changes that will be or have ocurred1i this Deparment. Since Blair
Wolfley left, the position of 4H and Ag iculture Ag~ntmsl0pen and WSU
has indicated that this position may b filled by , he first, of the year,
however, Ms..' Weinschrott advised that ith the budet constraints the
University is facing the position may ot be filleq until after the
first of the year. The 4-H Program ru s well curr~'ntly with the help
of volunteers so there fill not be muc of an impadt on it, and the
Agriculture questions are currently be'ng referredJ,to Clallam County's
Agent and the Master Gafrdener Program. A letter Ijrom the Board to
Dr. Young, Director of ~ooperative Ext nsion at WS~ and to Jim Osbun,
Chairman of the Agricu1~ure and Home E onomics (4-~) IDepartment urging
them to fill this posit~onmay help, M . WeinSChrOjt added.
A man from Sea Grant wh~ is the Extens. on Marine F~ield Agent with ex-
pertise in Aquaculture,1 Fisheries bioi gy and path~lOgy will be making
a presentation in Port ~ownsend and No ember 20, 1 .,85. Sally Weinschrott
will contact this man apd arrange a ti e for him t I meet with the Board
regarding aquaculture, i ~i
Grant monies are available from the De artment of griculture for
Counties that have Weedl Control Distri rnand Ms. W :inschrott advised
that she would be willihg to help in a y way she c~n if the County
wan~to pursue this typ~ of grant. Th Board will Idiscuss the matter

Building Setback Variance Requests:Bu nell and Grves:
Bunnel: Mr. Bunnel is building a two evel garage Iworkshop off of
TO,dd Road in the Brinno~ area, Rachel atha, nson, A~i.,sistant. Planner re-
ported. The building ils setback appro imately 14 ,eet from the road
right-of"'way, instead of the 20 feet t at is requied. The variance
has been requested because of the prob ems that wo.1d be created by

Works Department met wi h the Board to discuss thelraise i fees for
dumping septic tank was es at the County Landfill. I II
Carter Breskin reported that she surveyed 33 of th~ 39 cou ties in this
State on how they handl d septic tank wastes. 21 qf the 3~ counties
surveyed, either did no accept septic wastes or i~ they d~d it was
sent to a sewage treatm nt plant owned by a City. Of the fbur other
Class 5 Counties (Count.es are put in a class by pqpulatiop); two do
not accept septic waste (Klickitat and Adams); on~ county I dumps it
into a lagoon for a fee of $.01 per gallon (Asotinl and ont county
(Pacific) ships it to C' ty treatment facilit:fLes. IGary Ro e then
explained that the fee,.ncrease proposed in Jeffer~on Coun, y was to
allow the County to c10s the lagoon at the landfil~ and participate
in the improvement that will have to be done in th~CitY'Sl' treatment
facility to allow the s ptic sludge to be treated tihere.he sludge
generated by the City's s,econdary treatment plant ~,OUld th n, be dumped
at the landfill or be a plied to forest or farmlan4. It i ' estimated
that the cost to upgradthe City's treatment plant!' for se ondary treat-
