MINUTES
WEEK OF AUGUST 22, 1988
The meeting was called to order by Chairman B. G. Brown in the
presence of Commissioner Larry W. Dennison and Commissioner George C. Brown.
Auditor, Marv Gabourv re: Salary Administration Committee
Recommendations and Compensatory Time in Lieu of Pay for Employees: Mary
Gaboury submitted two letters of recommendation for the Board's considera-
tion:
1) The Salary Administration Committee (SAC) recommendation that
the Salary Administration Policies be amended as follows:
Section IX. Salary Administration Policies, F. (Page 5) Hire
Rate - by adding "A job performance review shall be conducted
after the new hire completes a six month probation period."
"A job performance and step increase review shall be conducted
after the new hire completes one year service.1I
Section VIII Preparing Job Descriptions, Summary, Page
1 by adding lilt identifies exempt status and
classification, executive, administrative or profes-
sional, according to the Fair Labor Standards Act.1I
Commissioner Dennison moved to approve the addition of the amendments to the
Salary Administration Policies as recommend d by the Salary Administration
Committee. Commissioner George Brown secon ed the motion which carried by
a unanimous vote.
2) Mary Gaboury then asked the Boar to review the issue of
employees being given compensato y time off in lieu of
overtime pay and to establish a wr tten policy. The Auditor
suggested that the Board meet wit the Prosecuting Attorney
to review the information she h s presented, the County
Personnel Policy, and the Union an Guild Contracts and then
establish a written policy. Form should be developed that
would be signed by employees who c oose to take comp time off
in lieu of pay.

PUBLIC WORKS
Intent to Establish County Road; Montaomery Street. Harrisbura
Addition. Irondale: Public Works Director, Gary Rowe, explained that two
years ago Marvin Coulter was given permission to open Montgomery Street to
provide access to several houses he was building in this area. One of the
requirements for opening this road was that it was to be done to County
standards. The road has been constructed to County specifications and it
now needs to be established as a County road.
Commissioner Dennison moved to approve Resolution No. 84-88 to set the public
hearing for the intent to establish Montgomery Street in the Harrisburg
Addition to Irondale as a County road for September 12, 1988 at 10:45 a.m..
Commissioner George Brown seconded the motion which carried by a unanimous
vote.
Establishina CS0161; Portaae Canal Bridae Fenders Replacement
Project: This project to replace the bridge fenders on the Portage Canal
Bridge will have 80% funding through the Bridge Replacement program, Gary
Rowe reported. The total project is estimated to cost $283,000. Commis-
sioner Dennison moved to approve Resolution No. 85-88 establishing CS~761 for
the Portage Canal Bridge Fenders Replacement project. Commissioner George
Brown seconded the motion. The motion carried by a unanimous vote.
Clearwater Annex Conservation Loan; Gravs Harbor County POD #1:
Property Manager, Carter Breskin, reported that in checking with the Grays
Harbor County PUD on their program to provide the Clearwater Annex energy
improvements, she found that of the total cost of the conservation measures,
is $5,999. Grays Harbor County PUD would pay $2,616.00 and the County would
pay $3,383.00. The County would recoup their costs from these conservation
measures over the next five years.
Oak Bay/Flaaler Road (CS0738) Intersection Plans: Gary Rowe
explained that the Oak Bay/Flagler Road Intersection plans have been reviewed
and approved by the State Department of Transportation. Gary Rowe then
reviewed the plans for the Board. Commissioner Dennison moved to approve the
Oak Bay/Flagler Road Intersection plans as presented. Commissioner George
Brown seconded the motion. The motion carried by a unanimous vote.
License to Use Coun Road Ri ht-of-wa . Hiller Drive' Audre
Seidel: Gary Rowe submitted a letter to t e Board regarding the issuance of
this license and Mrs. Seidel's use of the ight-of-way, as well as a copy of
the recommendations that he suggest the Bard adopt as a policy for issuing
licenses to use right-of~way. Mrs. Seidel is currently using the right-of-
way for activities that are not covered in the license she was granted. Mr.
Rowe stated that he feels that licenses t use right-of-way should only be
granted for property adjacent to the prop rty owned by the license holder.
Discussion followed on the issues involved in the issuance of these licenses.
Gary Rowe suggested that Mrs. Seidel's Ii ense be re-written to reduce the
area she is allowed to use. Commissio er Dennison moved to deny Mrs.
Seidel's request to be allowed to have hicken pens on the right-of-way.
Commissioner George Brown seconded the mo ion which carried by a unanimous
vote. The Public Works Department will ad ise Mrs. Seidel of this action and
check into redefining the area of righ -of-way that is covered in her
license. .
Brinnon Senior Center: Chairm n Brown read a Memo from Carter
Breskin, Property Manager regarding the in kind grant funding ($7,500) which
the County was to provide for the Center w s to include a community park with

picnic tables and landscaping. This work was to be donated by the Brinnon
Senior Organization. To date, nothing has been done on this project. The
Chairman directed the Clerk to send a of the Memo to Ole Brekke,
Chairman, of the Brinnon Senior Organizat
Gary Rowe asked if there was a budget for he Brinnon Senior Center fund that
the Board established? He added that ills have been submitted by the
Brinnon Senior Organization for reimburse ent. The Board advised that they
would check into this further.
Ins ection of the Elevator in the Courthouse: Carter Bresldn
reported that last year a five year sa ety load test should have been
performed on the Courthouse elevator but W s not. The County now has ninety
days to have this test done. The cost estimate from u.s. Elevator is
$1,007.00 plus sales tax. Commissioner Ge rge Brown moved to authorize U.S.
Elevator to perform the five year saf ty load test on the Courthouse
elevator. Commissioner Dennison seconded the motion The motion carried by
a unanimous vote.
Memo from Al 3akeway res Remova~ of Shelter from the County Park
in Quilcene: Chairman Brown read a memo from Al Jakeway who serves on the
QuilceneCommunity Center Advisory Board tating that they strongly object
to any plans to have the shelter removed rom the park in Quilcene. Carter
Breskin stated that there has been a rumo going around that this building
would be torn down, but it is not true. he building will be inspected.

Planner, Rachel Nathanson reviewed these three short plats which are all
located off of Old schoolhouse Road in Gardiner. Mr. Levine received
approval for an alternative sand filtrati n sewage disposal system that is
located adjacent to his existing acreage on Short Plat No.1. Jefferson
County PUD No. 1 now owns the sewage dispo al system. Lots 3 and 4 of Short
Plat No., 1 have approval for individual eptic systems. All of the other
Short Plat lots will be required to hook up to the sand filtration sewage
disposal system.

Applicant: Assistant Planner, Jim Pearson, reviewed the Shoreline Commission
findings and recommendation for this pro osal to construct a beach access
system using a trail, three decks, and connecting stairways for private
recreational use on Dabob Bay on the Toand s Peninsula south of the adjoining
Camp Discovery. The Shoreline Commissio unanimously recommends that the
Board approve the permit with the conditi ns as presented.
Commissioner Dennison moved to approve the Shoreline Substantial Development
Permit with the conditions as develop d by the Shoreline Commission.

unanimous vote.

to Construct OVerflow Channel on the Dosewallips River to Reduce Flooding at
the lazy C Ranch: Jefferson County Public Works Department. Applicant: This
proposal, Jim Pearson reported, is to gra4e approximately 2,000 cubic yards
of g~avel from an area adjacent to the exlisting channel of the Dosewallips
river at the Lazy C Development in' Bri on. The mouth of an old river
channel will be excavated to allow high water flow to go into it. Mr.

Director, David Goldsmith reported that the Shoreline Commission will be
conducting a public hearing on the draft pdate of the Shoreline Management
Master Program on August 31, 1988. Th Department of Ecology has made
comments on the County's Shoreline Program amendments and each of those items
has been addressed by David Goldsmi th, in a Memo to the Soard and the
Shoreline Commission.
David Goldsmith asked that the Board rev ew the DOE comments and his memo
regarding those comments before the final 'Idraft of the Shoreline Management
Master Program is reviewed by them.
