' Ordinance No. .1,.- 84 was approved on the motion of CObiSSioner Pitts, seconded by Commissioner Brown, imposing a $10.00 c arge for checks returned to county offices. , , i - Rental Agreementre; VFw Hafl--=VlctorianlSquares SquareDance Club: Commissioner Pitts, seconded-Commissioner Brbwn'smotion to approve the rental of the VFW Hall by the Victoriani Squares Square Dance Club for January 20, 1984. Unanimous. ! The Grange's suggestion is to widen the road for a ,eft hand turn lane and a right turn lane when traveling from North to outh. This wouH better accomodate the traffic from the school and tie Tri-Area Commun- ity Center. Setting the power pole back 25 to 35 f!et and keeping the bicycle path were also suggested. The Board referred the letter to the Public Works Dpartment and advised Mr. Butts and Mr. Rudolph that all of the ramifica:ions would have to be given consideration. Putting in a left hand tur; lane would make the road wider and could possibly cause a problem for t'e school children who have to cross the street after school. 1983 Budget Transfers; Various County Deprtments: Upon the recommendation 0 t e ounty Au itor, eso ut10n O~! was approved and signed authorizing final 1983 budget transfersor-tlie Departments listed to balance their budgets of expenditures. C'mmissioner Brown moved to approve the resolution and Commissioner Pi!ts seconded the motion. Unanimous. : Agreement for Court Services and Payment: !! The Agreement be- tween the City of Port Townsend and the County for he services of the District Court and payment for those services, waspproved and signed on the motion of Commissioner Brown, seconded by Co missioner Pitts. The County will provide District Court services for the City for the sum of $25,000 in 1984, to be paid for in quarterly installments. He feels that the~e costs should be kept as low as possible to encourage people to buil in this county. Planning Director, David Goldsmith,explained that t e permit fees only paid for about 50% of the administrative and 0' erhead costs of the building inspection department, last year. Wit, the new fee schedule it is predicted that 80% of the costs will' be paid directly by the fees and the balance will be paid by the COUll ty taxpayer's. David went on to say that his review of 'the fees chal_ged by neigh- boring counties indicated that Clallam County's feef are 30% higher than those being proposed and Kitsap County's are 40% higher. . ii No one else appeared to speak for or against the Bu~lding., Code Ordin- ance, and the Chairman closed the hearing. She recommended several people for the Board to appoint as the Advisory Board/Board of Directdrs. ~: After discussion about the Board of Directors of th Gardiner and Chimacum Community Centers, Al Jakeway' was asl<ied to!, get together with Leanna Wiles, and Francis Pritchard to decide on t ~ir recommendations for a seven member Board of Directors. SUbCOrrimittee' s, such as a Building Maintenance Subcommittee or a Program subc, mmittee., could then be set up by that Board to handle, specific are's of the Center's operation. All subcommittees and any group tqat requested use of the Center, as well as the Director, would be responsible to the Board of Directors who, in tUfn, would be re~ponsible to fhe County.
