vote.

COftRACT re: Purchase of Road, SWeeoer: Sahlbera EauiDBlent: County
Engineer Bob Nesbitt explained that this is the contract for the road sweeper
being purchased through the cooperative purchasing agreement with Franklin
County. Commissioner Dennison moved to approve the contract with Sahlberg
Equipment as presented for the road sweeper. Commissioner B. G. Brown
seconded the motion. The motion carried by a unanimous vote.
Reco_endation for Bid Award: Purchase of Tilt Trailer: Sahlbera
Eauiument and ADDroval of COftRACT: Chairman George Brown read the
recommendation from the County Engineer that the bid for the tilt trailer be
awarded to Sahlberg Equipment. Commissioner B. G. Brown moved to award the
bid as recommended and approve the contract for purchase of the tilt trailer
from Sahlberg Equipment. Commissioner Dennison seconded the motion which
carried by a unanimous vote.

COftRACT re: Personal Services #M11-84-10-09: Mental Health Counsel-
lor. Hwaan Services DeDart:Dlent: J'aaes M. Mathias. M.D.: Commissioner
Dennison moved to approve the personal services contract with Dr. James M.
Mathias to provide mental health counseling services for the Human Services
Department. Commissioner B. G. Brown seconded the motion which carried by
a unanimous vote.

Discussion of .AareeJaents for the ODeration of the Ouilcene and Tri
Area eo.auni ty Centers and Rental of the Drinnon Senior Center for 'the
ODeration of the Senior lfutrition Proaraa: Clallaa Jefferson Community Action
Council: Carter Breskin reviewed these contracts for the Board noting
changes that she suggests be made before the Board approves them. She wilL
discuss the suggested changes wi th Peter Simpson of CAC and have the
Prosecuting Attorney review and sign the contracts before bringing them back
to the Board for final approval.

TeleDhone Eauipment and cabinets: Vacated Jefferson Street: U. S. West
Communications: Carter Breskinreported that she has not seen the final
vacation papers for Jefferson Street yet and noted that this easement be
discussed after that information/is received.
Discussion of SDace and Records Manaaeaent: Ela.i:ne Arey organized
a meeting of representatives from each County department to discuss records
management in the future and the microfilming needs of the various offices.
It was a consensus of those in attendance at the meeting that the County
consider a central microfilming department. More information will be coming
on this issue in the future.
Discussion re: l'ut:ure Plannina for I'acili ties: Carter Breskin
reported that planning needs to be done for the future facilities needs of
the County. A needs assessment is being done with each department, but it
is evident that the County will need to have more office space in the future.
A meeting will be arranged to discuss this further.

and six interested area residents were present when Planning .& Building
Department Director David Goldsmith explained that the 15 day comment period
on the mitigated determination of non-significance issued to the Rhody Drive
Industrial Park ends on March 22. The Board cannot take any action on this
project until that comment period expires.
John Tyner presented a petition with approximately 90 signatures from area
property owners asking that the Board look at other conditions and impacts
from this project and withdraw the mitigated determination of non-sig-
nificance. The area property owners are concerned about the impacts to the
area from this project. The Chairman read the petition for'the record.
John Tvner: Mr. TYner stated that he feels more conditions should have been
placed on this project especially since it is not known what type of
businesses will lease these buildings.
Jim Hathawav: Mr. Hathaway noted that conditions should be written, since
it is not known what type of businesses will be allowed to locate in this
industrial park. If Policy 19 of the Tri Area Community Plan does not apply
any longer then it is the job of the Board and the Planning Commission to
find out if this policy should be changed. Mr. Hathaway also questioned who
will pay for the cost of the traffic impacts to the area?
Commissioner B. G. Brown stated that mitigative measure #6 on this project
states "The project proponents shall pay a proportionate share of the
necessary traffic impact analysis and improvement costs for Anderson Lake
Road and the Rhody Drive/Anderson Lake Road intersection as determined by
the Jefferson County Ptlblic Works Department". The discussion continued
regarding the traffic impacts to the area and who will bear the costs.
David Clevenaer: Mr. Clevenger noted that he purchased his property behind
Mr. TYner's two years ago and he does not feel that it is proper to have an
industrial park located down the street from the school. He purchased his
property because of the rural nature of the area.
The Board advised that they will ask the Prosecuting Attorney for advise on
how the County can proceed with consideration of this project.
John Tvner: Mr. Tyner asked the Board if they would have approved or
disapproved a redesignation request for this project if the request had been
made?
The Board indicated that they made a determination on the request as it was
presented to them, which was as a planned industrial development.

Mat:s Mat:s: Mr. a Mrs. Richard Elsev: Assistant Planner Jim Pearson explained
that this proposal by Mr. .& Mrs. Elsey is for the construction of a bulkhead
for shore defense and a beach access stairway to their property on OlYmpus
Beach. A section of rip rap about 35 feet long was built and backfill was
placed behind it to the bank. Three pilings originally planned for the
stairway have been set into the beach substrate. A variance is required to
allow the backfill placed in this area.
Jim Pearson reported that he did a site inspection with a representative from
the State Department of Fisheries and no critical habitat was found in this
area. The work on the bulkhead and pilings was done by another contractor.
Mr. Willie, the current contractor, was present to answer questions.
In order "to approve this variance, Jim Pearson explained, the project
proponent must prove a hardship has been created. He added that it would
take heavy equipment to move the structure back against the toe of the bank,

which would cause some beach disturbance. Mr. Willie stated that he wouldn't
have proposed the kind of work that was done by the previous contractor and
now he is just trying to make sure that the Elsey's have a safe stairway to
the beach.
The Shoreline Commission reviewed the project, Jim Pearson reported, and they
determined that a hardship was created and they recommended that the variance
be approved. The Shoreline Commission also reviewed the conditional use
permit and recommend that the Board approve it.
Commissioner B. G. Brown moved to approve the variance and the conditional
use permit as recommended by the Shoreline Commission for the Elsey's
project. Commissioner Dennison seconded tbe motion which carried by a
unanimous vote. '

CUcumbers: LoNer Hadlock: Sea AmerlcaExPort:s: This proposal is to use an
existing dock and warehouse in Lower Hadlock to receive and process sea
urchins and sea cucumbers, Jim Pearson reported. There is existing equipment
on the premises as this warehouse has been used for fish processing
previously. This is an aquatic use in an urban designation. The adjacent
area is a mixture of commercial, light industrial and residential uses. A
Washington State Department of Ecology Waste Discharge permit is also
required for this project. Mr. Michael Braun, the project proponent was
present.
3im Pearson reported that a letter was rec'eived from Robert Minnihan, an
adjacent property owner, who is concerned about the types of seafood that
will be processed at this site and the odors that might be generated from
other seafood processing on this site. He suggested that a conditional use
permit be issued so that it can be reviewed if complaints are received about
odors from the processing at the site.
Jim Pearson then reviewed the suggested conditions for this project, which
include a condition that states in part that "This permit is only for
receiving and minimally processing seafood such as sea cucumbers and sea
urchins. Processing other seafood products shall require review by the
Jefferson County Planning and Building Department."
Mr. Minnihan: Mr. Minnihan stated that he is not against the proposed
facility as such. He would hate to see this site tied up in perpetuity with
a fish processing facility.
Commissioner Dennison moved to approve the Shoreline Substantial Development
Permit with the conditions as suggested for the Sea America Exports, Inc.
project. Commissioner B. G. Brown seconded the motion which carried by a
unanimous vote.
