MINUTES
Week of May 26, 1987
Chairman Larry W. Dennison called the meeting to order in the
presence of Commissioner B.G. Brown and Commissioner George Brown.

Mefford re: Fundina the cost of the 911 Phone System: .1ohn Parker and
two other members of the .1efferson County Fire Commissioners' and
Secretaries Association came before the Board to discuss future funding
for the 911 phone system. Commissioner B.G. Brown explained that when
the 911 system was originally ordered by the County, the State legisla-
ture gave the County the authority to go toa vote of the people for a
$.50 per phone charge on phone bills to pay for the system. This issue
was put on the ballot in the County and the measure was defeated. This
was only a vote on how to fund the system but there was confusion among
the voters that it was to approve the installation of the system.
.1ohn Parker advised that t~e Fire Commissioners of the six east
.1efferson County Districts served by 911 would like to have a similar
measure put on the ballot again. It has been demonstrated, Mr. Parker
added, since the 911 system was installed, that it is a very important
system for this County.
The system is currently funded, Commissioner B.G. Brown added, by a 40%
contribution shared equally by the six east County Fire Districts and
the Port Townsend Fire Department, with the remaining 60% coming from
the Sheriff's Department budget of the County current expense fund.
Mr. Parker further stated that the Coast Guard currently has only three
response stations (Orcas Island, Seattle and Port Angeles) which leaves
Port Lu.dlow unprotected. The Fire Department in Port LUdlow has
offered free parking at the Fire Station and quarters (after the Fire
Hall is reconstructed), to the Coast Guard Auxiliary. The Fire
District plans to work very closely with the Coast Guard Auxiliary and
the Sheriff's Department to form a marine protection division of the
Sheriff's Department Search and Rescue. Providing these types of
services should help convince the people, Mr. Parker feels, that 911 is
a worthwhile system to fund.
The original funding agreement, Commissioner B.G. Brown reported, was
to continue as long as the system is operating. There was also a 40/60
split for the cost of the equipment, which has been paid except for an
amoun t the County had to absorb because there was a mistake in the
billing procedures between A.T. &:T. and United Telephone.
Carl Escene read from a Sheriff's Department letter to the Fire
District I s dated February 13, 1981, stating that after a five year

period there would bea reduction in the monthly ~aintenance costs.
Each Fire district is currently paying $921.00 per year which was
estimated to go to $493.00 after the five year period. These costs
were estimates based on the various phone company charges that year.
This letter explained the purchase of the equipment (radios, 911
equipment and the addressing system). Mr. Escene reiterated that the
Fire District's would like to see the phone bill funding for 911 put to
a vote of the people again.
Commissioner B. G. Brown stated that if this is put to a vote of the
people again, it's very important that the people understand what they
are voting for or against. There was confusion at the previous
election over the ballot issue as well as who would be receiving the
$.50 fee. Sheriff Mel Mefford stated that it is important to first
understand the system. The number of phone subscribers in the east
portion .of the County needs to be determined, so that how much funding
will be derived from the $.60 fee can be estimated. The Fire Dis-
trict's and the Sheriff's Department would need to promote this funding
measure.
.Chairman Dennison reported that the 911 costs the County current
expense budget $25,000.00 per year. The discussion continued regarding
the $.60 charge on the phone bill and how much funding it would raise,
if the rate could be made less than $.50 per month and how people
perceive this charge. Funding for 911 currently comes from property
taxes, whereas this fee on the phone bill would fund the system through
a utility tax.
Sheriff Mefford asked what the next step would be to have this issue
put on the ballot? The Board advised that they would be willing to put
this issue on the ballot and that possibly it would be best to work
toward the 1988 primary election. The int:ervening time can be used for
developing the necessary information and support as well as to plan
strategy.
AGREEMENT re: TYDewriter Maintenance 1987: Steve's Office
EauiDment: Commissioner B.G. Brown moved to approve the contract with
Steve's Office Equipment for maintenance of the county's typewriters
as listed. The term of the agreement is from May 1, 1987 to April 30,
1988. Commissioner George Brown seconded the motion.
Reauest: for PaYMent of Hotel/Motel Funds: Port Townsend
Chamber of Commerce: The request for payment from the Hotel/Motel
funds received by the County to the Chamber of Commerce was approved
for the first two quarters of the 1987 allocation, by motion of Commis-
sioner B.G. Brown, seconded by Commissioner George Brown.
ADJ)lication for Special Occasion Liauor License: 3efferson
Countv Pilot:s Associat:ion: Commissioner B.G. Brown moved to approve
the Special Occasion Liquor License as applied for by the Jefferson
County Pilots Association. Commissioner George Brown seconded the
motion.

AGREEMElft' re: CRe730. Rhodv Drive Overlav Project:: Consultant
for SurveYiDa Services: PUblic Works Director Gary Rowe exPlained that
part of t:he Rhody Drive Overlay Project (CR~730) includes improvements
to the Ness's Corner Road/Rhody Drive intersection. Right turn lanes
will be developed for this intersection. The County owns right-of-way
adjacent to the corner, however, the exact location of the right-of-way

has to be determined. If the County did. this work, it is estimated it
would cost about $5,000.00 because the County does not have any survey
information in this area. Frank Fisher, however, has done several
property surveys in the area I and will contract to do this work for
approximately $1,500.00. .
Commissioner B. G. Brown moveid to approve the agreement with Frank
Fisher for surveying services ion CR0730 as recommended by the Public
Works Department. Commissionerl George Brown seconded the motion.
CALL FOR BID re: MT0732. Stri i f Various Coun Roads:
This call for bids is for; 27. miles of painted stripe, 6,400 square
feet of painted area stripe (18[" wide), 400 type 2 lane markers and 900
square feet of thermoplastic pavement ma~kings, Gary Rowe reported.
Commissioner B.G. Brown moved I to call for bids for striping various
County Roads and to set the 1I:>id opening for 10: 30 a.m. on .1une 15,
1987. Commissioner George Brown seconded the motion.
Recommendation bv Solid Wast:e Advisorv Committee re: Sewaae
and SludGe DisJ)osal: Les1i~ Aicken, representing the Solid Waste
Advisory Commi ttee reviewed ~nd presented the Committee IS written
recommendation and information !packet for sludge/septage treatment and
disposal. Briefly, the recommendations are as follows:

.1efferson County sho~ld terminate service as a handler
of Sludge and sept~ge as soon as a private sector
business becomes ava;ilable to handle these wastes for
the north Olympic Pen~nsula.
2)
The transi tion to private sector handling be accom-
plished at the earliest date possible.
3)
The County take assertive measures to attract private
sector business capa~le of recycling sludge and septage
materials.
4)
The timely transition to private sector recycling be
accomplished regardless of whether it be solely sludge
or combined sludge an~ septage recycling.
Ms. Aicken then explained tha~ when the material is received by the
processor it is stabilized by ~ither the lime or the chlorine process.
The State Department of EcologYiprefers and permits the lime stabiliza-
tion process in the State. After the material has been stabilized it
can then either be composted (dry) or used in a land application (wet).
There are concerns in applicati~n of either of these recycled products.
The State DOE regulates application of these materials, where they can
be applied or disposed of, and how the land will be used after the
application of such material. Accumulations of metal in the soil is of
concern in the land applicatio~s. The County Health Department also
becomes involved in monitoring ~pplication sites.
Discussion continued regarding ~he amount of sludge being dumped at the
landfill, the possible sourc~s of toxic materials in septage and
sludge, estimated costs of the I various processes and privitization of
handling this material. Pub~ic Works Director Gary Rowe added that
after .1anuary 1, 1988 the County cannot accept sludge and septage at
the County landfill unless a variance is applied for through the State
Department of Ecology. The [SWAC is also recommending that their
recommendation as a whole be acted on as soon as possible.
Annual Bridae CoDdit:ion ReJ)Ort: The annual bridge inspection
was completed last week, Gary Rowe reported and submitted the written
report for the Board's revie~. The following three bridges will
require more than routine maintbnance:
Queets River Bridge - the tonstruction of the replacement for
this bridge is underway. I

Owl Creek Bridge (West End) - This bridge shows continued
deterioration and should be replaced if it is to remain as a
OOUnty bridge. The bridge has been re-rat-;d and re-posted
and heavy trucks will not be allowed on it. I

Portage Canal Bridge - The bridge raili~g needs to be
repaired, spot painting ~eeds to be done, the navigational
lighting system needs to! be overhauled, th~ bridge fenders
need to be replaced (DOT funding is avai1ab1, for this), and
concrete bridge approal.Ch slabs need to !Ibe constructed
(funding is available for Ithis also).

Franchise A reement. Ca Geor e Sewe District: A joint
resolution by the County and he Sewer District lis needed for accep-
tance of the terms of the franohise recently approyed, (See Minutes of
April 27, 1981), Gary Rowe reported. Commissione~ B.G. Brown moved to
approve and sign Resolution No. 44-87 grantin9 Cape George Sewer
District No. 1 the authority to operate as prescribed by .1efferson
County Ordinance No. 2-81. Commissioner Georg~ Brown seconded the

SallY Weinschrot:t. Cooperative Extensibn re: Memorandum of
Aareement for contractina Services of County Extension AGent:: W&shina-
ton St:ate University: Sally Weinschrott exp1~ined that under her
present employment arrangement the County and Wasbington State Oniver-
sity share payment of a portion of her salary an~ benefits. If this
Memorandum of Agreement were approved, WSO would e~ploy, provide fringe

benefits such as annual leave, sick leave and pr~fessional leave, for
the .1efferson County Extension Agent. The salary for the Extension
Agent would be determined by the Washington State tegislature.
The County would sign a Personal Services Contract wi th WSO for the
Extension Agents salary, payable in monthly increm~nts.
