Chairman George Brown called the meeting to order at the appointed
time in the presence of Commissioner B. G. Brown and Commissioner LarryW.
Dennison.
BUSINESS FROM COUNTY DEPARTMENTS:
PUBLIC WORKS
Linda Atkins re: Request for Variance for Jefferson County
Landfill: Linda Atkins, Environmental Heal th Specialist for the Health
Department, reported that the.Jefferson county Public Works Department has
submitted requests for four variances for the Jefferson County Landfill. The
Health Department has reviewed and recommends they be sent on to the state
Department of Ecology.
A Class 1 variance is being sought because waste will be placed on the un-
lined landfill and will be left there. The variance application lists the
hydro-geological reasons why the waste can be placed on the landfill and not
cause a public health hazard in the future.
A variance for a time extension is being requested to allow completion of
engineering studies and improvements. The non-conforming facility will be
operated during the period of the extension. Linda Atkins reported that she
found in her review of the hydrqlogical study and ground water monitoring
results, that no degradation is taking place and monitoring will continue on
the site. Gas monitoring has begun and will be expanded.
A variance from desiqn stanQards is being requested because the site won't
be closed and waste will be added to an unlined site after the deadline. A
time extension for the addition of waste to the site is also being requested.
R.W. Beck has done some preliminary work on what the contours of the site
will be due to the addition of this waste and any impacts that it will have
on surface drainage in the area.
A V~riance for a surface impoundment (septaqe lagoon) at the landfill.
Detailed information has been provided on the underlying glacial till and the
barrier it forms under this lagoon. The preferred method of treatment of
septageis to treat it at the City of Port Townsend Secondary Treatment Plant
when it is in operation. There is a memorandum of understanding between the
city and the County to have the City take the county septage when their
secondary treatment plant is on line. Testing's being done every quarter
to check for any leaching down slope from the 1 goon.
After further discussion of the septage lagoon a the landfill, Linda Atkins
recommended that the variance requests be submi ted to the state Department

Dennison moved to approve the bid call and set he bid opening for February
5, 1990 at 11:00 a.m. Commissioner B. G. Bro seconded the motion which
carried by a unanimous vote.

Michelle McDonald for the management of the Ba shore Motel. commissioner
Dennison seconded the motion. The motion carri d by a unanimous vote.
