I The Regional Power Act of 1980 was developed by rep esentatives from all the public and private utilities, the Aluminum 'ompanies, other major indust~ialcustomers and the B.P.A. to establish ra e parody for all electr~c power customers in the Northwest region (W shington, Oregon, Idaho ~nd Montana) as a result of the low cost hydr electric power generated from Cplumbia River dams that were built with feder I funds.
