Chairman George Brown called the meeting to order in the presence
of Commissioner B. G. Brown and Commissioner Larry W. Dennison.

Fair: Assessor Jack Westerman and Assessor's Office Assessment Operations
Manager, Jeff Chapman, were present when Chairman George Brown opened the
hearing regarding the proposed budget appropriations/extensions requested by
various county departments.
Jack Westerman explained that he was present to answer questions regarding
the request for an appropriation for the Assessor's Office. The amount
requested includes an amount to adjust salaries for the cost of living
increase negotiated by the Guild and to cover increases in Labor and
Industries insurance, pensions and medical insurance. Hearing no further
public comment the Chairman closed the hearing.
Commissioner Dennison moved to approve and sign Resolution No. 107-89
ordering the budget appropriations/extensions for the Capital Improvement
Fund in the amount of $601,355.00; Assessor in the amount of $7,000.73;
Cooperative Extension in the amount of $654.40; Facilities Management in the
amount of $13,484.00; Facilities -Parks in the amount of $6,583.00; Jefferson
County Centennial Committee in the amount of $2,612.00 and Jefferson county
Fair in the amount of $21,000.00, as requested. Commissioner B. G. Brown
seconded the motion which carried by a unanimous vote.

CONTRACT 13430-77274 Juvenile Court Consolidated Juvenile Serv;ices
1989-1991 and CONTRACT 13410-76566 Juvenile Court omnibus Drug Services 1989-
~: Commissioner Dennison moved to approve the contracts with the state
Department of Social and Health Services for the Consolidated Juvenile
Services and the omnibus Drug Services in the 1989-1991 biennium, as
presented. Commissioner B. G. Brown seconded which carried by a unanimous
vote.

Petitioner: commissioner Dennison moved to approve the hearing notice
setting the public hearing for the road vacation petition submitted by Mr.
Cooper for December 18, 1989 at 10:30 a.m. Commissioner B. G. Brown seconded
the motion. The motion carried by a unanimous vote.
Notice of Public Hearing: County Road and Plat Vacat~on Petition:
The Plat of Ferry's Addition and All streets Therein and Ellis' )?lat:
Commissioner B. G. Brown moved to app~ove the hearing notice for the plat and
road vacation for the Ferry's Addition (and streets) and the Ellis' Plat
setting the public hearing for December 11, 1989 at 2:00 p.m. commissioner
Dennison seconded the motion which carried by a unanimous vote.
Naming a Pr:j.vate Road: Fair Wind Court. Port LUdlow: Commissioner
B. G. Brown moved to approve ReSOlution No. 108-89 establishing a name for
a private road in Port Ludlow as Fair Wind Court. Commissioner Dennison
seconded the motion which carried by a unanimous vote.
FACILITIES MANAGEMENT
Recommendation re: Hiring of Consultant for !=ourthouse Roof and
Maso~ Project: Frank Gifford explained the interview process and reported
that initial intel;"views were held with five consulting firms. After
checking references, the recommendation is to pursue negotiations with the
firm of Duarte Bryant Architecture. Commissioner Dennison moved to pursue
negotiations with the firm of Duarte Bryant Architecture for the Courthouse
Roof and Masonry project as recommended, and to notify Boyle Wagoner
Architects that they will be contacted if the negotiations fail with Duarte
Bryant Architecture. Commissioner B. G. Brown seconded the motion which
carried by a unanimous vote.
Recommendation for Bid Award: For Mechanical, Heating and Air
Conditioning Improvemenits at the Jeffersqn county Correctional Facility: The
recommendation is to reject the only bid received from Western Sheet Metal,
Inc. for the mechanical, heating and air conditioning improvements to the
Jefferson County Correctional Facility, Frank Gifford reported. The bid is
over 10% higher than the engineers estimate. Commissioner Dennison moved to
reject the bid as recommended. Commissioner B. G. Brown seconded the motion
which carried by a unanimous vote.
Frank Gifford reported that he will do the following before this project is
put out for bid again:
* Increase time window for starting and completing the
project.
* Add bot~ phases of the project together.
* Expand contractor notification.
* Advertise in the Daily Journal of Commerce.
* Contract Puget Sound area plan centers.
Bob Henderson, Risk/Safety Coordinator. Public Works Department re:
Wild Olympic Salmon Festival: Bob Henderson reported that the Wild Olympic
Salmon Festival will be held this Saturday (November 25, 1989). The or-
ganizers have met with the Sheriff, Health Department, and Bob Henderson
regarding their plans. They are trying to meet all of the County's require-
ments. There will be a bon fire at the Park which has been approved by the
local Fire District and the State Department of Natural Resources. Two
Reserve Deputies will be on site and will be paid by the festival organizers.
There is a fee schedule in Ordinance #1-70 for this type of activity. The
fee schedule is based on the number of people.

Commissioner B. G. Brown noted that the fee schedule is based on the cost of
extra County services that the festival will require. Since the festival
organizers are paying most of the additional costs, there is justification
to charge the minimum fee of $100.00.
The ordinance also requires that an application be submitted in writing. Bob
Henderson will ask the festival organizers to submit a letter of application
as soon as possib~e as well as advising them that the fee will be $100.00.
Establishment of a Budget and Fund for the Port Townsend Community
Center: Frank Gifford explained that this fund must be established as
required by the Farmers Home Administration. commissioner B. G. Brown moved
to approve and sign Resolution No. 109-89 establishing a budget and fund for
the Port Townsend Community Center project. Commissioner Dennison seconded
the motion which carried by a unanimous vote.
Establishment of a Budget and Fund for tp.e Fort Worden state Park
Balloon Hangar: Commissioner B. G. Brown moved to approve Resolution No. 110-
89 to establish the budget and fund for the Fort Worden state Park Balloon
Hangar project. Commissioner Dennison seconded the motion which carried by
a unanimous vote.
1989 Budget Transfers: Health ~partment Superior Court and county
Clerk: C~mmissioner B. G. Brown moved to approve and sign Resolution No.
111-89 authorizing the budget transfers requested by the Health Department,
Superior Court and the County Clerk. Commissioner Dennison seconded the
motion which carried by a unanimous vote.
~pl,.ications for Assistance from the Soldiers' and Sailor~' Relief
Fund: Commissioner Dennison moved to approve the applications for assis-
tance from the Soldiers and Sailors Relief Fund for Herbert V. Tennell
$300.00 and Gordon E. McKay $500.00. commissioner B. G. Brown seconded the
motion which carried by a unanimous vote.
Wa~hingJ:on state Liquor. Control Board re: Transfer of Liquor
License for Loggers Landing Restaurant, Inc.: Commissioner B. G. Brown moved
to approve the transfer of Liquor License for the Loggers Landing Restaurant,
Inc. as submitted. Commissioner Dennison seconded the motion which carried
by a unanimous vote.

Job Classificatiol') R~ollQD.enqation: Mary Gaboury presented the Job Clas-
sification Committee's recommendation for a grade of 25 for the Revenue/Fore-

sification as recommended. Commissioner Dennison seconded the motion which
carried by a unanimous vote.
