Revision of County Payroll Policy: In or4er to comply with
State Statute, commi"ssion er Brown moved to approve j,nd sign Re,SOlution
No. 96-85 revising the Jefferson County Payroll Pol ,;cy. Commissioner
Dennison seconded the motion. This revision establ ishes the payroll
cutoff date as the last working day of each month w 'th the payday being
set as the fifth day after the end of each month. i draw day will be
provided for employees who wish to participate on t~'.e twentieth of each
month. i

Disbursement of Federal Forest Reserve Momies: Commissioner
Brown moved to approve and sign Resolution No. 97-8$ tor the disburse-
ment of $754,884.93 in Federal Forest Reserve funds !ifor 1985 to the
County Road Fund. Commissioner Dennison seconded t1e motion.
HEARING NOTICE re: Emergency Budget APpro~riation Non-Depart-
mental Budget: The hearing tor the emergency budge~ appropriation tor
the Non-Departmental Budget in the amount of $1,6001Iwas set for

was presen~when Bob Nesbitt, County ~ngineer, repotted on the site
inspection land recommendation on the ditch regrade ~ear Mr. Haakensorrs
property ati Paradise Bay. (See also ~inutes of Ii, ) .
Bob Nesbit4 reported that a hole was drilled above *he ditch and there
is evidenc~ of alot of ground water. iIn order to tlke care of that wate~
installation of a ditch and lowered ctilverts would Ie req~ired. No
swampy area'.,'s were found" on, ' Mr. Haa k.en~.on' s proper,ty , where:,.,., rock is surfacing.
Water seems to be coming from just about everywheraDue :to this problem,
Mr. Nesbitt's recommendation to Mr. Haakenson is fo him to install a
good drain~ge interceptor about six f~et back from he edge of his bank.
A future, p~,oject is planned to redo Q,he ditch linetl,and IO"wer the crO$
drain culvert, by the Public Works Department, but ,his won't be a
total solution. ' , i!

Mr. Haaken~,onad vised that he still, fJ"e,ls that the j!.treaml, that crosses
above his property to the west, drains into the dit ,h. T~e ditch never
drains, ev~n in the summer. Mr. Haakenson further 'tated1that he is
concerned yhat if he does run a drainage line on hi$, lower property that,
because of ,the way the rock lays, ~he iwater will st!ll run beneath the
drainage l~ne in some places, and he fs concerned al'out losing more of
his proper~y. Mr. Haakenson still fee,ls that the Cunty ~an do something
about that !ditch and he would like the effort made 'y thelCounty.

ago when the area above this prope~ty was logged Aft~r further
discussion :with Mr. Haakenson about the drainage pr blemsiand the
possible sQurces of water that affect jit, Gary Rowe advis~d that
Eob Nesbit~ would work up a plan to help protect th County Road in
