Brown in the presence of Commissioner B. G. Brown and Commissioner Larry W. Dennison. BEARING: Propo~ed Amendment to Ordinance 1-85 and Ordinance 1-88: Jefferson County Health Department Fee Schedule for Environmental Health Division Services: Kathy Stafford, Health Department Ad- ministrator, and Gwen Howard, Linda Atkins and Celia Kadushin, Health Department Environmental Health TeChnicians, were present when Chairman George Brown opened the hearing for public comment. The proposed fees were discussed. Hearing no public comment, the Chairman closed the hearing.. Chairman George Brown asked about several of the new fees for food service. Kathy Stafford explained that some of the new items are just defining the charges for different types of services (i.e. charging grocery stores by the number of checkstands instead of a flat fee no matter the size of the store). Commissioner Dennison asked why the food service fee increases vary so much? Gwen Howard stated that the proposed fees were based on fees charged by other counties as well as by consideration for the time involved in dealing with each item. Commissioner Dennlson moved to approve Ordinance NO.4-89 adopting the changes to the fee schedule for environmental health services in the Health Department as presented. Commissioner B. G. Brown seconded the motion. The motion carried by a unanimous vote. AGREEMENT. Admi nistrati ve re: Deferred Compensation Program and Plan Document: National ~sociation of Counties: commissioner Dennison moved to approve and have the Chairman sign the Administrative Agreement and Plan Document for the Deferred Compensation Program offered by the National Association of Counties. Commissioner B. G. Brown seconded the motion which carried by a unanimous vote. BUSINESS FROM COpNTY DEPAR~ENTS: HEALTH DEPARTMENT CONTRACT re: 1989 Professional services of the Health Departm~nt: The City of Port Townsend: Commissioner B. G. Brown moved to approve the Health Department's professional services contract with the City of Port Townsend for 1989 as presented. commissioner Pennison seconded the motion.' The motion carried by a unanimous vote. Val. 15 rM~ on 5547 ~ commissioners' Meeting Minutes: Week of November 27, 1989 Page: 2 JUVENILE AND FAMILY COURT SERVICES Budget Transfers: Juvenile and Family Court Services: The budget transfer requested by Juvenile and Family Court Services was authorized by approval of Resolution No. 112-89 by motion of Commissioner Dennison, seconded by Commissioner B. G. Brown. The motion carried by a unanimous vote. AUDITOR Adopting A COst Allocation Plan for Fiscal Year 1990: Commis- sioner Dennison moved to approve and sign Resolution No. 113-89 adopting the cost allocation plan for 1990 as presented. Commissioner B. G. Brown seconded the motion which. carried by a unanimous vote. PUBLIC WORKS Petition to Vacate a Portion of Elizabeth street RV9J788: Dale Goddard. Petitioner: Eileen Simon, Administrative Secretary, reported that Mr. Goddard has withdrawn his petition to vacate a portion of Elizabeth Street in the Eisenbeis Bayview Addition. FACILITIES MANAGEMENT I C re: V 0 P dv.so Carter Breskin reported that there is no representation rom the third Commis- sioner District (Gardiner, Discovery Bay, Quilcen , Brinnon and the West End) by the members appointed to the Parks Board. Public hearings on this draft will be set for early next year. The State Department of Fisheries is drafting an Environmen~al Impact Statement on aquaculture. It is hoped this document will be f~lnished and distributed before the pUblic hearings are held on the aquaCUlture pOlicy revision. The moratorium on filing and processing substanti~l development permits for the growth and culture of fish in the marine wate~s of Jefferson County will expire on December 10, 1989, and the revisios to the aquaculture policy will not be adopted by that date. Jim Pea son asked that the Board extend the moratorium for another six months. The Board will review the suggested changes before setting a hearing date~ * * * Application for Assistance From the Soldiers' and sailors' Fund: Commissioner B. G. Brown moved to approve the application for assistance from the Soldiers' and Sailors' Relief Fund in the amount $50.00 for Paul Anderson.
