the possible installation of a gate with the County Engineer. If this
proper~y was vacated and closed completely it would deny access to property

Company re; esi entia power costs: The Bonnevill Power Administra-
tion i~ proposing to change the average sistemcostimethodology which
determ~nes the benefits consumers receive from the 1 esidential power
exchanee provision of the Regional Power Act of 1980, Byron Swigart of
Puget rower explained to the Board.

The Regional Power Act of 1980 was developed by rep esentatives from
all the public and private utilities, the Aluminum 'ompanies, other major
indust~ialcustomers and the B.P.A. to establish ra e parody for all
electr~c power customers in the Northwest region (W shington, Oregon,
Idaho ~nd Montana) as a result of the low cost hydr electric power generated
from Cplumbia River dams that were built with feder I funds.

Puget rower is i.n the proce$of protesting the change requested by the
B.P.A., because of the potential loss of millions ofldollars of energy
credits that are passed on to this regions r.esident~aland small use
custom~rs. The impact on these users if the credit~ are lost would mean
an increase o'f 15 to 20% in their electric bills ov' r a period of time.
$80 mi~lion worth of energy credits would be lost ft Puget Power's
customers alone.

Mr. Sw~gart urged the Board to write to members of .ongress involved
at pre~ent in developing a budget for the Bonnevill' Power Administration
urgingi them to direct the BPA to slow down and perm"t all the affected
partiep to participate fully and fairly in negotiat"ng any re-write of
the aVfrage system cost methodology.

refers to the notification and review process for these permits. He
also advised that he had drafted two letters for t Ie Board's signatures,
one to the U.S. Forest Service Region #6 Regional orester asking for
any information he might have on herbicide sprayin . and one letter to
be s.ent to the members of the Congressional de legation expressing
the concerns and problems with this regard in Jeff ~son County each

the Shorelines regualtions, but in order to accomodate
the drainfield setback the house would be 38 feet from

the bluff.
In order to obtain more information about the drain-
field setback requirement, the Bard advised that they
would discuss the matter at the ~alth Board meeting
on Wednesday.
