Week of Februarv 24, 1986
The meeting was called to order at the appointed time, by
Chairman 30hn L. Pitts. Commissioner B.G. Brown and Commissioner Larry
W. Dennison were both present.
3anice Schauer, representing the Chimacum Community Club:
Dick Schuff, Chimacum Fire Chief, and others re: Sto~ Light for Chimacum
Intersection and "Entering Chimacum" sian: Public Works Director, Gary
Rowe, reported that the Chimacum Intersection and the West Valley Road
are both on the 1986 road program for general improvements. A four way
stop light will be installed at the Chimacum Intersection, but the plans
for this have not been completed yet. A representative from the State
has been contacted about the Washington Traffic Safety Commission
program to provide technical assistance on how the intersection can best
be improved for safety purposes.
The County has been working on a project for placement of destination
signs in the County which is known as the Small Town Locator Sign
Program. Chimacum would be included in this program, which will
probably not be done before this summer.
3anice Schauer advised that she supports the installation of a four way
stop light at the Chimacum Intersection, because the chip trucks drive
through this area so fast that the ground vibrates. Mrs. Schauer
further stated that Dick Schuff, who could not be present today, wanted
to report that there are times when the fire trucks can not get out onto
the road because of the traffic at this intersection and a stop light
would help the Fire Department.
Tony Bodenheimer added that, especially with truckers that are familiar
with the area, there is no reason for them to slow down, unless they are
making a right turn to go to Indian Island.
AGREEMENT re: TYPewriter Maintenance: Steve's Office EQUip-
ment: After discussion of the few changes from the 1985 contract for
typewriter maintenance with Steve's Office Equipment of Sequim, Commis-
sioner Dennison moved to approve the contract as submitted. Commissio-
ner Brown seconded the motion.
Cecil Freeman re: Letter of complaint against the under-
staffina of the Health Department: Mr. Freeman presented his complaint
letter to the Board about the impact on timely inspections of on-site
sewage systems that is due to understaffing of the Health Department.
Chairman Pitts:advised Mr. Freeman that the Board knows that the Health
Department is understaffed, and that changes are being investigated to
help with this prOblem.

There was then discussion of the suggestion Mr. Freeman made that the
County use professional consultants to give a certification as to
whether soils in a particular case would be suitable or not for on-site
sewage disposal.
Mr. Freeman advised that he is not asking for favors or personal
attention, because his case will be solved eventually, but he is asking
the Board to do anything they can to alleviate this problem. There are
many cases just 1 ike his, and will be many more in the future. The
Board tola Mr. Freeman that current staffing at the Health Department is
less one position in Environmental Health and that they intend to fill
that positlion.

BUSINESS ~ROM COUNTY DEPARTMENTS:
PUBLIC WORKS
License re: Use of County Road Right-of-Way, Chalmer's
Second A dition' William Me er: Public Works Director, Gary Rowe,
explained that Mr. Meyer is requesting a license to use county road
right-of- ay for pasture land. The Public Works Director recommends
approval of the license. Conditions will be added to the License as
outlined n the letter to Mr. Meyer from the Planning Department which
become an attachment to the license.
Chairman Pitts asked how the compliance with the conditions will be
monitored, to which Gary Rowe responded that since he is being required
to apPlYJfor a Department of Fisheries permit, they will inspect the
site for 10mPliance.
Commissio~er Dennison moved to approve the License to Use County Road
Right-ofjWay as submitted by Mr. William Meyer, subjected to the
conditio~ as noted in the attachment of the letter from the planning
departmen dated December 26, 1985. Commissioner Brown seconded the
motion.
I Recommendations for hiring consul tants on various road
projects:.! The Public Works Department is asking that consultants to
provide engineering/survey assistance work on the following four

projects ~e sought: 1) Hastings Avenue West (RAP Project), 2) Leland
Creek Br;1ge (Bridge Replacement), 3) Beaver Valley Road (Paving) and 4)
The Dose llips Road (survey for donation of right-of-way from a private
party). t is critical, in order to be able to finish these projects
this summj1r, that this work be contracted to a consultant. The estima-
ted total cost of this work on all four jobs is about $40,000.
CO....issio~er Dsnnison moved, and COmmissioner Brown seconded the motion,
to appro~e and have the Chairman sign the notice to be published
requestin~, Statements of Qualifications for consideration for award of
contract flor professional engineering and surveying services,
and a Merorandum authorizing the selection of a consultant for
surveying/engineering services for each of the four projects, as
recommended by the Public Works Director.
I Memorandum re: Fair Labor Standards Act: This memorandum
requesting that the County Personnel Policy be updated to include
wording tHat addresses the new rulings on the Fair Labor Standards Act,
will be discussed with the Prosecuting Attorney before a decision is
made.
Request to Open portion of Charles Avenue: Ray Hanson, Old
Alcohol P ant: The County entered into an agreement with Mr. Hanson to
open a po tion of Charles Avenue to the Old Alcohol Plant development.
Wording n this agreement says that the County will fulfill its'
responsib lities within 120 days after the developer gives written
notice to the County Engineer of the commencement of the developer's
project, ith sufficient time to allow the County to complete the work
in the 19~5 construction season. Obviously this has not been done
within the' 1985 construction season, Gary Rowe reported.

The County has agreed to clear the right of way and do the rough grading
on the road, and to give the project top priority in 1986 since it was
not done in 1985. The County crew will do the work.
Fire Patrol Assessmen1: on County Pro~ertv: $31.86 in fire
patrol assessment is owed on two County parcels to the Department of
Natural Resources. The Board directed that this assessment be paid.
TREASURER
Delinquent Taxes on R.I.D.: Frances Hansen, County Treasur-
~
The law states, County Treasurer Frances Hansen reported, that the
legislative authority of the County can start foreclosure proceedings on
R.I.D. 's with delinquent taxes after two years. There are twelve
parcels with delinquent taxes on one of the R.I.D. 's and twenty four
parcels on the other. (Griffith Point and Sentinel Firs).
A letter will be sent to the property owners stating that foreclosure
will be started on the delinquent properties if payment is not received
within a certain period of time, after that is done the Board will need
to give their approval to starting the foreclosure proceedings.
PLANNING
Uni form Buildina Code: AdoD1:ion of the 1985" Edi tion and
discussion of ,the establishment of a Board of Ap~eals: Planning
Director, David Goldsmith, reported that the State Legislature has
adopted the 1985 Uniform Building Code, which sets up an Appeal Board to
deal with alternative materials and methods of construction, with regard
to the new energy code, which goes into effect on 3une 1, 1986. This
Code excludes employees andlor elected officials of the jurisdiction
from serving on this appeal board.
Any decision made by this Appeal Board would be final at the County
level and if disputed would have to be taken to the State Building Code
Council. David Goldsmith suggested that this appeal board could include
an architect, and an engineer, as part of the membership. The Board of
Commissioners will appoint this Board and will have to develop rules and
procedures for its' operation. An advertisement could be published to
obtain prospective Board members.
A meeting is being arranged for the middle of March, for area builders,
to explain the new State Energy Code. This meeting is being co-spon-
sored by the State Energy Office, the Homebuilders Association, puget
Power and the County. The meeting will be at the Tri Area Community
Center.
Official Announcement of an agreement between the South
Ludlow Bay residents and Pope and Talbo1: concernina the outfall of the
treatment plant: A news release about the agreement betwe-rn the
residents of the south Ludlow Bay area and Pope and Talbot regardirg the
outfall of the treatment plant, will be published on Friday. I David
Goldsmi th advised that he will be meeting with DOE on Friday in OllYmPia
to gear them up to get the EIS finished as soon as possible. I

Sco of Work for the uilcene Ba and Hood Canal prl ect:
There are about $72,000 worth of hard costs on these projects wit about
$66,000 of revenue. The County will be responsible for $6,000 0 this
expenditure amount. A new budget for these grants will come befo e the
Board which will represent the 15 month grant period. The whole pr' oject
will cost $98,000. This project will need some office space and a car
to use, which has been included in the budget. ,

HEALTH DEPARTMENT
Cancellation of former Health Officer, Dr. Fischnaller's
Insurance ReDorting Endorsement: Since Dr. Fischnaller is no longer the
Health Officer, effective February 1, 1986, his "claims made" insurance
was cancelled, David Goldsmith reported. To insure the County against
claims on cases that he may of dealt with until either the Statute of
Limitations runs out on the claim or the people involved in the claim
die, will cost $3,500.00. This is a one time premium.
30hn Raymond explained that when a "claims made" policy is cancelled you
can either put up a large amount of money which converts that "claims
made" insurance to regular coverage or you can keep buying "claims made"
insurance until the Statute of Limitations expires.
The Board directed, the Health Department Administrator to inform Homer
Smith Insurance that the County does not want this $3,500.00 coverage on
Dr. Fischnaller.

After meeting with the Prosecuting Attorney the Board
recessed their Monday meeting and reconvened Tqesday morning. All Board
members were present to meet with Vance 3abobson and 9:00 a.m. to
discuss a 30b Description/Salary Survey.
