Resolution Ifo. 10-88 setting the Public Hearing date for proposed budget
extension/appropriations as requested by the Assessor. Auditor, cooperative
Extension, Health, Human Services, Juvenile Services and Prosecuting Attorney
for July 25, 1988 at 10 :00 a.m. Commissioner George Brown seconded the
motion which carrie~ by a unanimous vote.

PUBLIC WORKS
AGREEMEIfT re: Flood Control Assistance Account ProGram: Washincrton
State Department of Ecolocrv: Public Works Director, Gary Rowe, explained
that this agreement is for funding'to develop a Flood Control Management Plan
for the Dosewallips and Big Quilcene River basins. The first phase of the
plan is to be completed by June 30, 1989, with the second phase due by June
30, 1990. The total project cost is estimated at $80,000 of which 15% will
be provided by the Department of Ecology.

CALL FOR BID re: Grouting' Around the Windows at the JeffersOn
County Jail: The bid call for grout to be placed around the windows at the
Jefferson County Jail Facility was approved and the bid opening set for 10:30
a.m. on July 25, 1988 by motion of Commissioner George Brown, seconded by
Commissioner Dennison, which carried by a unanimous vote.

Certification re: ADDlication for Trust Fund Loan: Public Works
Trust Fund. Washinaton S'tate Devartm.ent of COJDDltUd'tV DevelolJlDBnt: This
Certification, Gary Rowe reported, states that the County is qualified to
apply for a Public Works Trust Fund low interest loan for a project to
improve a segment of the Beaver Valley Road between Oak Bay Road and Larson
Lake Road.
Commissioner Dennison moved to approve the application for a Public Works
Trust Fund Loan and to sign the Certification as presented. Commissioner
George_Brown seconded the motion which carried by a unanimous vote.
Water at BrinnonSenior Center: Property Manager, Carter Breskin,
reported that the Health Department has tested the water from the well at the
Brinnon Senior Center due to complaints received about the potential side
effects from drinking the water. The water test came back satisfactory.
SWiJDDlina at Lake Leland Park: Carter Sreskin reported that the
County has a cooperative agreement with the State of Washington for Lake
Leland Park (signed in 1911) which states that the Park will be kept open for
swimming and that the State will be held harmless for this activity. The
County's Insurance Broker has advised that the insurance carrier will not
cover the swimming activities at the park. Carter Breskin will check into
renegotiating this agreement with the State and also have the insurance
broker check to see if another insurance company will provide this coverage.

Final Subdivision. AlJDroval: Kala Point Division Bumber 10 : Bill
LindePtSD, A.lmlicant: Senior Planner Rachel Nathanson explained that this
subdivision encompasses 11 acres and divides it into 22 residential sites.
Preliminary plat approval was granted on February 11 , 1985 contingent on
eleven conditions. All of these conditions have been satisfied, and the
necessary County departments have reviewed the final plat and found it
consistent with the provisions of the Subdivision Ordinance. The Planning
Commission recommends that final plat approval be granted.
Commissioner Dennison moved to issue the final subdivision approval for Kala
Point Division No. 10 as recommended by the Planning Commission. Commis-
sioner George Brown seconded the motion. The motion carried by a unanimous
vote.

moved to approve the Professional Services Contract with Mary Tudor, R.N.,
M.N. to provide consulting services to the Health Department. Commissioner
George Brown seconded the motion which carried by a unanimous vote.

between the Human Service Department and the Department of Social and Health
Services for the 1989 ADATSAAssessment Funds as submitted. Commissioner
George Brown seconded the motion. The motion carried by a unanimous vote.

Application for License:i!lental Heal<th Division: Washinaton state
DeDartmen<t of Social and Health Services: Commissioner Dennison moved to
have the Chairman sign the Application for License for the Mental Health
Division of Human Services with the State Department of Social and Health
Services. Commissioner George Brown seconded the motion. The motion carried
by a unanimous vote.

.Budae<t. Transfer Reaueirt: Commissioner Dennison moved to approve
and sign Resolu<tion No. 71-88 authorizing the budget transfers requested by
the Prosecuting Attorney's Office. Commissioner George Brown seconded the
motion which carried by a unanimous vote.
ASSESSOR
BmDlovee Promotion: Commissioner Dennison moved to approve the
promotion of.Bob Sholdin the Assessor's Office from the position of Senior
Residential Appraiser to Commercial Appraiser. Commissioner George Brown
seconded the motion which carried by a unanimous vote.

Satelli te SVstem: WashinatoD State UD1versitv Cooperative Extension:
Cooperative Extension Agent, Sally Weinschrott presented an agreement for the
Board's approval for the acquisition.of a television satellite system from
Washington State University. The system consists, Ms. Weinschrott reported,
of a satellite dish, a VHS recorder, a 21 inch television set, an equipment
cart, and the necessary programing fro. WSU. The satellite dish will be
installed at the Tri Area CQmmunity Center.
Commissioner Dennison moved to approve and authorize the Chairman to sign the
Agreement with Washington State university Cooperative Extension for the
satelli tesystem as pres en ed. Commissioner Geor'ge Brown seconded the motion
which carried by a unanim us vote.

State Association of Counties: Funding in the amount of $189.00 was approved
for the Washington. County Research Center as requested by the Washington
State Association of Counties, by motion of commissioner Dennison, seconded
by Commissioner George Srown. The motion carried by a unanimous vote.
APPROVAL OF MlBUTES: The Minutes of June 21, 1988 were approved
as read by motion of Commissioner Dennison; seconded by Commissioner George
Brown. The motion carried by a unanimous vote.
