Shelton Mfl1!Nmrn-B'~' -----------------------------------------------------------~------------ Week of March 4, 1985 Harvey Gauntlett, Vice-president Toandos Peninsul$ Association and Ed Rogers re: Petition for Illumination of Intersectiop on South Point Road & Highway 104: Harvey Gauntlett presented the Board with petitions with 278 signatures of residents in the Coyle Peninsula, South Point area requesting that the illumination of the South Point Road, Highway 104 intersection be reinstalled. The State Department of Transportation took the illumination down after the Hood Canal Bridge was reopened. Mr. Gauntlett explained that the lack of illumination causes a serious prob- lem at night because the intersection is hard to find and traffic from the bridge speernup in this area to pass slower vehicles oni thffi straight section of road. The residents would like a reply in writihg from the County advising them what the County will do to help. . Gary Rowe, Assistant Public Works Director, reported that tre same request had also been received a couple of months ago from the Bridgehaven Commun- ity Association and the Public Works Department had contact~d the State Department of Transportation regarding this matter. The DO~'scriteria for illuminating an intersecton are: 1) Intersections that have channel- ization or 2) intersections that have a higher accident experience than the statewide average. Since the illumination of this intersection was taken down within the last few months there is no accident experience. i The County, Gary Rowe continued, can put the lighting in wi~h a permit from the State, but part of the problem is that the intersection is not designed properly, so Public Works was planning on doing tr~ffic counts and left turn traffic counts to approach the State about po~sibly putting in a left turn lane at this intersection. I The Board agreed that a letter be drafted for their signatures to the Department of Transportation requesting that they replace the illumin- ation at this intersection and put in a left turn lane. Chairman Pitts advised Mr._ Gauntlett that the Public Works Department woulp keep his organization informed as to the progress of this project. APPROVAL OF MINUTES: The Minutes of February 4 a~d 11 were approved with corrections and additions by: motion of Commissioner Brown, seconded by Commissioner Dennison. . Frank Vane re:'Hastings Loop Ramifications: Mr. Vane came before the Board to request their support and help in talking to t~e City regard- ing the Hastings Loop water project and the PUD's contract for water with the City. Mr. Vane explained that he is speaking for'the steering committee of the Hastings Loop water project which encompasses much of the east side of Discovery Bay from Four Corners to Beckett I Point. The group of property owners are working through the PUD to obt~in an addi- tional supply of water from the City's source at Four Cornets so that this area of the County can grow. I i The water contract between the PUD and the City will be hea~d at the City Council meeting tomorrow night but there are political considerations that threaten the project. The PUD has given their written assurance to t e City but the City of Tacoma will not put their assurance in wri ing because they are only investigating an arrangement with the PUD for, a hydroelectric project. Mr. Vane does not feel that it's fair for the City to stall on the Hastings Loop Water contract 0 get these signatures since the hydroelectric project has nothin to do ~ith the Hastings Loop project. The City would like the contract to state hat there will be nothing but residential growth in the Hastings Loo area for the 10 to 15 year contract period.
