The meeting was called to order by Chairman George C. Brown.
Commissioner B. G. Brown was present. Commissioner Larry W. Dennison was not
in attendance.
HEARIJlG RE: 1989 Proposed Budget Appropriations/Extensions: Health
~~ent, Clerk, and HotellHotel Fund: Jack Westerman, president, Port'
Townsend Chamber of Commerce was present when Chairman George Brown opened
the public hearing to take te$timony for or against the budget appropria-
tions/extensions requested by the County Clerk, the Health Department and for
the Hotel/Motel Fund. Jack Westerman advised that he was present to answer
any questions the Board may have regarding the Chamber's appropriation
request. Hearing no further public comment, the Chairman closed the hearing.
commissioper B. G. Brown moved to approve and sign Resolution No. 87-89
authQri~ing the budget appropriations/extensions as requested. Chairman
George Brown seconded the motion which carried by a unanimous vote.
BUSINESS FROM COUNTY DEPARTMENTS
TREASURER
Treasurer Ila Mikkelsenre: Mobile Home Fee Collection: Treasurer
Ila Mikkelsen reported that the Mobile Home Relocation Act (Engrossed
Substitute House Bill #2136) passed by the State Legislature requires that
all County Treasurer's collect an $11.00 fee on all mobile homes on leased
or rented property. These fees will go into a fund to assist people to
relocate, who are displaced from mobile home parks due to development.
Ila Mikkelsen further reported that the State Treasurer's Association passed
a resolution to support the individual County Treasurers in their decision
to withhold collection of this assessment until the State fully compensates
the County for all administrative costs associated with this fee collection.
The intent of the law is good, but this problem is not faced by rural
counties, such as Jefferson County. The law provides that each County will
be reimbursed $.55 per fee collected for administrative costs. This figures
falls far short of what it will actually cost to collect the fee. Commis-
sioner B. G. Brown noted that the fee collection is statewide, but the
relocation problem is only in three urban counties. If the county could at
least be reimbursed for the costs to collect this fee, it may be a program
that the county could support.
Commissioner B. G. Brown moved to approve and sign Resolution No. 88-89 in
support of the policy adopted by the WaShington Association of County
Treasurers and the Jefferson County Treasurer in their decision to withhold
collection of this assessment until the State fully compensates the County

for all administrative costs. Chairman George Brown seconded the motion

PUBLIC WORKS
. Amending Ordinance 2-88 "AdQJ)'ting 'the Wal1hington Model 'l!raIfic

Roads": Paradise Bay Road: Administrative secretary, Eileen Simon, reported
that this +esolution will amend Ordinance No. 2-88 to reduce the speed on
Paradise Bay Road from milepost 2.79 to milepost 3.97 from 35 miles per hour
to 30 miles per hour. Commissioner B. G. Brown moved to approve and sign
Resolution No. 89-89 to amend the Ordinance as requested. Chairman George
Brown seconded the motion which carried by a unanimous vote. county Engineer
Bob Nesbitt has contacted Pope Resources and asked them to re-route their
materials trucks, Eileen Simon added. Pope Resources has agreed to do this.
AGBREMENT. Supplemental re: CRl'785 countywide Bridge Rail Retrofit \.
Proqram: Sargent. Engineers, Inc.: Construction Engineer Bruce Laurie,
explained that this supplement to the agreement with sargent Engineers for
CR~785 is to allow more time for the project. Commissioner B. G. Brown moved
to approve the supplement to the Agreement with Sargent Engineers. Chairman
George Brown seconded the motion which carried by a unanimous vote.
Notice of Comparative Bid Purchase: 1 Used Forklift: Public Works
Maintenance Manager, Earl Wells, explained that this forklift is needed
because the one that is currently used is not adequate for use on asphalt.
The low bid on a used forklift that will meet the Department's needs was
received from Earl Woodley, Hadlock, for $3,500.00. Commissioner B. G. Brown
moved to approve the posting of the notice for the purchase of the used
forklift and to approve its purchase from Earl woodley after the posting
period expires. Chairman George Brown seconded the motion which carried by
a unanimous vote.
Reqq.est for out of State Travel: Attendance at a Riqht-of-Way
Workshop: Aubrey Palmer: The request for out of state travel is to send
Aubrey Palmer to a right-Of-way workshop being held in Portland Oregon, Bruce
Laurie reported. The current changes in the right-Of-way process and the
federal guidelines will be covered in this seminar, as well as the use of old
railroad corridors for right-Of-way and several other pertinent topics.
commissioner B. G. Brown stated that he would like to discuss this workshop
with Aubrey Palmer before making a final decision on this request.
Later that day: After discussing the need for this training with Aubrey
Palmer and Bruce Laurie, Commissioner B. G. Brown moved to approve the out
of state travel request for Aubrey Palmer to attend a right-of-way seminar
in Portland Oregon. Chairman George Brown seconded the motion which carried
by a unanimous vote.

After checking with all other Courthouse Departments to make sure that no
bids were turned in, Commissioner B. G. Brown moved to have the Public Works
Department check the bids for accuracy and make a recommendation for bid
award that is to the best advantage of the County and the city. Chairman
George Brown seconded the motion which carried by a unanimous vote.
Request ;for statement of OUalifications: Roofing and. Masonry:
Jefferson County Courthouse: Frank Gifford reported that an architectural
firm is needed to put together the specifications for the exterior and
roofing work needed on the County Courthouse. This project will not be done
"in house" because there are several projects such as inspection work on the
Port Townsend Community Center, that will take a great deal of the Architec-
tural Coordinator's time. There is a Farmers Home Administration loan
approved to do this project which means that the work must be done next year.
Commissioner B. G. Brown moved to approve the notice requesting Statements
of Qualifications for the roofing and masonry work to the Courthouse.
Chairman George Brown seconded the motion which carried by a unanimous vote.
PLANNING AND BUILDING
Shoreline SUbstantial Development Permit 189-0007: Construct Beach
Access Stairwa,y for use by owners of Eiqht Adjacent Acreage Parcels: White
Rock Cove Between Paradise Bay ang Hood Head: Pope Resources: Assistant
Planner Jim Pearson explained that this proposal is to construct a wooden
stairway for beach access on White Rock Cove. The site where this stairway
will be built is a 1.2 acre common area for the properties being sold by Pope
Resources between Paradise Bay and Hood Head. The site is an old slide area.
An inspection of the site was done by Jerry Thorson, CPG, who stated that
the bluff area is Subjected to slow erosion, but it is resistant to wave
action. The proposal was amended to include a collection basin on the ditch
with a tight line down the slope to an area covered with rock to disperse the
runoff from this ditch. Jim Pearson then reviewed the condition recommended

be re-vegetated after completion of construction." He noted that the
Planning and Building Department recommends that the project be approved with
the condition as noted.
Commissioner B. G. Brown moved to approve the Shoreline Substantial
Development Permit #89-0007 with the condition as proposed. Chairman George
Brown seconded the motion which carried by a unanimous vote.
Joanne Clyde, a neighboring property owner, asked who would maintain this
stairway and who would be liable for any accidents in the area? Commissioner
B. G. Brown explained that since it is on private property, the property
owner which could be defined by covenant (such as a property owners
organization), would be responsible for the maintenance and liability on the
stairway. David Goldsmith advised Mrs. Clyde to discuss her concerns with
Jim Pearson, of the Planning Department.

to House a Well Drilling COllq)anY: Hiqhway 20. ~d Aiz:port Cqtoff Road: Hancock
Well Drilling. Myrl Hancock: Mr. Hancock is proposing to build a building of
undetermined size on his property at Highway 20 and Airport Cutoff Road.
The building will house his well drilling business with access off of Highway
20, just past the site of the old Yesteryear Wrecking Yard. The State
Department of Transportation has reviewed the site for an access permit and
found that the sight distance was adequate.
David Goldsmith then reviewed the environmental checklist noting that this
area is designated as suburba.n residential, on the County Comprehensive Plan.
The proposed use of the site is more in the nature of a home business, rather
than a commercial operation. He then reviewed the five suggested mitigative
measures for this project.
commissioner B. G. Brown moved to issue a mitigative determination of non-
significance with the five mitigative measures as suggested. Chairman George
Brown seconded the motion which carried by a unanimous vote.
state Environmental Pplicy Act Review: Adoption of Gardiner
Community DevelQpment Pl,an as Special Cha.pter of the Jefferson County
COlllPrehensive Plan: Gardiner Area: Jefferson County: Associate Planner,
Jerry Smith, reported that the Gardiner Community Plan has been developed by
members of the Gardiner Community over the past two years. Approximately
seven square miles of area is covered by this plan. Jerry Smith then
reviewed the environmental checklist for this plan.
For many of the items reviewed under the Environmental Checklist, Jerry Smith
noted, adoption of the plan will not create any impacts and the implementa-
tion of the plan will result in reduction of potential impacts. An
additional questionnaire was completed on this plan as required on all non-
project reviews such as for a community development plan.
Based on the review of the environmental checklist, Commissioner B. G. Brown
moved to issue a determination of non-significance for the Gardiner Community
Plan. Chairman George Brown seconded the motion. The motion carried by a
unanimous vote.
state Ep.vironmental Policy Act Review: Adoption of Jefferson County
Development Code: Jefferson County Board of COJqlissioners: Planning
Department Director, David Goldsmith explained that this is also a non-
project review of potential environmental impacts from the adoption of the
proposed Jefferson County Development Code. He then reviewed the environmen-
tal checklist for the document.
Earth:
The Code will establish uniform site development
standards which would reduce or control potential erosion
problems related to development.
No change in air quality will be caused by the Code but
the review criteria would minimize emission to the air
related to developments.

Surface Water: There will be no direct impact on surface water.
Any proj.ects wi th a surface water impact would b~
reviewed under SEPA.
Ground Water: Any project with an impact to ground water would be
reviewed in SEPA.
Plant: There are provisions for screening f buffers and landscap-
ing which are intended to preserve and enhance vegetation
on a county-wide basis as development occurs.
Animals: Development standards which would enrich habi tat are
proposed.
Noise: Uniform site development standards would reduce or
control noise related to development.
Land Use: This code will effect land use very significantly. It
effects all land use categories, except single family
residences. The code is to establish the mechanism for
the County to ensure that project proposals are com-
patible with existing and projected land uses and plans.
Transportation: The code deals with setbacks from the highway,
group access, etc. but creates no improvements. Im-
plementation would encourage orderly development.
Public Services: :kO impact but will provide a standardized
notification process of affected agencies.
The code establishes standards that discharges into water of toxic and
hazardous substances will be less likely to occur.
David Goldsmi th explained that Jefferson County is the only agency with
jurisdiction over this environmental review. CommissionerB. G. Brown moved
to issue a determination of non-significance on the Jefferson County Develop-
ment Code. Chairman George Brown seconded the motion. The motion carried
by a unanimous vote.
Reapppintments to the Planning commission (2): Commissioner B. G.
Brown moved to re-appoint Dan Titterness, representing Commissioner District
#1 and John Illman, representing commissioner District #2, to each serve
their first complete four year term on the Jefferson County Planning Commis-
sion. Chairman George Brown seconded the motion which carried by a unanimous
vote.
HEALTH DEPARTMENT
CONTRACT re: Professional Services: Primazy Care Dental PrOCJram
Consultant: Cynthia S. Newmall, R.D.H.: commissioner B. G. Brown moved to
approve the contract. with Cynthia S. Newman, R. D. H. to provide dental
consul ting services for the Heal th Department. Chairman George Brown
seconded the motion which carried by a unanimous vote.
