MINUTES
WEEK OF DECEMBER. 18, 1989
Chairman George Brown the meeting called to order at the appointed
time. Commissioner B. G. Brown and Commissioner Larry W. Dennison were both
present.
BUSINESS FROM COUNTY DEPARTMENTS
PUBLIC WORKS
HEARING NOTICES ( 2) re: Preliminazy Draft of the Flood Control
p:;lans: Brinnon and ouilc$ne Flood Control Districts: Carter Breskin,
planning and Programming Manager, reported that two hearings need to be held
~o otitain public input on the preliminary drafts of the Flood Control Plans
for the Brinnon and Quilcene Flood Control Districts. Gary Rowe reported
that the Advisory Boards for these Flood Control Districts are not active.
Feedback from the community is needed for these plans. It is hoped that
these. Advisqry Boards can be re-activated after the plan are adopted. These
plans could be presented to the community in a workshop format, Carter
Breskin added.
After discussion of the differences between a public hearing and a public
meeting, and the cost of having the consultant be at more than one meeting,
commissioner Dennison moved to set the public hearing for the Quilcene Flood
Control District on January 22, 1990 at 7:00 p.m. at the Quilcene Community
Center, and to set the public hearing for the Brinnon Flood Control District
on January 23, 1990 at 7:00 p.m. at the Brinnon Senior Center. Commissioner
B. G. Brown seconded the motion which carried by a unanimous vote.
Purchase Requisition: Full Size, Four Door, Police Sedan for the
Jefferson County Sheriff'sDe~ent: This requisition is for three 1990
Capri, four door sedans with full pOlice equipment, to replace cars for the
Sheriff's Department, Public Works Director, Gary Rowe, reported. Commis-
sioner B. G. Brown moved to approve and sign the purchase order for three new
cars for the Sheriff' sDepartment. commissioner Dennison seconded the motion
which carried by a unanimous vote.
State Environmen~l Policy Act Review: County Road Project C8.9J761,
Portage Canal Bridge No. 18E, Replaceme~t of Pier Fenders: Aubrey Palmer,
Office Engineer, reviewed the environmental checklist for this project to
remove the pier fenders from beneath the Portage Canal Bridge No. 18E. In
1987 the project was originally designed to remove and replace the bridge
fenders. Now the project is being re-evaluated to see if the fenders can
just be removed. Commissioner Dennison moved to issue a determination of
~on-significance for the Portage Canal Bridge pier Fender project.

Petition to Name a Private Road: Eileen Simon reported that this
petition is to name a private road Land's End. The road is northwest of the
Port Townsend City limits and is a dead end road. The 911 Emergency Locator
System Ordinance states that a dead end road should be named Court, Place,
Lane or Way, if possible, Eileen simon stated. Robert Rickard stated that
they would like the name to be simply "Land's End", but if the County must
add a designation, they prefer Lane.
Commissioner Dennison moved to approve Resolution No. 125-89 naming this
private road "Land's End Lane". Commissioner B. G. Brown seconded the motion
which carried by a unanimous vote.
FACILITIES HAHAGEMENT
AGREEMENT re: Interagency Leasehold: Balloon Hangar, Fort Worden:
Washington state Parks and Recreation Comm; ssion: Archi tectural Coordinator,
Frank Gifford, reviewed the agreement with the state Parks and Recreation
Commission for the Balloon Hangar at Fort Worden. Commissioner B. G. Brown
moved to approve the interagency leasehold agreement with the Washington
state Parks and Recreation Commission as presented. Commissioner Dennison
seconded the motion which carried by a unanimous vote.
Call for Bids: Architectural Work Station, Computer Equipment:
Frank Gifford reported that this bid call if for computer equipment that will
do computer aided, architectural design. commissioner B. G. Brown moved to
call for bids for the computer hardware for architectural computer aided
design and approve the bid opening for January 16, 1990 at 11:00 a.m.
Commissioner Dennison seconded the motion which carried by a unanimous vote.
COOPERATIVE EXTENSION
AGREEMENT re: Joint Funding of Personal services contract for 1990,
Extension Agent. Jefferson County Cooperative Extension: Washington State
University Cooperative Extension: Commissioner B. G. Brown moved to approve
the agreement wi th Washington state Uni versi ty for joint funding of a
personal services contract for the County Extension Agent in 1990.
Commissioner Dennison seconded the motion which carried by a unanimous vote.
HUMAN SERVICES
CONTRACT re: Personal Services: Mental Health counseling and
Treatment: Dr. James M. Mathias, M.D.: Commissioner Dennison moved to
approve the contract with Dr. James Mathias, M.D. for mental health
counseling services for the Human Services Department. Commissioner B. G.
Brown seconded the motion which carried by a unanimous vote.
PLANNING AND BUILDING
Req)lest for Setback Variance: Lot 3 South Beach at Beckett Point:
Sue DeRousie Meyers: Associate Planner Jerry Smi th explained that this
setback variance request is for Lot 3 of South Beach Plat at Beckett Point.
This is an unrecorded plat that was done in the 1940's. The lots are narrow
(30 feet) and long. The request is for a variance from the standard five
foot side yard setback. The narrowness of the lot has created a hardship in
meeting the setback requirements. The setback variance request is the
minimum that will allow the applicant to place their residence on this lot.
A revised site plan was submitted by the property owner today, and it was
found that the side yard setback may not be necessary.
Sue Meyers reported that when the engineer measured the actual lot, it was
found that the map was in error. Now it doesn't appear that the variances
are needed. Ms. Meyers withdrew her request.

Approval and Adoption of Coun'ty Qptimum Land Use Maps as Revisions
to the Jefferson County Comprehensive Plan Qptimqm Land Use Ma!)S (Attachment
1-81 and Amendment to Appendix A of Ordinance 3-89, Jefferson County
Development Code Map: Planning and Building Department Director, David
Goldsmi th, reported that the Planning Commission has been working on the
Comprehensive Plan maps to update the commercial and industrial designations
for areas around the County. Several areas were reviewed for clarification
on the comprehensive plan map: Discovery Bay, Chimacum, Center, Beaver
Valley, Port LUdlow, Mats Mats, Quilcene, West End, and Four Corners. The
communities that have developed Community Plans were not reviewed because
their community plans define the commercial areas in t~ese communities.
The fOllowing areas were reviewed and the Planning Commission recommendation
is:
Discovery Bay: Include all area from the Old Gardiner
Road Intersection with Highway 101 to the Fairmount Road
Intersection with Highway 20, south, just past the bend
to Highway 101 as commercial. The boundary on the
Discovery Bay side is along the railroad right-Of-way.
Chimacum: The property between the restaurant and the
Cenex Building be designated as commercial.
Center: The area defined as commercial should be where
the sawmill currently exists at Center.
Oak Bay Road/Beaver Valley Road: There is an area behind
a farm at the intersection that is currently designated
as industrial. The industrial designation was eliminated
and the suburban designation was redefined.
Mats Mats: There is no commercial designation in the
Mats Mats area currently. The recommendation is to
include a commercial area that will cover the store,
print shop, and an equipment rental store. The current
site of Dawn Electric is not included in this designa-
tion.
Ouilcene: The commercial area in Quilcene is recommended
to include the major areas of commercial activity as they
currently are, as well as additional area for growth.
West End: The commercial area recommended will include
the Allen Logging Company site as well as the Westward
Hoh Resort. The recommendation includes elimination of
two commercial areas designated on the Comprehensive Plan
map.
Four Corners: No change is recommended in the designa-
tion of the mill site at Four Corners. This mill is a
grandfathered use.
Gardiner: The Gardiner Community Plan and map were
adopted as part of the Comprehensive Plan and is now
being recommended to be adopted as part of the Develop-
ment Code Ordinance.
David Goldsmith explained that if the Board deviates from the Planning
Commission recommendation this matter would be referred back to the Planning
Commission for their review.
Thorne Edwards stated that he lives on Adelma Beach Road just west of the
Seton Mill. He added that he has given testimony at the Planning Commission
hearings on the Four Corners maps. The residents of the Four Corners area
feel that this area has become more and more residential along Adelma Beach
Road. An industrial designation in this area would definitely have an
adverse impact on property values. He reported that the mill has recently
installed a chipper that can be heard in their house during the day.

Commissioner Dennison asked if the residents are comfortable with the
Planning Commission recommendation to not designate the property as in-
dustrial, but to leave it as a grandfathered use.
David Goldsmith reported that if the Board chooses to deviate from the
Planning Commission recommendation on the amendment to the Development Code
Ordinance map, then they must hold their own public hearings on the devia-
tions.
The Board will review the Planning Commission's recommendations and make a
decision at a later date.
HEA.IQ:NG re: ~oposed Jefferson County Planning and Building
Department Fee Schegule: Chairman George Brown opened the public hearing.
David Goldsmith reported that the purpose of the hearing is to amend the fee
schedule for the Planning and Building Department. He then reviewed the
proposed fee changes, new fees, and the fees charged by other Counties in the
state. Hearing no comment for or against the proposed fees the Chairman
closed the hearing.
Commissioner B. G. Brown moved to approve and sign Ordinance No. 5-89
setting the fees charged by the Planning and Building Department. Commis-
sioner Dennison seconded the motion which carried by a unanimous vote.
state Environmental Policy Act Review: SDP89-0021: Addit.:f,ons to
Existing Qyster CUltivating Facility: Dabob Post Office Road. Tarboo Bay:
Rock Point Qyster Company f Dick Steel, Representative: Associate Planner Jim
Pearson reviewed the environmental checklist for an addition to this oyster
cultivation facilities. The following additions will be made to this
facility: two, 1,000 gallon tanks and three, 4,000 gallon tanks; a platform
for the tanks; a crane system over the tanks; and a pole building. The
addition to the project will allow an increase in production and make the
facility safer to operate. The facility is on the upland side of the Dabob
Post Office Road. Commissioner B. G. Brown moved to issue a determination
of non-significance. Commissioner Dennison seconded the motion which carried
by a unanimous vote.
Prosecuting Attorney's salary for 1990: Commissioner B. G. Brown
moved to approve and sign Resolution No. 126-89 setting the Prosecuting
Attorney's Salary for 1990. Commissioner Dennison seconded the motion which
carried by a unanimous vote.

MEKORANDUM OF UNDERSTANDING re: Funding for County Services
Provided to the City of Port Townsend for 1990 to 1994: City of Port
Townsend: The memorandum of understanding setting the fee to be charged the
City of Port Townsend for District Court, Health, Juvenile Services,
Recreation, Sheriff's DispatCh and Alcohol Rehabilitation services for the
years 1990 to 1994 was approved by motion of Commissioner B. G. Brown,
seconded by Commissioner Dennison. The motion carried by a unanimous vote.
Application. for Assistance from the Soldiers' and Sailors' Re1ief
Fund: Paul A. Anderson and Walter S. Zergman: Commissioner B. G. Brown moved
to approve the appliCations for assistance from the Soldiers' and Sailors'
Relief fund as requested. Commissioner Dennison seconded the motion which
carried by a unanimous vote.
Washington State Liquor Control Board re: Change in Coz:porate
Officers: Ray Lundgren Distributor. Inc.: Commissioner B. . G. Brown moved
that the County has no objectioh to the change in the liquor license for the
change in corporate officers of Ray Lundgren Distributors, Inc. Commissioner
Dennison seconded the motion. The motion carried by a unanimous vote.
