The meeting was called to order by Chairman John L. Pitts.
All Board members were present.
Robert Clause re: Building Requirement Appeal: Mr. 'Clause
was present when Rachel Nathanson, Assistant Planner, explained to
the Board that a building permit for a 6,700 square; foot extension to
Mr. Clause's house on Phinney Lane in Port Ludlow had been granted and
when the final inspection was done the Building Inspector noticErloo areas
that are out of compliance: 1) the railing around the house (and the
extension) . is 30 inches high while the current building code
requires that it be 36 inches in height and 2) the spaces between the
cross members of the railings are 13 inches wide while the 1979 Uniform
Butidtng Code, that defines the County's requirement~ allows only 9 inch
spacing Mr. Clause is requesting an appeal from these requirements
based on his opinion that the safety of the railing height
is not a problem for him and there is no way to maintain the
aesthetic;.appearance of the house if he is required to raise the railing
6 inches on the portien that fron~,the new addition to the house.
Mr. Clause advised that he was out of the area when the contractor
he had hired) finished the addition to his house and he was not aware
that the contractor had not closed out the building permit.
The question, Chairman Pitts advised is one of who is responsible if
someone is injured) if the County grants this variance to the code. After
disoussion of the changes in the Uniform Building Code since the house
was built and the possibility of the County havillng further liability
for the railing on the balance of the house and not; just on the addition,
Mr. Clause noted that the possible County liability would not be dimin-
ished unless the whole railing was raised the six inches required. He
also added that he has a way to reduce the spacing between the c~oss-
members of the railing by adding a frame.
Chairman Pitts asked that the Building Department research the original
permit and report back to the Board. When the Board has this
information, he told Mr. Clause that the BBilding Inspector would call
him in the morning to let him know the Board's decision. (See Planning
Department Business).
Agreement re: Rentalof the VFW Hall: Linda Michels: Commissioner
Brown moved and Commissioner Dennison seconded the motion to approve
the rental agreement with Linda Michels for use of the VFW Hall.
APPROVAL OF MINUTES: Commissioner Brown moved to approve the
Minutes of May 20 and May 28, 1985 as written. Commissioner Dennison
seconded the motion.

Solid Waste Fee Discussion: Thisiscussion will be held next week to
allow the Public Works Department time for review of the matter.
Annual Bridge Inspection Report: Rowe submitted the 1985 Bridge
Inspection Report and! a memoconce ning the report,. for the Board's
review. Discussion ~~s held on possible means of funding the County's
portion of the cost for the replac m~nt of the Queets River Bridge.

The Owl Creek Bridge' will have a 3 ton load limit restriction on it
and should be looked, ~t for possible replacement in the future. There
are some minor problems with some fthe other bridges and some bridges
will be posted with~heir load cap city. The Public Works will be
taking care of the m~nor problems oted~
Notice of Intent to Exchange Real A Court date for this

will be held in the Courtroom. Co issioner Brown moved to set the
hearing date for Jupe 21, 1985. Commissioner Dennison seconded the
motion. '

Final Long Plat; Jamie Kozelisky: Rachel Nathalnson reported that the
Planning Commission has recommende that the filnalapproval be given to
this long plat which' would redivide Lots 3 and ,4 of the Dennerline Short
Plat into five lots ~pr single family residentilal sites. Commissioner
Brown moved to grant, final approval of the H.L. Dennerline-Kozelisky
Long Plat with the conditions as n ted. Commissioner Dennison seconded
the motion.
