Chairman Larry W. Dennison called the meeting to order in the
presence of Commissioner B.G. Brown and Commissioner George C. Brown.
Bill Jones re: Paradise Bay Road Truck Traffic: Mr. Jones
presented a petition with approximately 66 signatures from property
owners of the Paradise Bay community asking that the County to imple-
ment a weight limit (16, 000 pounds ) and restrict truck travel on
Paradise Bay Road. Mr. Jones reported that recently there have been
logging trucks and gravel trucks using Paradise Bay road. The roads in
this area are narrow and there are no shoulders. Since many residents
walk on these roads there is concern for pedestrian safety. Mr. Jones
estimates that there are about eight trucks an hour using Paradise Bay
Road.
Prentice Dangerfield a resident of Paradise Bay, added that he walks
the Paradise Bay Road everyday and since there is no shoulder on the
road it is dangerous for pedestrians and cyclists. There have been
many accidents in this area. These trucks can use the main highway and
by-pass this residential area.
Dick Conover another resident. of the area stated that the first thing
he hears in the morning is the truck traffic on this road. Many
cycling groups use this road. The alternate route (main road} is 1.9
miles further than using this route. This situation is just an
accident waiting to happen, Mr. Conover concluded.
Public Works Director, Gary Rowe, reported that the existing surface on
Paradise Bay Road is not the best to handle truck traffic. The
reclassification of this road, to make it eligible for Rural Arterial
Program funding for improvements would be based on the traffic that
uses the road right now, including truck traffic.
This road has had truck traffic problems in the past, Commissioner B.G.
Brown reported, and an alternate route was investigated. There was a
problem with the alternative route due to the location of a community
water system. This problem has since been resolved and an alternative
route could be investigated again. The discussion continued regarding
the truck traffic, the legalities and enforcement of placing a weight
limit on the road as well as the reason that trucks use this road and
what the County can do to route these trucks to the main road.
Commissioner B.G. Brown moved to have the Public Works Department
investigate the problem and. make a recommendation for the best way to
deal with it. Commissioner George Brown seconded the motion.

PUBLIC WORKS
AGREEMENTre: SUPDlemental Fundina CR0581, Leland Creek
Bridae: Washinaton. State Department of Transoortation:Public Works
Director Gary Rowe reported that the funding for CR0681 Leland Creek
Bridge needs to be increased to $193,000.00 of which $23,900.00 will be
local funding and $96,600.00 will be federal aid funds. Commissioner
B.G. Brown moved to approve Supplemental Agreement #3_ with the State
Department of Transportation for the revised CR0681 Leland Creek
Bridge. Commissioner George J3rown seconded the motion.
Resolution No. 52-81 revising CR0581, Leland Creek Bridge project was
approved by motion of Commissioner B.G. Brown, seconded by Commissioner
George Brown.
BEARING NOTICE re: Six Year Transportation ImDrovement
Proaram: Commissioner B.G. Brown moved to approve and have the
Chairman sign the hearing notice setting the public hearing on the six
year transportation improvement program for July 6, 1981 at 10:30 a.m.
Commissioner George Brown seconded the motion.
BID AWARD re: MT0132. StriDina Various County Roads for 1981:
(See also Minutes of June 16, 19,81 } Commissioner B. G. Brown moved to
award the bid for striping various county roads. to Kaspac Corporation
of Seattle for the bid amount of $62,465.00 as recommended by the
Public Works Department. Commissioner George Brown seconded the
motion.
Contract Chanae Orders (#12 and 15): Queets River Bridae
Project: Change order #12, Gary Rowe explained, will reduce the cost
on this project by $261.32. This reduction was created by a credit
given to the State on the invoice cost of cement. Change Order #15 is
for some additional work but will not increase the cost or add working
days to the project. Commissioner B.G. Brown moved to approve the.
contract change orders as presented on the Queets River Bridge Project.
Commissioner George Brown seconded the motion.
Notification of Ap~roval of a Portion of a Reauest for
Fundina: Comprehensive Flood Control Manaaement Plan: State DeDartment
of Ecoloav: The request for funding of the Comprehensive Flood Control
Management Plan submitted to the State DOE was approved in the amount
of $24,000.00. The original request was for $60,000 for a project
estimated to cost $80,000.00. Gary Rowe will clarify with the DOE the
scope of work that is expected for this reduced funding level as well
as the funding match percentage rate.
Rural Arterial Proaram: The County Road Administration Board
has notified the County that the following projects are eligible for
RAP funding: Point Whitney Road ($196,000.00) and Rhody Drive
($152, OOO) . The construction plans will be finalized for the Rhody
drive project within the next few weeks. The Point Whitney Road project
is in the right-of-way acquisition stage right now.

PLANNING DEPARTMENT
Shoreline Setback Variance ReQUest: James Caldwell. 261 Mumby
Road. Marrowstone Island: (See also Minutes of June 15, 1981)
Associate Planner Bob Duffy explained that this site is located on the
western side, near the northern end of Marrowstone Island. Mr. Duffy
then read a letter submitted by Mr. Caldwell explaini~g some additional
reasons and alternatives that have been explored for this setback
variance.
Bob Duffy then reported that he did a site inspection and submitted a
memorandum outlining his findings. Mr. Caldwell stated that he left
all of the trees he could along the bluff for stability as well as the
trees between the trailer and the upland portion of the property as a
wind break. The trailer which is 23 feet 6 inches by 40 feet, is being
placed on the property for his mother's use and will only be left there
as long as she wishes. Because the trailer is being placed to allow
the most view, the average setback on the trailer will be approximately
26 feet from the bank.
In general, Bob Duffy reported, he noticed some recession underneath
the layer of top soil and roots along the bluff. There was also minor
erosion, but he did not notice any deep seated erosion. The discussion
continued regarding the setback from the bank and the County's policy
regarding issuing of setback variances.
Mr. Caldwell added that he is concerned about stabi.li ty and that the
mobile home is installed properly. He feels that what he is trying to
do is justified.
Commissioner B.. G. Brown stated that since such a small area of the
mobile home is in an area that requires a variance, he moved to grant
the variance as requested. Commissioner George Brown seconded the
motion.
Shoreline Setback Variance Reauest: Robert D. Schilllna,. 290
OlvmDus Blvd. Port Ludlow: (See also Minutes of June 16, 1981) Mr.
Schilling is requesting a setback variance from a 69 foot high bluff,
Bob Duffy reported. The required setback is 69 feet and Mr. Schilling
would like that reduced to 40 or 45 feet. The topography of the lot
necessitates the setback variance if the view from the property is
maximized. The bluff is almost vertical {86+0}. The topography alone
limits reasonable placement of a structure on this lot to the area near
the top of the bluff. The Coastal Zone Atlas indicates a narrow band
of unstable soil with recent slides along the face of the bluff, Bob
Duffy added. The upland area of the site is stable. The Planning
Department recommends that the 46 foot setback as proposed be approved.
Commissioner George Brown moved to approve the 45 foot setback from the
bluff as recommended by the Planning Department and requested by Mr.
Robert Schilling. Commissioner B.G.Brown seconded the motion.
Temporary Recreational Vehicle Park: David Goldsmith,
Planning Director, reviewed a draft resolution for the Board's con-
sideration for the regulation of temporary recreational vehicle parks.
This resolution would require that anyone establishing such a park
submit a written statement that would include a site plan (with legal
description and number of units proposed}, a listing of adjoining
properties and their uses, any major physical features of the property
and a description of the proposal. The main issues in dealing with
temporary recreational vehicle parks are: 1) health and sanitation, 2}
ingress and egress, and 3} neighborhood compatibility. A ninety day
approval is suggested with a provision for public review if necessary
before that time.

Commissioner B.G. Brown moved to set a public hearing regarding the
proposed resolution governing temporary recreational vehicle parks for
July 21, 1981 at 3 p.m.. Commissioner George Brown seconded the
motion.
Refund ReQUests: Commissioner B.G. Brown moved to approve
the following refund requests presented by the Planning Department:
Tracy Mork $10.00 and Gary Dunlap $61.50. Commissioner George Brown
seconded the motion.

Ella Sandvia. Human Services Coordinator re: AGreements and
Contract and Various Other Matters:

AGREEMENT #81-10-05 re: Development Disabilities-Early Interven-
tion Services; Jefferson county Heal th Department: Commissioner
B. G. Brown moved to approve the agreement for the HeC!d th Depart-
ment to provide early intervention services for the Development
Disabilities program for the Human Services Department. Commis-
sioner George Brown seconded the motion.

Commissioner B. G. Brown moved to approve the agreement wi th
Bayshore Enterprises for the provision of funded services.

CONTRACT re: Advance Funding all Human Services Pr~grams 1981-89
Biennium; Department of Social and Health services:l Commissioner
B.G. Brown moved to approve the contract for advance funding
(increased by $2,669.00) for all Human Services p~ograms during
the.1981-89 biennium as presented and recomm~nded by Ella
Sandvig, Human Services Coordinator, with the Depart~ent of Social

New Phone System for the Multi-Services Building: I Ella Sandvig
stated that any new phone system considered for the ~ulti-services
building must have a good services contract because ~er department
is mandated to have 24 hour phone service. The Ehone . that was
installed for use in the basement conference room I in the Mul ti-
Services Building will be disconnected and the Iphone will be
disposed of accordingly, Ella added.
Rental of Apartment of Boiler Room of Hospital by Human Services
Department: After discussion of an occupancy d~te. the Board
agreed that the Human Services Department could rentl the apartment
