Chairman Dennison opened the public hearing at the appointed time.
Treasurer Ila Mikkelsen reported that Juel Simonson will be the
Auctioneer at a cost of 15_ plus $350.00 for advertising. After
discussion regarding the best way to sell the crane located at the West
End, (auction or sealed bid) it was decided that the crane will be sold
at the auction. There being no one present to speak for or against the
proposed auction, Chairman Dennison closed the hearing. Commissioner
B.G. Brown moved to approve and sign Resolution !fo. 18-87 the findings
and determination for sale of surplus County personal property at a
public auction. Commissioner George Brown seconded the motion.
Resolu'tiODIIo.19-87 was approved by motion of Commissioner B.G. Brown,
seconded by Commissioner George ,Brown to give notice of the public
auction to be held April 25, 198'1 at 11:00 a.m. at the Hadlock Shop.

Manager, Bill Pollak, stated that because only one bid was received
after proper bid procedures were followed, and because the Engineer's
estimate of $36,'156.00 was more than 10_ under the amount of that bid
($62,950.00) he recommends that it be rejected and that the bid call be
re-adver'tised. The time for submission of bids should be extended to
allow'contractors to .eet the requirements of the bonding process.
Commissioner B.G. Brown moved to reject the bid received for the
installation of the water system at the Brinnon Senior Center and to
call for bids again with a four week period between advertising and bid
opening and to direct the Project Manager to determine if the
Engineer's Estimate is accurate. Commissioner George Brown seconded
the motion.

associated. (See ,lerter from DOE). The following concerns need to be
addressed on this project:
1) There is a question about whose jurisdiction these lots
are in -the Army Corps of Engineers or that of the
Shoreline Management Act. If it is determined that
this area falls under the jurisdiction of the Shoreline
Management Act it will mean that Mr. Reed must apply for
a Shoreline Permit before doing any work on these lots.
2) Adjacent neighbors in this area (Lots 5, 6, '1 and 8)
have expressed concern about any movement of earth'
because of problems with hydraulic loading.
3) Excavations or fill of 100 yards or more on a site are
required to be reviewed under the SEPA guidelines whether
they are in a wetland c~assification or not.
Mr. Reed and Mrs. Meredith stated that the adjacent neighbors have all
put fill on their lots also. Mr. Reed advised that if the Board would
like to postpone this determination for another two weeks, he would be
willing to have a Wetlands Ecologist look at the site and make a
determination.

drainfield. It is estimated that there are about 3,000 septic systems
in the Cou ty that would be eligible for this funding which would baa
total of $ 00,000.00. Because this loan program would be a revolving
fund it wo Id not require the full amount at one time. It would be an
on-going Pa09ram. The income limits for eligibility are determined by
80_ of the median income which means that a family of four with an
income $18 300.00 would qualify for this loan program under the
moderate come determination.
If the Co ty is interested in making a commitment to this loan program
and wants 0 proceed with the grant application the Board must,: 1)
Help formu ate the grant application, 2) determine a grant request
amount tha will be acceptable to the community and cover the needs,
and 3) hol the public hearings. It was a consensus of the Board that

eighty-sev n foot warehouse with an office extension. Being a whole-
