Introduction
A Level I wetland assessment was conducted on August 5,2004 on the subject parcel at 1229
E. Quilcene Bay Road. The purpose of the assessment was to evaluate wetlands or streams
associated with the subject property that may influence the placement of proposed residence
and septic system. The proposed project includes the construction a series of buildings with
enclosed walkways (styled- after a Japanese fannhouse).
The only critical area listed on the Jefferson County Critical Areas Map is a Type 5 stream on
the lower southeast portion of the parcel at least 300 feet from the proposed building location.
All wetlands and stream corridors within Jefferson County are subject to requirements outlined
in the Jefferson County Unified Development Code (UDC) dated January 1,2001. Land use
restrictions will apply to all future developments associated with this parcel.
Description of Site

. Location: 1229 East Quilcene Bay, Quilcrest View Tracts
. Soils: QuE Quilcene silt loam and KtE Kitsap silt loam
. Slopes: 30 to 50% slopes
Findings and Recommendations
The property consists of second growth timber on moderately steep slopes containing several
ravines and spring-fed streams. Old logging roads are present throughout the site. The
installation of powers lines (along the logging roads), site grading, and road improvement were
completed prior to this assessment. A small wetland/spring was excavated to create a larger
pond (~1 0' X 12' X 3' deep) and includes an overflow, which directs overflow water to another

spring-fed channel. The distance between the overflow and the spring is sixty-six feet. This
spring contained a small amount of running water during the August 5th field assessment

Results from the field assessment conclude that the excavated pond and sppng-fe,d ra~ii1e
would have 50-foot setbacks. It is recommended to mitigate the cex9avatiopi!Jlpacts4P'\apd"t.eh:.~
around the pond with native vegetation. Species that could be included'aretwinberry Lonicera
invlucrata, dogwood Cornus corn uta, or salmonberry Rubus spectabilis'lIl,:.,the shrub layer. . In
the lower areas of the pond native oblilgate vegetation is recommenced. ~pecies could include
Scirpus acutus, Carexobnupta, rush Juncus tenuis or J ensifolius, or bulrush Scirpus qcutus or
S microcarpus. Cattails are not recommended for this site due to the small size and the
monotypic nature ofthe species. General guidelines for restoration planting include spacing of
shrubs at 5- foot intervals and 6 to 10 inch intervals for herbaceous plants. Nursery sources for
these native include: Fourth Comer Nurseries (Bellingham 1 800416-8640), and Shore Road
Nursery (Sequim 360 ~57-8482), Sound Native Plants (Olympia 360943-'7026).
A wetland or streamside delineation will not be required for this project but the buffers from the
stream and excavated pond will be enforced at 50-feet.

A site has been cleared and leveled for the pole barn near at the end of the gravel driveway as .
you enter the property. This building site is well outside the 50' buffers of the pond or stream.
Refer to the enclosed map for locations ofthe critical areas, buffers, and approximate building
site locations.
