Brown and Commissioner Larry W. Dennison were both present. BUSINESS FROM COUNTY DEPARTMENTS HEALTH DEPARTMENT CONTRACTS re: Professional services of Jefferson county Health De- partment: Port Townsend School District ISO and Chimacum School D;i.strict 149: Commissioner B. G. Brown moved to approve the contracts between the Health Department and the Chimacum School District and Port Townsend School District for health service provided to the school during the 1989-1990 school year. Commissioner Dennison seconded the motion which carried by a unanimous vote. PUBLIC WORKS AGREEMENT re: Temporaz:y Help, Public Works Department: Karen Bail~y: Karen Bailey provides additional services for transportation planning and road inspection work, Carter Breskin, planning and programming Manager, reported. Commissioner Dennison moved to approve the temporary help agreement with Karen Bailey. Commissioner B. G. Brown seconded the motion which carried by a unanimous vote. AGBR'F.MRtfI're: Preliminaz:y Engineering: CS'761 Portage Canal Bridge Fender Removal: Alpha Engineers, I~c.: Construction Engineer Bruce Laurie explained that this agreement encompasses the engineering services necessary for drawing the contract documents, plans, specifications and permits for removal of the existing bridge fenders on the Portage Canal Bridge. The estimated cost of this contract will not exceed $20,516.64. commissioner B. G. Brown moved to approve the contract with Alpha Engineers as submitted. Commissioner Dennison seconded the motion. The motion carried by a unanimous vote. Initiating Project CR9J827: South Bay Lane, M.P. 0.32 to 0.41: County Engineer Bob Nesbitt explained that this project will removed one maple and one cedar tree in the right-Of-way and the road will be built in the center of the right-Of-way and surfaced with asphalt. This would make the total cost of the project approximately $13,300.00. Commissioner Dennison moved to approve and sign Resolution No. 96-89 initiating CR~827 for the improvements to South Bay Lane as proposed. commissioner B. G. Brown seconded the motion which carried by a unanimou~ vote. t vot 15,t~(~ 00' '1', ~, Commissioners' Meeting Minutes: Week of October 23, 1989 Page: 2 FACI~ITI~S MANAGEMENT Call for Bids: Correction Center Heating and Mechanical Improve- ments Project: Frank Gifford, Architectural Coordinator, reported that this call for bids is for work to be done at the Jefferson County Correction Center on the heating and mechanical control system. The county has a grant from puget Power to cover approximately a third of the cost of this project. Commissioner B. G. Brown moved to approve the call for bids as requested and set the bid opening for November 13, 1989 at 11:00 a.m. Commissioner Dennison seconded the motion which carried by a unanimous vote. Appointment of a Port Representative: Parks Advisozy Board: Carter Breskin submitted a letter for the Board's signatures to the Port commission aSking them to appoint a representati ve to work with the Parks Advisory Board. Commissioner B. G. Brown moved to have the Board sign the letter to the Port Commission as submitted. Commissioner Dennison seconded the motion which carried by a unanimous vote. Discussion: City Representative on Parks Board: Changing to staff: Carter Bresk;in reported that the Parks Board would like to have all the representatives of governmental agencies currently appointed to the Parks Board appointed as ex-officio members so that more positions on this Board will be available for members of the public. The City of Port Townsend representative is the only member currently appointed that this change would effect. The Board concurred that this be done. PLANNING AND BUILDING Gardiner Area Community Development Plan: Adoption as a Special Chapter of the Jefferson County Comprehensive P:I,.an: Three Gardiner area residents were present when Planning and Building Department Director, David Goldsmith, presented the Board members with copies of the proposed Gardiner Community Development Plan. He then explained how this document was developed. The Planning Commission reviewed this community plan at a public hearing and their recommendation, David Goldsmith reported, includes an addendum for some changes in language. He then reviewed the language changes suggested by the Planning Commission, most of which were to make the language clearer. The following two language changes, however, change the meaning of the section: Chapter 5, Housing and Residential. Page 20 to 21, Item 7 "Manufactured homes and manufactured home parks should meet the same standards and policies as conventional housing." Chapter 5, Resource Proouct:ion/AgriCUl t:ure, Aquacul ture, and Forestry Page 25, Item 8 and 13. Item 8 "The seasonal sale of raw agricultural products should occur on the premises where they were produced or within commercially designated areas. The sale of processed products, with the excep- tion of those grown or produced on premise, should occur within commercially designated areas or as approved home businesses." Item 13 "The sale of raw aquacultural products should occur on the premises where they were harvested or wi thin commercially designated areas. David Goldsmith then reviewed two pieces of correspondence received since the Planning Commission hearing on the Plan. II The Gardiner Planning Team commented that they did not intend to encourage the development of mobile home parks. The Chairman then asked if the Howe's or Mrs. Berg would like to comment. Dick Howe explained that in regard to the agricultural section that the Gardiner Planning Team felt items that are grown on a property designated as agricultural could be processed and sold on the property. Mrs. Berg added that her letter addressed items such as oysters and shellfish being processed into products such as clam chowder and then sold on the property under this agricultural exemption, without being in a commercially designated area or being permitted as a home business. Mrs. Berg noted that #8 on page 25 (and #13 Page 26) of the Plan states "the seasonal sale of raw agricultural products" and the Planning Commission added "and processed agricultural products." The Gardiner Planning Team does not want the addition suggested by the Planning Commission. The discussion continued regarding the intent of the agricultural exemption language and how it could be interpreted in the future. Commissioner B. G. Brown stated that he agrees with Mrs. Berg's interpreta- tion of these definitions. The County wants to leave wording in that is reasonable and meets the intent of the Gardiner Planning Team. The Planning Commission made their suggested changes with good intent, but they may not have thought about how someone might interpret their wording in the future. The discussion then turned to not changing this language, as suggested by the Planning Commission. David Goldsmith explained that if the original language is left, then any processing and sale of product not grown or produced on the site would have to be done as a home business, which limits the size of the operation. Another issue was language concerning mobile home parks (Page 21, #7). The plan states that manufactured homes must meet the same requirements (density of one unit per acre, etc.) as conventional housing. Mrs. Howe stated that no one on the Planning Team intended to have the word "park" in this plan at all. Commissioner B. G. Brown stated that this wording treats mobile or manufactured homes the same as conventional housing. The Board agreed that the phrase "and manufactured home parks" be deleted from this wording and be replaced with "and mobile homes." Commissioner Dennison moved to amend the Gardiner community Development Plan with the Addendum as recommended by the Planning Commission with the following exceptions: 1) strike from Chapter 5 (pages 20-21) Overall Item 7, "and manufactured home parks" and replace with "and mobile homes" and Chapter 5 (page 25 item 8 and 26 item 13) strike "with the exception of those grown or produced on premise" so it will read "The sale of processed products should occur within commercially designated areas or as approved home businesses. Brown seconded the motion which carried by a unanimous vote. commissioner Dennison moved to approve and sign Resolution No. 97-89 adopting a Special Chapter of the Jefferson county Comprehensive Plan to be known as the Gardiner Area Community Development Plan as recommended by the Planning Commission, with the Addendum as changed by the Board. commissioner B. Hearing Notice re: Vacation Petition 1-89: Vacate All Lots, Blocks ano streets: Ferzys' Plat and Ellis' Plat: Pope Resources, Applicant: Associate Planner, Jerry smith, reported that these are two plats that have been on the bookS since the 1870's. They are located southwest of Port Townsend between Discovery Road and Cape George. Commissioner Dennison moved to approve the hearing notice setting the public hearing on the Vacation Petition for November 6, 1989 at 2:00 p.m. Commissioner B. G. Brown seconded the motion which carried by a unanimous vote. Request for Setback Variance for a Garage: Patison Street. Ha~lock: Jack T. Wendling, Applicant: This setback variance request is for the construction of a garage on the corner of Patison and 7th Avenue in Hadlock, """'11> 1f? }~u ,Of} 5062 . A 4 1/2 foot variance is being requested so that the garage will not encroach on the septic system drainfield area. Commis- sioner B. G. Brown moved to approve the variance as requested. Commissioner Dennison seconded the motion which carried by a unanimous vote. state Environmental policy Act Review: Shoreline Substantial Development Permit #89-0019: Construction of BUlkhead, Dockf pier and Tidal Grid, and Placement of Lalldfill: Bridgehaven: Glen and M~rqaret Vorwerk, Applicants: This proposal is to build sixty feet of bulkhead, a dock, a pier and a tidal grid in Bridgehaven, Assistant Planner, Jim Pearson reported. Mr. Vorwerk has three lots, two of which have a plank and piling bulkhead. This project would make the bulkhead the same on all three lots. The docks and piers have been started on these lots. This project is the same as others that have been approved in the Bridgehaven area. He is also proposing to install a tidal grid so that his boat won't sink in the mud when the tide is out. Commissioner Dennison had to leave the meeting for a few minutes during th!s review. Commissioner B. G. Brown moved to issue a determination of non- significance on this project as presented. Chairman George Brown seconded the motion which carried by a unanimous vote. Ella Sandviq, Coordinator, Jefferson County H~ Services re: Review and Approval of Prelimina:ry Plan for Reqionalization of Mental Health Services: Human Services Director Ella Sandvig presented the Board with Preliminary Plan for Regionalization of Mental Heal th Services between Jefferson, Kitsap and Clallam Counties. commissioner B. G. Brown moved to approve the Interlocal Agreement for Peninsula Regional support Network for Mental Health Services. Chairman George Brown seconded the motion which carried by a unanimous vote. Ella Sandvig then reviewed the proposed plan for the Board. Staff from the three Counties will be meeting in Sequim on Wednesday to go over this plan and make final changes. Ella Sandvig reported that she will bring the final copy to the Board as soon as it is available.
