The discussion continued about the possi~le impacts this closure will have on the Jefferson County landfill ~nd talking to Clallam County about this problem also. I: !I Vegetation Management Program Report: Carter Bresk~n, Administrative Assistant tor the Public Works Department eported pn the summer Veget- ation Management Program. The cost figures were cOUlpiled on the computer this year for the five functions f vegetation management which are: 1) pulling ditches, 2) machine mowing, ~) machine brush cutting, 4) tree triming and 5) manual br sh cutti~g. 1,479 shoulder miles of Jefferson County Roads were in th program Ii for a total cost of $179,036.39. This included machine swe ping andlitraffic control costs as well as the actual personnel and equipm nt costSI. The only personnel cost not included was that of the Road Sup rintendept, Bill Arey, because apportionment of his time is difficult due to the w~de variety of duties he performs. I i The cost of pulling ditches in 1985 was co puted asl' $387.80 per shoulder mile with 200 shou~~les being ditched. In 1984 this cost was $522.40 per shoukir~le with 179 shoulder miles di ched. T~ese costs are kept because of serious questions raised in reg rd to th~ affect of non-herb-- icide control methods and how they impact hese costs. The total cost for just ditching this year was $77,560.50~ compare, ~ to $93,500.00 in 1984. Ditching is a three stage process, 1) A grad~r with an attachme pulls debris from the inside of the ditch ~o the top, 2) Atl()J'h.~-r,grad~ picks this material up from the edge of th ditch afld skims sod that is t:l-E shoulder; and then all of the debris is pu led to t~e side of the shoulder and 3) a loader picks up all of t e debrislfrom the shoulder. I' I: The mowing operation covers 1,290 miles of road (40I,.miles in the West End of the County). The large number of m'les are 9ue to the fact tha many of the roads are mowed three times du ing the mowing season. The total cost of machine mowing for 1985 was $44,000.00 which is $34.40 p r shoulder mile. The 1984 figures for machi e mile w~re $88.30 per shou der mile. The 1984 figures may not be totally accurate I due to reporting inconsistencies. The machine brush cutting was used on 81 s oulder m~les for a total of $24,800.00. This is $307.01 per shoulder ile. Tr~.e triming was donel for 30 shoulder miles at a cost of $20,371.00 or $679.00 per shoulder mile. This expensive procedure doesn't ha e to be repeated as frequen ly as the other operations. i, i, One non-County personnel crew was used thi year for manual brush cutt'ng. There were two crew members from the Juven'le Diver$ion program of Superior Court and two other crew members. 28 shou~der miles were man ually cut at a total cost of $11,809.06 wh ch is a ~ost of $421.75 per shoulder mile. John Sheehan, Crew Supervi or, has submitted a detaile report of the manual brush cutting program. i: I Road Superintendent, Bill Arey, has express d satisf~ction with the ditching program and it's cost effectivene~s, but Mr. Arey believes that the, brush cutting program requires th addition, of another bru. sh cutting machine. Mr. Arey recommends the se of a ~oil sterilant for the entire shoulder of the road, but e pressed ~oncern that the public relations difficulties arising out f a renewed herbicide progr m may well be more costly and time consuming, than co-ptinuing with the present manual brush cutting program. The Shoreline Commissionl~ Mr. Duffy added, talked at length about the siltation but fopnd no evidence that it would bea problem. Planning Director, David Gpldsmith reported on harvesting activities at three sites i the Coun~y presently, and pointed out that the State has established standard~ that must be met before a tract can be leased, which minimizes any i~pacts from siltation.
