Chairman John L. Pitts opened the meetingl at the appointed
time with Commissioner B.G.Brown and Commissioner Larry W. Dennison
in attendance. i
Gina McMather, Port Townsend Leader re: N~w Jail and possible
lack of State certification: Port Townsend Leader ~eporter, Gina Mc-
Mather came before the Board to discuss recent repo~ts regarding the
opening of the new Jefferson County Jail facility. II The Board advised
her that there are legal issues involved that will have to be discussed
with the. County Prosecuting Attorney, wi,th regard te the double bunking
in cells and the State's possible actions on certif~ing the jail. The
Board also advised Ms. McMather that they were meetling with Robert Cote
of the Corrections Standards Board at 1:00 p.m. fuelnext afternoon and
they would know more about the State's position aft~r that meeting.

Application for Assistance from Soldiers 'I and Sailors' Relief
Funds: Commissioner Dennison moved to approve the application for
Soldiers' and Sailors" Relief Funds for Richard L. ~chaeffer in the
amount of $150.00 as presented by Herschel Atkinsonl'. Commissioner Brown
seconded the motion. I

Herschel Atkinson then asked the Board to consider ~aising the limit on
the Soldiers.' and Sailors' Relief Fund applicationsl from $150 to $200
because of the increased costs of utilities. The Board advised that
they would consider changing the resolution to refl~ct this increase,
after the first of the year. "

Associates; Appraisal Services tor Stroeder Land Ex~hange: Commissioner
Brown moved to approve the the personal services coptract with Mellon,
Dieffenbach & Associates for appraisal services in ..~he Stroeder land
exchange. Commissioner Dennison seconded the motiop. Carter Breskin,
Administrative Assistant for the Public Works Depa~~ment explained that
Mr. Stroeder had agreed verbally to reimburse the Obunty for this
contract amount. Ii

Sea Farms of Norway; Request for approval of experimental salmon rear-

Goldsmith explained the Sea Farms of Norway propos~l for the Board
in the presencr of John Lindb.erg and .wally Forbes, Irepresentatives
of the project proponent. The proposal is to placel two 10 foot by 10
foot pens WhiCr would each contain 2,500 salmon smdlts; at one site
located 200 ya ds off the southeast, shore of Hood BJe.. ad and thEb':!i)"t:-R>er at a'
site 300 yards offshore in Oak Bay. 'The~fe pens wo~ld be temporary
for testing putposes to determine. if full scale cOJrn.... ercial fish
farming would re practical for these sites. .
John Lindberg, I representing Sea Farms of Norway, I c. explained that
the reason for~the test pens is to tryout the localtion for the species
of salmon that,is to bused ina commercial operation) if these test
results indica e itwo ld be worthwhile. A full sClale Shoreline Permit
would be applied for i the test results were favor1able. There could
be' a case made'lfor the test pens costing less than 1$1,000 and thus not
substantial, Mt. Lindb rg noted, if that would hel~ in obtaining an
'exemption'; I I
Bob Duffy, Ass~ciate P anner reported that the Sho~~line Management
Program define~ aproj ct as exempt if it meets th1 following two
criteria: 1) ~he proj ct value is under $1.,000 an~ 2) the project
does not mater~ally in erfere with the public use qf the water. Con-
siderable discussion e sued on the proper way to h~ndle the request
for this exper~mental almon rearing pen project .ICommissioner Brown

crucial time, ince th Comprehensive Plan Implemenjting Ordinance is
almost complet , Commi sioner Brown moved to reappolint Harry Pollard
