Criminal Justice Block Grant - Local Government Waiver:
Chairman Dennison reported that the total state allotment from the
U.S.Department of Justice for the Criminal Justice Block Grant program
for 1986 was $849,000 and the Governor has signed an Executive Order
directing that the entire amount be used for, an Automatic Fingerprint
Information System for the Washington State Patrol. These
fingerprinting services would be made available to the Counties.
Commissioner B.G. Brown moved to have the Chairman sign the Local
Government Waiver for the Criminal Justice Block Grant. Commissioner
George Brown seconded the motion.
Appointment to the Jefferson County Centennial Committee:
Commissioner B.G. Brown moved to appoint Marjorie JoMueller to serve
on the Centennial Committee. Commissioner George Brown seconded the
motion.
APPROVAL OF MINUTES: The Minutes of November 3, 10 and 17,
1986 were approved as amended by motion of Commissioner B.G. Brown,
seconded by Chairman Dennison. Commissioner George Brown moved to
approve the minutes of November 24, December 1, 8 and 15, 1986 as
corrected. Commissioner B.G. Brown seconded the motion.
BUSINESS FROM COUNTY DEPARTMENTS
PUBLIC WORKS
AGREEMENT: re: Reimburseable Work: Chanae Order: Paving, Tri
Area Community Center: Public Works Director, Gary Rowe, reported that
this reimburseable work agreement is for paving the parking lot of the
Tri Area Community Center and the $21,000.00 cost will be paid through
the Current Expense Capital Improvement Fund. This work will be done
by the contractor who is doing the work on the West Valley Road/Rhody
Drive Intersection project and is a change order to that contract.
Commissioner B.G. Brown moved to approve the reimbursable work
agreement for the paving of the Tri Area Community Center parking lot.
Commissioner George Brown seconded the motion.
The general reimburseable work agreement for the Capital Improvements
Fund of the Current Expense budget was approved by motion of
Commissioner B.G. Brown and seconded by Commissioner B.G. Brown.
AGREEMENT, Supplement #8 GC6118: Queets River Bridge:
Washington State Department of Transportation: The Queets River Bridge
replacement project has been suspended for the winter months, but still
requires maintenance of the detour road as well as debris clearing from
around the piers in the river. These costs may be 80% reimbursed to
the County through the Federal Bridge Replacement Fund, if application
and justification is made through the State Department of
Transportation.
Commissioner B. G. Brown moved to approve Supplement #8 to the contract
with the Washington State Department of Transportation (#GC 6118) for
additional Bridge Replacement funds for the QueetsRiver Bridge
Replacement project to cover a portion of the costs for debris removal
and maintenance of the detour road. Commissioner George Brown seconded
the motion.

Notice to Public re: Purchase of Goods between $1,000 and
$3.500 for Posting: The following notices for the purchase of goods
were approved for posting by motion of Commissioner B.G. Brown, and
seconded by Commissioner George Brown:
Two Overhead Garage Doors for the Hadlock Shop
Written quotes were received from Northwest Door,
Kitsap Sound Garage Door and Olympic Overhead Door.
The lowest bid was from Northwest Door for
$2,148.00.
200 41x4"x12, treated, brown tone, signposts
Telephone quotes were received from Carls' Building
Supply, Hadlock Building Supply and Port ToWnsend
Lumber. The lowest bid was from Port Townsend
Lumber at $6.08 per post.
Gary Rowe recommended and Commissioner B.G. Brown moved to approve the
purchase of the two Overhead Garage Doors from Northwest Door and
the 200 signposts from Port Townsend Lumber, after the required three
day posting period has expired. Commissioner George Brown seconded the
motion.
Removal of the Rodgers street Bridge: Ouilcene: The Rodgers
Street Bridge in Quilcene has been closed since last winter due to
structural damage. The bridge and the approach fills for the bridge
create a bottleneck which collects debris. ,Removal of the bridge was
suggested. There is another bridge further downstream which is
currently used by the residents of the area. The Quilcene Flood
Control District Advisory Committee reviewed this suggestion and the
members felt that removing the bridge is necessary and that the area
residents would be in favor it. Commissioner B. G. Brown advised that
the Public Works Department make sure that the Quilcene community is
aware of what is being planned for this bridge and that they also do
some research on where the debris will end up once this bridge is
removed. Commissioner George Brown agreed that the public in Quilcen~
should be made aware of the plans for this bridge, possibly through a
public meeting, and the possible consequences if those plans are
implemented.
Staffing Levels in the Public Works Department: Engineering
and Surveying: Gary Rowe reported that there is a need for an
Engineering Technician in the Public Works department. This position
has been filled with temporary employees during 1986 and they have not
been able to keep up with the workload. The only other way to get this
work done is to have it done by consultants. The discussion continued
regarding possible rescheduling of the workload among the present staff
and other options available to fill this need. No decision was made
regarding this request.
PLANNING/BUiLDING
Shoreline Substantial DeveloDment Permit ADPlication SH17-86:
Coast Oyster COmDany: Associate Planner Bob Duffy presented a written
report on this proposed project to enclose an existing 30 by 50 foot
outdoor concrete patio with an addition from an existing hatchery
building at the Coast Oyster hatchery facility at the end of Linger
Longer Road in Quilcene.
Commissioner B.G. Brown moved to approve Shoreline Substantial
Development Permit Application #SH11-86 fo~ Coast Oyster Company as
recommended by the Planning/Building Department. Commissioner George
Brown seconded the motion.

personal services contract with Ruotsala & Associates is for the
installation of the computerized shoreline permit processing system as
funded through the Washington State Department of Ecology Coastal Zone
Management grant . Commissioner B. G. Brown moved to approve the
personal services contract with Ruotsala & Associates as recommended by
the Planning Director. Commissioner George Brown seconded the motion.
TREASURER

Monies in the Local Government Investment Pool of the State Treasurer:
Commissioner B.G. Brown moved to approve Resolution No. 102-86
authorizing the Treasurer of 3efferson County to invest monies in the
Local Government Investment Pool of the state Treasurer. Commissioner
George Brown seconded the motion.

The meeting was recessed and reconvened between Monday and
Tuesday and Tuesday and Wednesday with all Board members present to
work on the 1987 budget.
Annual Current ~nse Budae1: for 1981: Commissioner B.G.
Brown moved to approve and sign Resolution'Ro. 103"'86 adopting the
Annual CUrrent Expense Budget for 1981 at a total of $3,672,748.09,
which includes the Special Revenue Funds, and with the County Road
budget being adopted at the "0" level. The County Road Construction
Program for 1987 is adopted and the property tax levy set for the
calendar year 1987. Commissioner George Brown seconded the motion.
Establishment ofa BudcJet for the Jefferson county Oentennial
Committee: (See also Minutes of 11/18/85 and December 1, 1986)
Commissioner B.G. Brown moved to approve and sign Resolution No., 104-86
to establish a budget for the Jefferson County Centennial Committee in
the amount of $9,882.00. Commissioner George Brown seconded the
motion.
