In regard to the progress of contacting the respons ble State department
about the excess water on Mr. Covington's property, the Chairman noted
that the Department of Natural Resources is responsrble for surface
mining permits, and their representative has inspec ed the site. Without
Mr. Covington identifying the source of the water, t is not likely that
any State agency will be willing to make a determin tion since they would
not know if they have jurisdiction over the problem or not.
Mr. Covington reported that he had a letter from th
of Natural Resources who had come out to look at th
years ago. This letter indicated that the DNR man
