Pitts called the meeting to order in the presence of Commissioner B.G. Brown and Larry W,. Dennison. Hearing Notice re: Proposed Budget A propriation; Olympic Area Agency on ging: omm~ss~oner Brown move to approve an s~gn Resolution No. 17-85 setting March 11, 1985 at 10:30 a.m. as the date and time for the public hearing regarding the proposed budget appropri- ation for the Olympic Area Agency on Aging. Commissioner Dennison seconded the motion. Homer Smith III re: County Insurance: Homer Smith III of Homer Smith Insurance came before the Board to keep them appraised of the recent changes in the insurance market for municipalities since the Countysinsurance coverage needs to be renewed on or before March 22. Many of the companies that wrote municipality coverage last year are finding that they are losing money on this coverage and will not write it again. The Western Insurance Companies that wrote the County's coverage last year are not writing the General Liability coverage this ~ear so Homer Smith has gone out for quotes and is looking for alterna- tive way to write the County's insurance package for the best price and coverage. He advised that he should have some figures in about two weeks and noted that the Board will need to act quickly when the final package is put together in order to assure that the price quoted won't be subject to change. BUSINESS FROM COUNTY DEPARTMENTS : PUBLIC WORKS DEPARTMENT Reimbursable Work Agreement; Chimacum School District:. Commissioner Dennison seconded Commissioner Brown's motion to approve the reimburs- able work agreement as recommended by the County Engineer, for the Chimacum School District. The agreement cqvers the graveling of the parkingiot at the Grade School Bus Garage. Call of Bids; Rock Crushing and Stockpiling: March 11, 1985 at 2:00 p.m. was set as the date and time for the bid opening for Crushing and Stockpiling Crushed Screenings as set forth in the Public Works Depart- ment's specifications, by motion of Commissioner Brown seconded by Commissioner Dennison. A shoreline permit was also granted for this home in 1982 and since there were no shoreline setback requirements at the time, the Planning Department asked, and Mr. Dowd agreed to set the house back 12 feet from the waterward bank, David Goldsmith Planning Director advised. Commissioner Dennison seconded the m Union Wharf: A company named Sea Form Manufacturing, Inc. will working for the next two weeks on restoring the piling under the Galley Restaurant, using concrete. David Goldsmith reported tha a representative of Sea Form estimated that his company could provide the County with a pile by pile inspection report of the pilings nder Union Wharf for approximately $4,000 to $5,000 while they are in the area. This report would document the strengh of "the piles and i the County decided that the company should restore the pilings that mount would be taken off the bill. It is guessed that restoration wo ld run at least $300,000.00. David Goldsmith will talk with the City and the Port of Port To send to see if they have any interest in participating in the project. There are some Coastal Zone Management Funds that were set aside for t e Port's use which have not been used yet and the Port may be willing to ut them into this project. Warning lights for Fire District #6 Substation at the Airport:' avid Goldsmith reported that when the environmental review of the substation at the Airport built by Fire District #6 was considere~ a mitiga ive measure requiring that a warning light be installed on the highw y and 'Fire Station Ahead" warning signs be installed along the road w e con- ditions of approval of the building permit. Mary Frost then explained that the funding for a grant such as one awarded to Jefferson County for the Brinnon Senior Center/M project comes from the Department of Community Development of t federal government's Housing and Urban Development branch. The has administered these federal funds for the last three years t its Department of Community Development. A city or county that is eligible can apply each yea that they feel they have a worthwhile project even if they were funding previously. The State has set a $750,000 .ceiling for each application but that could be changed in the future. T Jefferson County block grant was approved for $575,382.00 of fed funding. The rating system used on each application, Mary Frost continued a three tier system: 1) Each of seven staff members review and rate all applicatio submitted for their compliance to ten different criteria q as: Community support of project, follow through plan for ject if it is accepted, local funding availability and wit the project solve a problem for the community. 2) Each staff member then pairs up with another staff member they review and rate all of the application a second time. 3) The entire staff meets and rates the applications togethe~ This process takes about three months. After the projects are rated and selected for funding, Jefferson was one of only 16 projects selected for funding in 1985, a lett incur costs is sent to each recipient. This letter gives the Coun specific items that it can spend funding on prior to contracting as administration (Staff, travel, etc), preliminary environmenta and engineering, feasibility studies and professional service co for those studies. The environmental review process takes about to complete, after which the acquisition process can begin. Onc acquisition process is begun the County can also start looking f for the project. Otto Schramm asked why a consulting engineer or the County hadn't started to work on obtaining the permits required for the project? Peter Simpson, Director of the CAC, whose agency will administering the project for the County, explained that the Cou Engineer does not have the qualifications to do the necessary en eering for the project and since there are no engineering firms Jefferson County, the engineering will have to be put out for bi Randy Durant, Director of Environmental Health for the Health De is helping develop the scope of work for the bidding process to a consulting engineer to work out problems such as: 1) Determin the adequacy of the water sys,tem in relation to the use the proj require and 2) Having the water system approved by DSHS and the Department.
