Rowe MIRUTES week of March 9, 198'1 Chairman Larry W. Dennison called the meeting to order in the presence of Commissioners B.G. Brown and George C. Brown. Gabriel McCormick, Board of Advisors, Anawim House re: ExDansion of Services: The Anawim House, Mr. McCormick reported is an emergency shelter program in Port Townsend. The services provided need to be expanded and the State Department of Community Development is administering federal grant monies that are available for this type of project. Mr. McCormick asked that the Board write a letter to DCD and request the Request for Proposal. The proposal drawn up by Anawim House would be submitted to the Board for their approval before being submitted to DCD. Commissioner B.G. Brown moved to send a letter to the State Department of Community Development advising them that the County is interested in the Emergency Shelter Grant Program. Commis- sioner George Brown seconded the motion. Desianatinq J'efferson County a "Nuclear Weapons Free Zone": Commissioner B.G. Brown moved to bring the proposed Resolution to designate Jefferson County as a "Nuclear Weapons Free Zone" off the table for consideration by the Board. Commissioner George Brown seconded the motion. In light of all of the information presented by the Navy and that gathered through the public hearing process, Commissioner B.G. Brown moved to deny the resolution because he feels that it is not well written, its' intent is not clear, and if it is felt that a resolution is needed to reflect the feelings of the citizens of the County, it should be developed at a later time and be put to a vote of the people. Commissioner George Brown seconded the motion. Commissioner B.G. Brown clarified his motion by stating that he intended that if an adequate resolution is developed which defines the issue so that it is clear to the public, he would be in favor of having such a resolution go before the pUblic for a vote. Chairman Dennison added that he has no problem with the idea of referring the issue of handling and storage of nuclear weapons in Jefferson County to a vote of the people. He would like to see the vote as part of the next regularly scheduled general election, and would be willing to work on drafting a resolution for that purpose. Chairman Dennison then asked that the other two Commissioners also help with the drafting of such a resolution in order to avoid the same type of problem that they feel currently exists in the wording of the resolution that was denied. Chaitman Dennison then called for the question with the vote being both Commissioners Brown in favor of the ~ motion to deny the designation ofl3efferson County as a Nuclear Weapons Free Zone, and Chairman Dennison voting against it. Brown, seconded by Commissioner George Brown. Sberiff Mel Mefford. Maraie Meyers, Mike Todd and otber ReDresentatives of Pacific Northwest Bell re: Installation of new teleDbona sw1tcb1na system: Mr. Todd, Construction Manager for Pacific Northwest Bell introduced Vern Sandeen, Installation & Maintenance Supervisor; John Pickett, of the Switching Office; Don Kersto, In- staller/trainer in Port Townsend; and Margie Meyers, Coordinator. Mr. Todd then explained that new switching systems are being installed in the State of Washington. The new switch which is really a computer will serve all PNB customers in the County from Port Townsend. This meeting was arranged to explain what this new switch will do to the phone service in the area. John Pickett then explained that the new switch will transfer all calls electronically rather than mechanically. Call forwarding, call waiting, three way calling from one line, and speed calling will be allowed when the new switch is operational. There will be no change in the charge for basic service because of the new switch. If a customer has a touch tone phone, however, and is not paying for that service they will have to sign up and pay for that service. The current switching system has touch tone available so people with touch tone phones can use it. The new switching system will have to be programmed for each feature that a customer desires. This switching system change is being made to update this office to "state of the art" SWitching in order to stay ahead of the competition and offer all the most recent developments in communication, to local customers. Because of the complications involved in changing equipment, the Sheriff will be advised of the precise time that the switch will be made, and office to answer questions and resolve problems at that time. A customer who has a touch tone phone and is not signed up for touch tone service will not be able to use their phone after the new equip- ment is installed until they sign up for it. The new switching system will also allow access to any of the long distance carriers that are currently available. Every customer will be required to choose a long distance carrier and when they dial 1 for long distance they will have instant access to that carrier. Bill Banks. Water Oualitv re: Fundina' for Loans to Low and Moderate Income Families for ReDlacement of Failina SeDtic Systems: Bill Banks and Chairman Dennison explained that they had attended a workshop held by the Department of Community Development on Block Grant Programs. The discussion continued regarding the funding needed and where it might come from to allow the loan program for the replacement of failing septic systems in the County to continue. Bill Banks will do more research on the DCD Grant and possible other funding sources and report back at a later date. Jean Phillios. President. Lorie Jensen & Members of the "Wild River ConservancY" re: OlVIDoic National Forest Resource Manaaement Plan: Jean Phillips reported on the following aspects of the Forest Service Resource Management Plan: o Recreation: The County Comprehensive Plan states that County revenue should be spent for park and recreational facilities for County residents while parks and facilit- ies primarily used by out of county residents should be funded, managed and maintained by State and federal park authorities. This does not mean that the area would be exactly a quarter mile along the river, it would be an average of 320 acres per mile of river, which is a much larger impact than is indicated. The main concern is the complete loss of private lands through scenic or conservative easements. The land could be purchased by the government at a percentage of its market value . This land" when purchased by the government, could not be taxed by the County. No businesses would be allowed in the that corridor. The Dosewallips and Duckabush Rivers are being discussed in various plans. There would also be an impact on the ability to sell property in this corridor because there are very strict rules and regulations on the sale of property. Gary Phillips, Phillips Logging, explained that the "alternative seed", portion of this plan which is preferred by the Forest Service, would reduce the annual timber harvest in the Quilcene and Hoodsport dis- triots by 80%. The Forest Service estimated in its' Spotted Owl Study that there would be a loss of 25.9 primary and secondary jobs per million board feet of lumber, which includes Forest Service personnel. In the EIS the Forest Service used 11.9 jobs per million board feet of timber as the multiplier. This means a loss of 360 to 3'10 jobs with most of those being lost in Jefferson County, because the Forest Service has decided that the east side of the OlYmPic Peninsula would be better utilized in three areas: scenic quality, primitive and semi- primitive areas and wildlife habitat. With the 990,000 acres of OlYmPic National Park and 9,000 acres of Forest Service Wilderness ('10% of the Federal land on the Peninsula is wilderness or park now) it is felt that there are enough of these areas. Commissioner George Brown reported that research shows that there are 1,805 square miles in Jefferson County with a total of 1,20'1 of that being owned by the federal government and 302 square miles is owned by the State. If more land is taken by this proposal and put into the Wild and Scenic Rivers designation, the County will have even less taxable land. Mr. Phillips stated that from a logging standpoint this proposal would eliminate logging on Forest Services Lands because the cut will drop down so drastically that the loggers will not be able to maintain the type of equipment that the Forest Service demands be used because of environmental standards. Mr. Phillips asked that the Board draft a letter in response to this plan that states that the logging industry and timber base is needed for the communities in the County. Gene Seton said that he has been fighting this for ten years. "If we lock up the public timber, it makes the big company's timber base more valuable. The taxes from timber sales is our public money which supports our schools, county roads and our community." Mr. Seton urged the Board to write to ,the Porest Service stating support for either their Plan B or a plan that does not include scenic rivers. Louise McDonald added that a Forest Service Representative had ex- plained to her that once land is put into the Wild and Scenic designa- tion it is no longer under the oontrol of the Forest Service. Lori Jensen added that all of the taxes from the property along these rivers will be lost to the County if this land is designated as part of the "Wild and Scenic Rivers Act". The process, Jean Phillips explained, is that the Forest Service will adopt one of the proposed plans and recommend that the Duckabush River be a "Wild and Scenic River". This recommendation would go to Congress would have to pass a bill to study that river. Mr. Phillips asked if the Board would like to also make a request to the Governor and to Mr. Stubblefield who is the head of the Forest Service in the Hoodsport area, that a specific economic impact breakdown by County on the preferred alternative forest plan that is under con- sideration be done. The Forest Plan estimates that about 200 jobs will be lost in the Olympic National Forest as a result of the reduced timber cut, which will be reduced from 298 million board feet to 186 million board feet. It is also estimated that .4* of the wo~k force on the Peninsula will lose their jobs which is a reduction of around $4 million of payroll during the first decade that the plan is in effect. There is a wide range of opinion on what the actual job loss and economic loss will be from the implementation of this plan. The Forest Plan gives figures for the whole National Forest on the Olympic Peninsula and does not breakdown the loss figures on jobs by County. A breakdown on loss of forest monies to the County was done however. Under the current management plan, there is a return of $4.4 million to the County while it is projected that the preferred alternative plan under consideration would return approximately $S.5million. It is estimated that the work that is needed on the Dosewallips anQ Big Quilcene Rivers will cost about $80,000.00. There is approximately $15,000.00 available locally through the two flood control districts. PLADING Reauest for Revision of a Shoreline Substantial DeveloDment Permit .SH-23-82R Rock Point OvateI' COmDany: Rock Point Oyster Company is asking for a revision of their current Shoreline Substantial Development Permit, Associate. Planner, Bob Duffy, reported, to sub- stitute four small tanks for one of the large tanks which was authori- zed previously. The small tanks would be used for growing algae which is then fed to the oysters that are being raised in the large tanks. The original permit allowed the applicant to place seven 4,200 gallon tanks and this new revision would mean only six large tanks would be allowed with the four smaller tanks. The Planning Department recom- mends that the revision be approved as presented since it is within the scope of 'the project and meets all of the criteria for a revision. Commissioner B.G. Colwell Street Vacation: Hadlock: Dick Shold: Mr. Shold received approval to open up Colwell Street right-of-way in Hadlock ";.' (See also Minutes of ) Rachel Nathanson, Senior Planner, reported. Mr. Shold is proposing to put a planned commercial development on the lots surrounding Colwell Street. In review of the planned development it was suggested to Mr. Shold that he vacate Colwell Street to use that area for parking. Mr. Shold does not want to vacate the lot lines along with the right-of-way because he would like to sell some of these lots. The Road Vacation Ordinance allows for this provided that there is proper access easement to those lots and the Planning Department asked if the Board would be will to consider this variance to an unstated policy. Commissioner B.G. Brown stated that if Mr. Shold receives approval of the vacation and goes ahead with his planned unit development then that vacated right-of-way will be used for whatever he plans for it. A condition of the approval of the planned unit development could be that the lots are provided access. Mr. Shold has been advised that the vacation of the right-of-way would require compensation to the County at a rate of 50% of the assessed value of the property involved, Rachel Nathanson explained. The economic impacts of the proposed Management Plan are confusing, and Chairman Dennison stated that he is prepared to send a letter to the Governor asking that the State do a jobs impact analysis for each County that is x effected. Brown moved to have the Project Manager review the bid for accuracy and meetinge criteria for bid award. Commissioner George Brown seconded the motion. BID AWARD re: Brinnon Senior Center Septic System and Structural Repair: Bill Pollak made the following recommendations for bid awards (See also Minutes of March 2, 198'1): Installation of Septic System: Award to McClanahan Construction for $'1,889.00 plus tax. Structural Repairs: Award to McClane Construction for $26,880.00. In reviewing the specifications an error and an omission were found. In light of this Mr. McClane has submitted a quote of $4,160.00 plus tax to cover these two items, which brings the total amount of the bid to $31,040.00 plus tax. Mr. McClane was present and explained his past experience in this type of work for the Board. Commissioner B. G~ Brown moved to award the bid, and sign the contract, for the installation of the septic system to McClanahan Construction for $1,889.00 plus tax and for the structural repairs to McClane Construction for the total of $31,040.00 plus tax. Commissioner George Brown seconded the motion. Discussion ensued with Ole Brekke and other residents of Brinnon regarding the status of the Senior Center Project and the future funding for the project. Mr. Brekke asked that the Board attend a meeting in Brinnon on the first Thursday of April to discuss this project with the senior citizens. The meeting was recessed on Monday evening and reconvened Tuesday morning with all Board members present. Lee Weatherly, Superintendent of Pos~al Operations and Public Works Director Gary Rowe re: BastinQs Avenue & Discovery Road Addresses: The Superintendent of Postal Operations in Jefferson County, Lee Weatherly, stated that the City and County addressing overlaps in the Discovery Road area which is a problem. The City has numbered Discovery Road (inside the City) starting at San 3uan Avenue with numbers from 300 through 800. The City carriers deliver mail as far as Towne Point and any mail along Discovery Road beyond that is delivered by the contract route carriers. The contract carriers pick up County addresses starting with 2302 and continue out Discovery Road. The County just issued a 581 number to a property on the other side of the Jacob Miller Road. This number will cause confusion for mail carriers and the emergency response agencies. Gary Rowe, Public Works Director, explained that the City and the County use different numbering systems on roads with the .same name that run through the City and the County. The County's numbering system is based on the number of miles a property is from the beginning of the road, and all the emergency services people know by the address number where the property is located on the road. Laura Southmayd, Administrative Assistant, Planning Department, sug- gested that the road name in the County could be modified in some way from the name used within the City, such as Discovery Road west or east. After further discussion of the County's addressing system and the need to retain its' integrity, Mr. Weatherly agreed: that the use of a designa- tion of north, south, east or west would bel agreeable with the Post Office. He asked that when the residents are notified of the change in their address that emphasis be placed on the fact that they must use that specific designation to insure delivery of their mail and response by emergency vehicles. It was a consensus of the Board and those present that the name for the County portion of Discovery Road will be changed to South Discovery Road.
