The meeting was called to order by Chairman B. G. Brown.
Commissioner Larry W. Dennison and Commissioner George Brown were both
present.

PUBLIC WORKS
BID OPENING re: Furnishing of Liauid Asphalt for 1988: The
Clerk of the Board opened and read the bids received for furnishing
liquid asphalt to the County for 1988 as follows:

Commissioner Dennison moved to direct the Public Works Department to
check the bids for accuracy and make a recommendation for bid award.
Commissioner George Brown seconded the motion which carried by a
unanimous vote.
BEARING NOTICE re: Model Traffic Ordinance: (S~e also Minutes
of January 25, 1988) Sheriff Mel Mefford was present when Gary Rowe
discussed the proposed model traffic ordinance with the Board.
Sheriff Mefford stated that the County definitely needs to review the
speed limits on County roads. There is concern, particularly in the
Ness I s Corner area about the current 50 mph speed limit on unposted
County roads because of the number of children in the area that are
getting on and off school busses during the day. The proposed or-
dinance would make the speed limit on this road 40 mph. The Sheriff
added that there are many small, narrow roads in the Hadlock, Irondale
and Quilcene areas that can now be driven at 50 mph, if unposted. This
proposed ordinance would make these 25 mph unless posted and would cut

down on the need for so many road signs. The Sheriff stated that he
recommends that this ordinance be adopted.
After considerable discussion about the proposed ordinance and the
i~pact of reducing the speed limit on unposted roads, the Board
directed that the wording setting the speed limit on unposted roads at
25 mph be deleted from the proposed ordinance.

AGREEMENT re: Little Quilcene River Bank Protection: Depart-
ment of the Army: Gary Rowe explained that this agreement is for
installation 200 feet of bank protection (rip rap) along the Little
Quilcene River (Wildwood Road), needed after flooding in 1986 and 1981.
The project cost is $48,500.00 with the County providing $12,125.00 and
the Army Corps of Engineers paying the balance. Commissioner Dennison
moved to approve and sign the agreement wi th the Army Corps of
Engineers as submitted. Commissioner George Brown seconded the motion.
The motion passed by a unanimous vote.
CONTRACT re: PumP Bouse and Reservoir at the Brinnon Senior
Center: Tollshark Construction: This contract is for the construction
of the pump house and reservoir at the Brinnon Senior Center as
previously awarded. Commissioner Dennison moved and Commissioner
George Brown seconded the motion to approve the contract with Tollshark
Construction as submitted. The motion passed by a unanimous vote.
CONTRACT re: Core Drillina and Wall Sawin" in Courthouse
Basement: Tollshark Construction: Commissioner Dennison moved to
approve and sign the contract with Tollshark Construction for the core
drilling and wall sawing in the Courthouse as previously awarded.
Commissioner George Brown seconded the motion which carried by a
unanimous vote.
ACCEPTANCE OF PROPOSAL re: Installation of New Vinyl Floor at
the Quilcene Community Center: Bids have been received for the
installation of a new vinyl floor at the Quilcene Community Center as
follows: Peninsula Floor Covering, Port Townsend $4,890.08; Fairchild
Floors, Port Angeles $6,000.00. Commissioner Dennison moved to accept
the proposal from Peninsula Floor Covering of Port Townsend for
$4,890.00. Commissioner George Brown seconded the motion which carried
by a unanimous vote.
PLANNING AND BUILDING DEPARTMENT
Variance Reauest re: Bei"ht of Structure: 941 Gardiner Beach
Road; Gary BandY, Applicant: This request, Senior Planner, Rachel
Nathanson reported, is to build a second floor and tower on an existing
structure that Mr. Bandy is renovating. The resulting height of the
structure would be 53 feet 6 inches. The building code restricts
maximum structure height to 35 feet. Mr. Bandy has stated that the
tower is only for looks and is designed to match the theme of the
proposed building which will be used as a residence. The height at the
roof line of this structure is indicated in the plans as 36 feet.
The Board asked how this structure would impact the view of adjacent
properties and how the neighbors feel about this request. Ms. Nathan-
son stated that she did not know but the Building Inspector will ask
for engineered plans for this tower if this height variance is ap-
proved. Commissioner Dennison moved to deny the height variance as
requested by Mr. Bandy because there is not any indication of a

hardship being created by the County's height requirements. Chairman
Brown seconded the motion, and added that variances are usually granted
because a hardship has been shown, which is not the case with this
request. Commissioners B.G. Brown and Larry Dennison voted for the
motion, which carried. Commissioner George Brown voted against the
motion.
Senlar Planner, Rachel Nathanson and Environmental Health
Director Rick Miklich re: Northwest Electrical Apparatus, Glen Cove
Industrial Park: Permit Comoliance: Senior Planner Rachel Nathanson
explained that the Determination of Non-Significance for the Northwest
Electrical Apparatus building in the Glen Cove Industrial Park was
issued in August of 1986 with thirteen conditions of approval. To date
the applicant has not complied with all of the conditions of approval
or received a final occupancy permit, however the building permit and
the sewage disposal permit have both been issued.
Building Inspector, Mike Ajax, made a final inspection of the building
on July 10, 1981, and noted that conditions number 1, 3, 4, 6, 12 and
13 had not been met. The Health Department has also stated concern
tha t the sewage disposal system was put in place without the proper
inspection by that department. The Public Works Department noted,
after their inspection in 1987, that Eisenbeis and Charles Avenues were
not constructed to County standards and the drainage was not diverted
away from the site along Otto Street. The insurance carrier for the
applicant has notified the Building Department that there is now a
paint spray area in the structure that does not have proper ventilation
and does not meet fire safety requirements.
It has been the policy of the Building Department to allow temporary
use of a structure if an applicant is making a concerted effort to
comply with the final conditions. However, this is not the case in
this situation, Ms. Nathanson reported.
Rick Miklich added that he found in researching the Health Department
records on this project that the sewage disposal permit was issued but
the system was put in and covered up without a final inspection. The
Health Department records do not show that Mr. Loving called for a
final inspection of his septic system before it was covered up.
There have been conflicting reports on what the applicant has been
doing with regard to disposal of the hazardous chemicals used by this
business. Mr. Loving has stated that he does not generate very much
4azardous waste and that he disposes of it at the County landfill. The
previous Environmental Health Director, Bill Glasser, left a note in
the file to this effect and also added that he informed Mr. Loving that
this is not an acceptable way to dispose of these wastes.
Commissioner Dennison added after reviewing the mitigative measures for
this proposal that one condition was that hazardous wastes created by
his equipment would not be disposed of in the County landfill, to which
Mr. Loving agreed. Virgil See, Fire Chief for Fire District Number 6,
inspected this site at the request of Building Inspector Mike Ajax,
Rachel Nathanson added. He found that there were huge pieces of
machinery in front of the exit doors which is a dangerous situation.
Commissioner Dennison moved to direct the Planning Department to write
a letter to the State Fire Marshall (with a copy to Mr. Loving)
regarding this situation. A letter listing all of the conditions that
have not been met will be sent to Mr. Loving and also forwarded to the
Prosecuting Attorney. Commissioner George Brown seconded the motion.
The motion passed by a unanimous vote.
Mike Ajax, Buildina Inspector: Representatives of the Health
Department: the Plannina Department and the Prosecutina Attorney re:
Formal Procedure for Handlina Public Complaints: Mike Ajax, Building
Inspector, explained that the majority of complaints that come in on
building violations are made anonymously. 20% of the complaints
received are written, with about half of them asking that they remain
anonymous. The Prosecuting Attorney was consulted when a property

owner asked for the name of the person making a complaint against him.
The Prosecuting Attorney advised that if a person making a complaint
gives his name, it becomes public record and must be disclosed if
someone asks. Mr. Ajax asked if the county departments should require
people to file a formal, written complaint before investigating a
complaint and if a complaint can be accepted if it is not signed by
someone?
Prosecuting Attorney John Raymond stated that the county departments
have to accept complaints even if they are anonymous. The departments
will have to use their own discretion in determining whether to follow
up a complaint or not. Chairman Brown added that the seriousness of,
the complaint should be used as an indicator of the need for investiga-
tion.
Commissioner Dennison suggested that the departments urge people to
submit written complaints and that if they want to remain anonymous
they should be advised that if they sign the complaint it becomes
public record which means that their name could be given out. Public
Works Property Manager, Carter Breskin, reported that the Public Works
Department responds to complaints in writing, which can not be done if
the complaint is made anonymously.
The discussion continued regarding establishing a county policy for
acceptance of complaints. Commissioner Dennison suggested that all the
departments use the Public Works Department system as a model for now.

ReQUest for Funds: Olvmpic Air Pollution Control Authority:
Commissioner Dennison moved to approve the payment of $1,982.00 to the
Olympic Air Pollution Control Authority as requested. Commissioner
George Brown seconded the motion which carried by a unanimous vote.
~ Appointment to Jefferson County Centennial Committee:
Commissioner Dennison moved to appoint Elizabeth Barlow resident of the
west end of Jefferson County, to serve on the Jefferson County Centen-
nial Committee. Commissioner George Brown seconded the motion which
passed by a unanimous vote.
ReQUest for 1988 Funds: Peninsula Development Association:
The request for payment of $3,750.00 to the Peninsula Development
Association as stated in the contract, was approved by motion of
Commissioner Dennison, seconded by Commissioner George Brown. The
motion passed by a unanimous vote.
Reauest for 1988 Funds: Jefferson County Economic Development
Council: Commissioner George Brown moved to approve payment of
$5,000.00 to the Jefferson County Economic Development Council, per
contract agreement. Commissioner Dennison seconded the motion. The
motion passed by a unanimous vote.
Request for Pavment of Funds; Jefferson County Soil Conserva-
tion District: The Clerk of the Board reported that the Soil Conserva-
tion District has agreed to accept quarterly payments of the funds
allotted to them in the 1988. Commissioner Dennison moved to approve
the first quarter payment $2,059.15 to the Jefferson County Soil
Conservation District as requested. Commissioner George Brown seconded
the motion. The motion passed by a unanimous vote.

Tuesday Februarv 2, 1988: Assessor, Treasurer. Plannina
Prosecutina Attornev and Public Works Department re: 1) Railroad
Proper tv and 2) Mappina and Chanae in Procedures in the Assessor's
Office: Railroad Property: Assessor Jack Westerman submitted a memo
outlining how applications for segregation and assessment of the
railroad corridor property will be handled by the County offices
involved. The following will be required when any railroad quit claim
deed is taken by the Assessor's Office as an actual conveyance of title
ownership:
1) Payment of the 1988 taxes to the Treasurer by the
railroad being segregated.
2) Approval of the Planning Department that all of the
requirements of the subdivision ordinance have been met
on the proposed segregation.
3) Notification of the 'Prosecuting Attorney regarding the
segregation and if the quit claim deed constitutes
actual transfer of fee simple title ownership.
Mappina and Chanaes in Office Procedures in the Assessor's Office:
Jack Westerman submitted a draft memorandum that he will send to the
public outlining changes in services offered by the Assessor's Office
due to fiscal limitations. The six items listed, he added, are due to
the loss of the cartographer position. The lack of accurate maps for
the major portions of Jefferson County causes problems as follows:
1) Measuring segregation from meets and bounds descr,fptions
when surveys are not included can not be done accurate-
ly.
2) The Assessor I s office will not be able to police
segregation with respect to their compliance with the
Subdivision Ordinance.
Chairman Brown asked what has changed from the past when the County did
not have a cartographer and how were these situations handled then?
Jeff Chapman, Office Supervisor for the Assessor's Office explained
that many years ago the County had a cartographer (in the 1940's) who
did the maps that are currently used. In later years when there was
not a cartographer on staff, the Assessor's Office staff would sketch
in property ownerships on the maps, in an attempt to make do without a
cartographer, and many of them were not correct. The County can no
longer make do with this system because the maps have been found to be
inaccurate, they are linen maps which are no longer reproducible, and
many of the maps are torn and have been taped together.
