MINUTES
WEEK OF JULY 25, 1988
Chairman B. G. Brown calleq the meeting to order in the presence
of Commissioner Larry W. Dennison and Commissioner George C. Brown.
HEARING re: Proposed Budaet Appropriation/Extensions, Various
Coun'tV Departments: Chairman Brown opened the public hearing for the
proposed budget appropriations/extensions requested by the following County
departments: Assessor $23,161.18: Auditor/Elections $1,906.19: Cooperative
Extension $540.58: Health $14,521. 00 : Mental Health - Human Services
$24,000: Developmental Disabilities - Human Services $10,990.00: Juvenile and
Family Court Services $9,000.00: and Prosecuting Attorney $11,105.50.
Hearing no public comment the Chairman closed the hearing. Commissioner
Dennison moved to approve and sign Resolution No. 76-88 ordering the budget
appropriations and extensions as requested. Commissioner George Brown
seconded the motion which carried by a unanimous vote.
Mr. Alex Beraeson re: Emil Road: Mr. Bergeson came before the
Board to ask that Emil Road not be vacated or abandoned by the County and
that the County maintain the road. The Board advised Mr. Bergeson that they
would check further into the status of this road and report back to him.
Public Works Director Gary Rowe then explained that a portion of this road
is listed on the County Road Log. Some property owners in this area claim
that the road goes 200 feet further than the portion that is maintained by
the County. The Public Works department will research their records and make
a site inspection and report back to the Soard at a future date.

BID OPENING re: Groutinaand Caulkina of Windows at the Jefferson
Countv Jail: Public Works Director, Gary Rowe, opened and read the bid
received for grouting and caulking the windows at the jail as follows:

After discussion of the ineed for grouting of all the windows, Commissioner
George Srown moved to accept the bid presented. Commissioner Dennison
seconded the motion which carried by a unanimous vote.
AGREEMENT. SUP1j)lement No. 2 re: Preliminary Enaineerina, CR0799,
Upper Hoh Road; Northwes1:ern Territories, Inc.: This supplement to the
agreement with Northwest~rn Territories, Inc. is for an extension of time on
the contract, Gary Rowe reported, to allow them to do flagging and marking
of right-of-way as requ~red by the State Department of Natural Resources.
There is no increase to the cost of the contract.
Commissioner Dennison moved to approve the Supplemental Agreement wi th
Northwestern Territories, Inc. as submi tted. Commissioner George Brown
seconded the motion. The motion carried by a unanimous vote.

AGREEMENT re: TemPOrarv Help; Karen Bailev:. This agreement is for
Karen Bailey to provide supervision and testing for the striping contract,
Gary Rowe reported. Commissioner Dennison moved to approve the Temporary
Help Agreement with Karen Bailey for $9.19 per hour. Commissioner George
Brown seconded the motion which carried by a unanimous vote.
HEARING NOTICE're: Petition to Vacate a of Portion of Willow Street
Lvina Adjacent to Lots 27 and 28 of Block D and Lot 19 of Block E; Paradise
View Estates: Commissioner Dennison moved to approve the hearing notice and
set the public hearing for August 15, 1988 at 10:30 a.m. on this petition to
vacate county road righ~-of-way. Commissioner George Brown seconded the
motion. The motion carried by a unanimous vote.

NOTICE OF COMPARATIVE BID PURCHASE; 216, 12 foot. 4 Inch bv 4 Inch
Brown Tone Treated Sian POsts: Gary Rowe reported that three quotations have
been received for supplying 216 brown tone treated sign posts: Carl's
Building Supply $6.99 pe~ post; Hadlock Building Supply $1.90 per post, and
Port Townsend Lumber $6.80 per post. Commissioner Dennison moved to approve
the purchase of the sign posts from Port Townsend Lumber after the notice has
been posted for the reqUired period of time. Commissioner George Srown
seconded the motion which carried by a unanimous vote.
PETITIONS To Name Private Roads: Lindsev Road, Dietz Drive and
Smith Lane: These three,requests for private road name changes are all for
portions of a road off of the Hazel Point Road. Mr. & Mrs. Dietz were sent
a letter explaining the 'Department's concern about having three different
names for portions of the same road, Gary Rowe reported. Naming the road in
this manner could cause problems for emergency services organizations being
dispatched to the area ~ i The Board advised that they will contact the
petitioners about these requests.
ReQUest from Solid Waste Advisorv Committee; 1) Review of the
Septaae Manaaement StudY and 2) Recommendation' on Allowina Alternates to
Serve for Members of the,SWAC Committee: Property Manager, Carter Breskin,
reported that the members of the Solid Waste Advisory Committee have
requested to be allowed to review the septage management plan and ordinance
before the County takes ~ny action on these ite~s.

The SWAC Members also voted at their last mee iing, to recommend that the
Board disallow the use !of alternates to sit n fQr appointed committee
members. This is noted i~ the Solid Waste Adviso y Committee By-Laws and the

Committee members would like to see it removed. Commissioner Dennison moved
to approve the change in the Solid Waste Adv.isory Committee By-laws as
requested. Commissioner George Brown seconded the motion which carried by
a unanimous vote.
Discussion of Block Grant Application for the Port Townsend
Communi'tV Center Renovation Project: Gary Rowe reported. that a public
hearing will be scheduled later in the year regarding whether or not the
County should 'submit a block grant application to the State Department of
Community Development for the Port Townsend Community Center renovation
project. Only one block grant application per year is allowed per County, and
the public hearing is held for the Board to make a determination that this
application is the one the County prefers to present if there are competing
applications being considered.
Discussion re: Lake Leland Coun'tV Park: Swimmina: (See also Minutes
of July 111 1988) Carter Breskin reported that she and Warren Steurer have
checked with other counties regarding their policies on swimming at County
parks, and insurance coverage for this activity 1 and found that. other
count.ies are facing the same problems. A written policy needs to be
developed with input from the Prosecuting Attorney, the Sheriff, the Superior
Court Judge and the Parks Manager, Ms. Breskin added. She suggested that
"Swim at Your Own Risk" signs be placed around Lake Leland.
Commissioner Dennison stated that the county's insurance carrier has advised
that the County has the following options with regard to this insurance
coverage: 1) Put up "No swimmingfl signs, 2) Provide lifeguards at the Lake
or 3) Drop the insurance coverage. After discussion of the options and the
County's liability, the Board directed that Homer Smith be contacted about
finding another insurance carrier for this coverage.
Later that Dav: Homer Smith III came before the Board to clarify the
insurance carriers position on swimming at Lake Leland. He reported that if
the County places fiNo Swi~ingfl signs at the Lake the insurance will cover
the County's liability if someone drowns. If a lifeguard is on duty at the
Lake, the liability would also be covered even if someone drowns when the
lifeguard is not on duty. The insurance carrier only cited swimming at Lake
Leland because that is the only County park which has swimming advertised in
a brochure.
After discussion of the options available to the County, the Board directed
that a lifeguard be hired ror the Lake Leland Park for the months of August
and September. The hours the lifeguard will work will be determined at a
later date. Homer Smith III will notify the insurance company that the
County is hiring a lifeguard for the Lake Leland Park.
PoliCY re: Fires on County Park Beaches: Carter Breskin reported
that she has had an inquiry about the County's policy on beach fires. There
is no written policy on beach fires, she added. Fires are not allowed on the
State and National Park beaches. Commissioner Dennison moved to put the
policy that fires will not be allowed on County Park beaches, into writing.
Commissioner George Brown seconded the motion.

DC-53-0001-8502: Washinaton State Department of community Development: The
Chairman signed the final grant closeout report for the Srinnon Senior
Center.

HUMAN SERVICES
Ella Sandvia, Coordinator. Human Services re: Budaet Adjustments
for Salaries Fundina: Ella Sandvig explained that eight of the sixteen
employees of the Human Services Department have their salaries spread among
several programs. This requires that time studies be done two to four times
per year to determine what portion of those employees salaries should be
charged to a particular program. The Board suggested that Ms. Sandvig work
with the Auditor to devise a better method to keep track of the employee
costs per program.
PLANNING AND BUILDING
Shoreline Manaaement Substantial DeveloPDlentPermi t SSDP88-009 :
Improvement and Maintenance Dredaina . Snow Creek Research Station: Washinaton
State Degartment of Wildlife, Applicant: Associate Planner, Jim Pearson,
reviewed this shoreline permit application to construct improvements to the
State's Snow Creek Research Station which is located approximately one mile
south of Discovery Say on Snow Creek. The improvements center around the
sediment basin and are being made to allow removal of sediment upstream from
the station's fish weir. The sediment basin is filling up which causes the
water to flow around both sides of it and cause fish to flow over the fish
weir. The proposal is to construct a temporary low f low bypass pipe
(hydraulic check structure) so that there will be no water flowing through
the sediment basin to allow it to be dredged. This work is planned for the
end of August or the beginning of September before Chum salmon start coming
up the creek, and to assure that there are no fish eggs in the sediment.
Since Chum salmon, which run up this creek, are very sensitive and will quit
running if they encounter barriers or step grades, another amendment to this
proposal is being requested. The applicant would like to place another
hydraulic check structure 15 to 100 feet further up the creek as needed.
The third part of this proposal is to construct a flood flow bypass channel
. after (the dredging is done, Jim Pearson added. This channel would be 20 feet
wide and two feet deep. This would divert high flood waters from running out
onto the adjacent properties. Some fencing would be placed at the upper end
of the flood flow bypass consisting of small logs that would be attached by
cables into the creek. This facility has the longest continuous history of
monitoring the fish population of any place in the Western United States.
Jim Pearson then reviewed the suggested conditions for this project and the
Shoreline Commission's recommendation to approve the permit for the amended
project.
Commissioner Dennison moved to approve Shoreline Substantial Development
permi t #SDP88-0009 with the conditions as recommended by the Shoreline
Commission. Commissioner George Brown seconded the motion which carried by
a unanimous vote.
Variance Reauest: Buildina.. Setback, West Maude Street: Denver
Shoop. Applicant: Mr. Shoop is requesting a ten foot variance from a twenty
foot setback requirement from West Maude Street in Irondale to build a 40
foot by 24 foot house with garage. The Public Works Department inspected the
site and has no objection to the variance being granted. Commissioner
Dennison moved to approve the setback variance as requested. Commissioner
George Srown seconded the motion which carried by a unanimous vote.

AGREEMENT re: 1988-1989 Swimmina Pool Rental; Port Townsend School
District #50-: Commissioner Dennison moved to approve the agreement with Port
Townsend School District #50 for use of the swimming pool for County
Recreation programs from September 1, 1988 to August 31, 1989. Commissioner
George Brown seconded the motion which carried by a unanimous vote.
The meeting was recessed at the end of the business day on Monday
and reconvened with all Board member present on Tuesday.
Marv Gaboury, Auditor and Chairman of the Salary Administration
Committee re: Salary Administration PolicY Adoption: Mary' Gaboury, Chairman
of the Salary Administration Committee, presented the final copy of the
Policy and Procedures Manual and the Job Description Manual for the County's
Salary System as adopted by Resolution 5-88 on January' 11, 1988. She
reported that the Salary Administration Committee and the Employees Guild
have reviewed and, after revisions were made, approved both of these manuals
which are now submitted for the Board's adoption. The job descriptions
include identification of Fair Labor Standards Act exempt positions.
A copy of each of these manuals will be kept in the Commissioner's Office and
by the Chairman of Salary Administration Committee. Mary Gaboury reported
that she will send a letter to the Employees Guild requesting that a summary
explanation of the salary system be. developed that can be given to each
office.
Commissioner Dennison moved to accept the final copy of the Salary Ad~
ministration Policy and the Job Description Manual as presented, and
congratulate Mary Gaboury, the Salary Administration Committee and Lorna
Delaney for their work. Commissioner George Brown seconded the motion which
carried by a unanimous vote.
