Week of Sep1:ember 8, 1987
The meeting was called to order by Chairman Larry W. Dennison
at the appointed time and in the presence of Commissioner B.G. Brown
and Commissioner George C. Brown.
APPROVAL 01' MINUTES: Commissioner B.G. Brown moved to
approve the Minutes of August 11, 1981 as corrected. Commissioner
George Brown seconded the motion.
PUBLIC WORKS
Bid Award: Brinnon Senior Center Renovation Projec1:: (See
Minutes of August 24, 1981 for Bid Opening) Public Works Director,
Gary Rowe, advised that the Public Works Department has reviewed the
bids for accuracy as well as for the bid that is most advantageous to
the County and recommends that the bid be awarded to Tollshark Con-
struction for their base bid of $101,060.00 and Alternate #3 for
$304.00 (plumbing repairs) for a total bid award of $101,364.00. It is
further recommended that the other alternative bids not be accepted
because changes need to be made in the plans that would make these
alternatives meaningless.
The bid was awarded to Tollshark Constructi~n for their basic bid and
Alternate #3 as recommended by the Public Works Department, on a motion
by Commissioner B.G. Brown, seconded by Commissioner George Brown.
BID OPENING re: CRe730 Rhodv Drive Improvemen1: Project:
Public Works Director Gary Rowe opened the bids for the Rhody Drive
Improvement Project (CR8130) as follows:

Commissioner B.G. Brown moved to direct the Public Works Department to
check the bids for accuracy and make. a recommendation for award.
Commissioner George Brown seconded the motion.
After reviewing the bids the Public' Works Department recommends that
the bid be awarded to Lakeside Industries, Inc. of Port Angeles for
$193,193.01. Commissioner B. G. Brown. moved to award the bid as
recommeded and Commissioner George Brown seconded the motion.

REQUEST FOR PROPOSALS: Telecommunications Systems for the
Coun1:y: Five proposals were received for telecommunications systems
for the County, Gary Rowe reported. Proposals were received from the
following companies: GTE, First Call Communications of Lynnwood, A.T.&
T., Pacific Northwest Bell and Executech. Since these proposals are
not in a standardized format for specific equipment, Commissioner B.G.
Brown stated that it would not be meaningful to read the proposed
prices. He then moved accept the proposals and to have the Public
Works Department review all of the proposals and provide the Board with
a listing of what is being provided and the associated prices. Comm-
issioner George Brown seconded the motion.
Tom Roberts from First Call Communications explained that he was not
aware that he had to be here by 10:30 a.m. with his proposal so it is
not complete and asked if he could provide more information? Since
this was a "Request for Proposals" and not a bid call, the man was
advised to send a letter with the additional information he feels is
necessary.
AGREEMENT re: Consulta1:ion for Septaae Disposal S1:udv
Economic and Enaineerina Services: Gary Rowe reported that this
consultant agreement was provided by Economic and Engineering Services
and was not provided in the standard format used by the County. The
Public Works Department will put this. information in the standard
format and refer it to the Prosecuting Attorney for his approval.
CONTRACT re: Sep1:aae Disposal << Trea1:ment: Washinaton Sta1:e
Depar1:men1: of Ecoloav: Commissioner B. G. Brown moved to approve the
contract with the Department of Ecology for the septage disposal and
treatment grant. Commissioner George Brown seconded the motion.
AGREEMENT re: Easement, Vacated Portion of Moore Street:
Cotton Corporation: This thirty foot easement is for a portion of
Moore Street from where Mr. Cotton had previously installed a gate to
where the asphalt ends, Gary Rowe reported. Commissioner B.G. Brown
stated that he feels that this needs to be reviewed further to make
sure that thirty feet is adequate for the County's needs. There are
also many concerned citizens who would like input on this before the
easement is granted. Commissioner B.G. Brown moved to table action on
this easement agreement until the access and maintenance needs can be
researched further. Commissioner George Brown seconded the motion.
Donna Hall, a resident of the area, expressed concern about the
possible closure of this access to the beach and asked that she be
informed when this issue comes before the Board again.
CHANGE ORDER. Local Aaencv re: CRe486. Queets River Bridae:
Revision 1:0 Corrosion Protection: The specifications for painting some
of the surfaces on the Queets River Bridge have been changed, Gary Rowe
advised, which has necessitated this change order. This change order
does not effect the cost of the project or the completion time.
Commissioner George Brown moved to approve the local agency change
order for the Queets River Bridge Project CR0486 as recommended by the
Public Works Department. Commissioner B.G. Brown seconded the motion.
CONTRACT re: CRe581. Leland Creek Bridae: W. C. McKasson.
Inc.: (See also Minutes of August 24, 1981) Commissioner B.G. Brown
moved to approve and sign the contract with W. C. McKasson, Inc. for
the Leland Creek Bridge, as awarded. Commissioner George Brown
seconded the motion.

License to Use County Road Riaht-of-Wav. Biller Drive: Audrey
Siedel: A site inspection was made of this area, Gary Rowe reported,
and the Health Department has written Mrs. Siedel regarding the
condi tion of the site. Mrs. Siedel is anxious that this license be
dealt with as soon as possible.
Commissioner B.G. Brown stated that this situation is not a good
example of the kind of right-of-way utilization that the County issues
a license for, but the right-of-way is currently being used, and there
is a conflict between the neighbors. Mrs. Siedel's neighbor has
contacted Commissioner B.G. Brown and asked that this right-of-way be
used only for parking. He would be willing to apply for a license for
this use. The neighbors also disagree about how much of this site is
right-of-way and how much is private property.
The Board directed the Public Works Department to determine exactly
where the right-of-way is located in this area and then a determination
can be made on how that area should be utilized by the adjacent
property owners. The discussion continued regarding the licensing of
right-of-way. Gary Rowe stated that three cri teria are used for
granting licenses: 1) If the county needs the right-of-way the
licensee must remove whatever they have put on the right-of-way, 2) No
safety concerns are created by what is put on the right-of-way, and 3)
If the license is revoked at some point in the future the licensee's
property is not rendered unusable. The Public Works Department will
survey the property and provide the Board with a report on the right-
of-way uses that have been licensed in the past.
Establishina a Public Works Trust Fund Loan Guarantee Fund:
This fund needs to be established, Gary Rowe reported, so that the
annual payments of $11,800.00 on the $118,000.00 loan ($591,514.12 loan
at 3~ interest for 10 years) from the Public Works Trust Fund are set
aside. The interest from this fund would go to the Current Expense
Fund.
Commissioner B.G. Brown moved to approve and sign Resolution No. 11-81
establishing a Public Works Trust Fund Loan Guarantee Fund. Commis-
sioner George Brown seconded the motion.
Petitions for Private Road Names: Sunshine Lane: Five of
the eight property owners along this road in the five acre tract area
of the northeast quarter section of Section 1, Township 30 Range 1W,
have petitioned to have the road named Sunshine Lane. Commissioner
B.G. Brown moved to name this road Sunshine Lane as petitioned.
Commissioner George Brown seconded the motion.
West Mats Mats Lane: This roadway, off of Brunner Avenue (near Mats
Mats Beach) runs to Oak Bay Road. There are two residences on this
road and both have agreed that they would like the road named West Mats
Mats Lane. The other property owners in the area do not have addresses
for their property. Commissioner B.G. Brown moved to name the road in
the unrecorded, Ingmants Plat, West Mats Mats Lane as proposed.
Commissioner George Brown seconded the motion.
Public Rearina Dates Set: Petitions to Vacate County Road
Riaht-of-wav: Portion of Endolvn Road, Basalt Beach, Mats Mats Bav
Tract: 3anev and Melvin Barker: The public hearing for this petition
to vacate right-of-way is proposed for October 12, 1981 at 11:00 a.m.
Gary Rowe advised.
Portion of Unnamed Riaht-of-Wav, Seahome Addition: Carlson: The public
hearing for this petition to vacate right-of-way is also proposed for
October 12, 1987 at 11:15 a.m.
Commissioner B.G. Brown moved to set the public hearings for the two
petitions to vacate County road right-of-way for the date and times as
proposed. Commissioner George Brown seconded the motion.

CorresDOndence from 3im a Dave 3ensen re: Vacation of Lower
Adelma Beach Road: Commissioner B.G. Brown moved to refer this letter
to the County Engineer. Commissioner George Brown seconded the motion.
Loan Application for Local Government: Washinaton State
Enerav Office: Commissioner George Brown moved to have the Chairman
sign the loan application for local government from the Washington
State Energy Office to purchase and install thermostatic radiator
valves and replacement steam traps for the Courthouse in the amount of
$1,850.00. Commissioner B.G. Brown seconded the motion.
PLANNING
Dissolvina the Mencv Fund for the Rood Canal Coordinatina
Council: Planning and Building Department Director David Goldsmith
reported that the administration of the original DOE grant for the Hood
Canal Coordinating Council was handled by 3efferson County. The County
advanced the Council $10,000.00 which the grant funding was to reim-
burse. This money has been paid back with the exception of $2,656.94
which was paid on items that were not funded by the grant. Since this
grant has been concluded this fund needs to be dissolved.
Commissioner George Brown moved to approve and sign Resolution No. 12-
87 dissolving the Hood Canal Coordinating Council Agency Fund and
transferring the remaining funds to the Current Expense Fund. Commis-
sioner B.G. Brown seconded the motion.
SEPA Threshold Determination: Puaet Power Microwave Tower.
Mount Blvn Area: This joint project of puget Power and the Bonneville
Power Administration is to build a microwave relay station (115 foot
tower) on Maynard Hill (northeast of Mount Blvn -above Gardiner),
Rachel Nathanson explained. This SEPA review will be done at a later
time because more information is being requested from the applicant.
Setback Variance Reauest: Flaaler Road: Peter Geerlofs and
Glenda Bultman: Rachel Nathanson, Senior Planner, reviewed this
setback variance request submitted by Peter Geerlofsand Glenda Hultman
for a garage on their property on Marrowstone Island. A 10 foot
setback is being requested from Flagler Road (normal setback is 20
feet) for a new 24 x 22 foot garage. The setback is needed because the
septic system drainfield area is located directly behind the garage and
if the garage is set as far toward the road as possible, a daylight
basement can be excavated and the heavy equipment can then avoid
running over the septic system lines. The Public Works Department
inspected the site and has no objection to the variance request.
Commissioner George Brown moved to approve the 10 foot setback as
requested. Commissioner George Brown seconded the motion.
Seton Construction. Inc. re: Billina for new business
Stationery Needed because of an Address Chanae: Seton Construction,
David Goldsmith reported has submitted a bill to the County for
$1,080.42 to pay for business stationery that had to be printed because
of an address change made by the County. Commissioner B. G. Brown
stated that he feels Seton Construction, Inc. should produce proof of
the quantity of stationery that needed to be replaced, before the bill
is considered, and directed David Goldsmith to draft a letter to that
effect. The county should only replace the amount of stationery that
was on hand at the time of the address change.
