regarding land use planning for lands on the Quinault Indian Reserva-
tion owne by non-indians.
The supre e Court decision, David Goldsmith reported, allows three
options f r the County: 1) assume responsibility for land use plann-
ing and c rtain reservation properties owned by non-indians, 2) leave
the respolsibility to the Indians, and 3) work out a compromise with
the Indians. If the County keeps the status quo, that would mean the
Indians w uld have the jurisdiction for land use planning on these
lands. T e letter of understanding would have Jefferson County and
the Quina It Indian Nation mutually agree that the status quo would be

The Board concurred that they would like to discuss this draft agree-
