in the presence of Commissioner Larry W. Dennison. iComffiissioner B.G.
Brown was absent due to his attendance at a Jobs Tr'ining Partnership
Act (JTPA) Conference.

Howard Haakenson, Paradise Bay re: Drain ge problems on
Paradise Bay oa: T e ounty ng~neer, Bo Nes ~t, was present w en
the Public Works Construction Engineer, Bruce Lauri., explained for the
Board and Mr. Haakenson, the problems with drainage I at the site on
Paradise Bay Road across the street from Mr. Haaken on's property.
Mr. Laurie reviewed the June 20, 1984 letter sent t Mr. Haakenson
regarding the drainage problems. ReB~archat that:ime;indicatedthat
it~=was,dete:rmi:nea that a potential of 0'.,4 feet of w' ter will stand
in this ditch because the ditch is very flat and do sn't flow well,
but the water has not overflowed the roadway very o.ten.

The Road Superintendent, Bill Arey and Mr. Laurie ,nspected the area
again after a recent storm because the Haakenson's ad reported that
a portion of their bluff had sluffed off into the b y. The surface of
the bank appeared to be saturated and it also appea ed that alot of the
saturation was due to sub-surface flow, which is du, to a layer of
rock that runs underneath the five to six feet of tpsoil in the area.
This sub-surface flow has not caused any damage to he roadway and
efforts to alleviate the standing water in the ditc would not help
the sub-surface flow problem. In 1984, Mr. Laurie ontinued, this
intersection was rated 29th out of the 40 County ro d intersections
to be improved.
Mr. Haakenson reported that water stands in this di ch even in the
summer months when there has been no rain, and theulvert under the
road way was not draining the ditch because the for'e of the water
entering the ditch from one direction forced the waer that would have
drained through the culvert to back up so that no w ter was entering
the culvert.
After further discussion of the ditch and possible
the drainage, Chairman Pitts asked that the County
staff inspect the area again and make a recommendat
for possible improvements to the ditch.

E & E Enterprises; Condition Amendment quest; Chipper

Board and eleven interested area residents, that E E Enterprises
has requested an amendment to the project's conditi ns of approval
to extend the operating hours from 9:00 a.m. to 5:3 p~m. on two
Saturdays per month f~om November through March. C'rrently the con-
ditions limit operating hours to 7:00 a.m. to 7:00 .m. Monday through
Friday.
The Planning Commission reviewed this request and m,de the following
recommendation: That the Board approve the request ~or the extention
of operating hours until March of 1986. The Planni g Commission
vote was 4 to 3 and they asked that the Board note :that it is their
feeling that this issue should not have been discus/;ed by the Planning
Commission. The Planning Commission further noted ~hat they did not
respond to the allegations that infractions to the priginal conditions
of approval have occurred. I
Rachel Nathanson further reported that a site inspection was made after
the Planning Commission hearing by two members of the Planning Depart-
ment staff. The following conditions were found on: that inspection:

* A number of trees were cut out of the 50 fopt buffer
on the northern. boundary. I
* The 25 foot buffer required on the panhandlb portion
of the site has been completely cut. .
* The southern boundary is in tact except whe' e the
mobile office and sewage disposal system we e i stalled.
An amendment to the condition that required a 5 foot
buffer in this area was approved for that p rti n of the
area where the sewage disposal system was t be installed,
after which it was to be replanted. E & E nte prisesis
currently installing a water line in this a. ea nd has
agreed to replant the buffer when this is c mpl te in February
or March of 1986.

The following comments were made by area residents:
Glenda McDonald: Mrs. Udd did visit my mothe yesterday and
when she was there the wind was blowing the opposite direction
and naturally yo~ do not here the noise as much as when the wind
is blowing the other way. My mother-in-Iaw's house is well
insulated, so you don't hear as much on certain days. I agree
with Orene, you would have to go out there and! spend some time.
This morning whatever was running was very noisy and there were
diesel fumes in the air; which I have not comp~ained about before
because I'm the only one that it bothers. '

Hugh Nollett: I live in a cabin that is 50 to 75 feet from a
greenhouse near the property boundary. Mr. Nollett asked if
the trees that were removed from the buffer were marketable
to a logging firm or were they chipped on site?
Mrs. Udd advised that these trees were all shipped to a sawmill.
Jill Lavier: Livffion the west side of E & E Enterprises and

The equipment is not muffled when operated during the week as
