MINUTES
Week of August 23, 2004
Chairman Huntingford called the meeting to order in the presence of Commissioner Dan
Titterness and Commissioner Patrick Rodgers.
APPROVAL OF MINUTES: Commissioner Titterness moved to approve the minutes of
July 2, 2004 as presented. Commissioner Rodgers seconded the motion which carried by a unanimous vote.
PROCLAMATION re: Jefferson County Employee Recognition Week: Chairman
Huntingford read a proclamation declaring September 7 through 10,2004 as Spirit Week. The events are
sponsored by the Public Employee Recognition Committee and include a BBQ.
Commissioner Tittemess moved to approve the proclamation. Commissioner Rodgers seconded the motion
which carried by a unanimous vote.
COUNTY ADMINISTRATOR'S BRIEFING: County Administrator John Fischbach
reported that the Port of Port Townsend will be hosting the next Regional Intergovernmental meeting in
September.
Recommendation for Bid Award re: Jefferson County's Official Newspaper of Public
Recordfor the Publication of Legal Notices: John Fischbach introduced Lorna Delaney, Clerk ofthe
Board, who explained the process that was used for reviewing the bids. The RCW states that the bid should
go to the best and lowest bidder, but it is also necessary to consider circulation in order to give publication
of notices the widest publicity. She acknowledged that in Jefferson County circulation is an issue and there
aren't clear population figures so registered voter figures were used. The data indicates that the circulation
for the Peninsula Daily News is quite a bit lower during the week than The Leader's circulation. The bids
are fairly equal except for the number of days of publication. The Leader is published once a week and the
PDN is published six times a week. In her research, she talked with the departments that do legal
advertising and it appears that advertising in a weekly newspaper is not a problem. Her recommendation is
to award the bid to The Leader based on the circulation.

Commissioner Rodgers stated that he reviewed the RCW regarding the bid award process. He discussed the
criteria and the precedent; and noted that the County has acknowledged that both the PDN and The Leader
fit this criteria. The County asked for bids from both newspapers. In the past, the bid has been awarded to
the lowest bidder. If circulation was the only criteria, the County wouldn't need to go out for bids. He
thinks that the contract should be awarded to the PDNbased on the low bid.
Commissioner Titterness replied that looking at the cost per column inch and the population served, it would
appear that the best value is The Leader. He recommended that the County award the bid to The Leader.
Comnmissioner Rodgers noted that the Planning Commission's legal notices have not been published in a
timely manner in many instances because The Leader is only published once a week. Chairman Huntingford
stated that when the County awarded the bid to the PDN a few years ago, he received calls from constituents
who didn't receive the newspaper and the Commissioners' Office also received several calls. He feels that
the information that has been presented shows that the residents are better served with the weekly
newspaper.
Commissioner Titterness moved to award the contract for publication oflegal notices to The Leader.
Chairman Huntingford seconded the motion. Chairman Huntingford and Commissioner Titterness voted for
the motion. Commissioner Rodgers voted against the motion. The motion carried.
PUBLIC COMMENT PERIOD: The following comments were made: the days of cheap
gasoline are over; right now agriculture is the only growth industry in Jefferson County; the 2nd Annual Farm
Tour is scheduled for September 19; WSU/Extension is offering a Sustainable Small Farm and Ranch
course from September 8 to December 8; the County's fire prevention program is the best in the State; and
the Board needs to follow up with State Association of Counties about the State Worker's Comp
Retrospective Ratings Pool to make sure that the Third Party Administrator that was hired is getting the
program under control.
APPROVAL AND ADOPTION OF THE CONSENT AGENDA: Commissioner Titterness
moved to approve the Consent Agenda as presented. Commissioner Rodgers seconded the motion which
carried by a unanimous vote.

Final Approval of Ordinance; Comprehensive Plan Amendments, MLA04-29 and Unified
Development Code Amendments, MLA04-30 Regarding the IrondalelPort Hadlock Urban Growth Area
(With Changes Reflected in Action Taken at Public Meeting on August 2, 2004): Assistant Planner Kyle
Aim stated that the revisions to the ordinance that the Board asked for on August 2 have been incorporated
into the document and the maps. He added that the PUD has requested that findings #37 and #39 regarding
the water system also be changed. The PUD feels that they have adequate water to serve the area.
Director of Community Development Al Scalf reviewed the history ofthe water service in the area. The
water system was originally owned by the City of Port Townsend, based upon their water right for the Big
Quilcene River Olympic Gravity Water System. The water from the Quilcene watersheds came into the City
and to Port Townsend Paper Company and there was a "t" at Four Corners that provided a 6" line to the Tri
Area. This was approved under the Coordinated Water System Plan (CWSP) and the Water Utility
Coordinating Council (WUCC.)
The PUD has submitted an amendment for the Quimper Water System Plan to the CWSP and WUCC. It
will be reviewed on the local level from a purveyor perspective and a landuse perspective, and any
comments will be forwarded to the Office of Drinking Water at the State Department of Health. Water
rights are the responsibility of the State Department of Ecology. The process will warrant and guarantee that
there is adequate utility and urban service for the Urban Growth Area.

Commissioner Tittemess asked about the existing residences being considered a conforming use in the
newly zoned commercial areas. Kyle Aim explained that the UGA Task Force asked for this change
because they thought it would be easier for single family residences in the new commercial areas to remodel
or add accessories such as decks. This is included in the use table. Commissioner Titterness why this
concept was not applied when properties were downzoned upon adoption of the Comprehensive Plan? Al
Scalf replied that it was the policy direction of the Board at the time of adoption.
Commissioner Titterness moved to approve ORDINANCE NO. 10-0823-04 regarding the Comprehensive
Plan Amendments and Unified Development Code Amendments regarding the IrondalelPort Hadlock Urban
Growth Area with the deletion ofa portion of Finding #37 and the deletion of Finding #39. Commissioner
Rodgers seconded the motion which carried by a unanimous vote.
Introduction of Economic Development Council Executive Director Tamer Kirac: Lloyd
Cahoon, Interim Economic Development Council Director, introduced Tamer Kirac who has accepted the
position as Executive Director. Tamer Kirac reviewed his background in economic development. He feels
it is important to encourage compatible businesses that are needed in the community to enhance local tax
generation, employment, and incomes.
Advisory Board Appointment; Substance Abuse Advisory Board; Dick Gunderson:
Commissioner Titterness moved to appoint Dick Gunderson to an unexpired term on the Substance Abuse
Advisory Board. Commissioner Rodgers seconded the motion which carried by a unanimous vote. His
term will expire on January 14, 2005.
Josh Peters, Community Development re: Update on Comprehensive Plan Amendment
Cycle: Senior Planner Josh Peters explained that two informal roundtable workshops have been scheduled
to review the Planning Commission's work and staff response on the 2004 Comprehensive Plan update. It
is a State mandate that the review be done this year. There isn't enough time for the Planners to do a
comprehensive review of the Planning Commission's report before September 22 when the document will
be released to the public. The Planning Commission has scheduled public hearings with their final
recommendation coming to the Board by November 22. On November 22, the Board will need to take
legislative action to address the December 1 deadline for the GMA review and update, and a public hearing
will be held on December 6. The final action on the docket is required by the second regular Board meeting
in December.
Courthouse Clock Tower Update & Tour with Representative Norm Dicks: Public Works
Director Frank Gifford presented a copy of an award winning video on the clock tower to Representative
Norm Dicks and his staff. He gave a brief report on the history of the clock tower project. Several years
ago, an analysis was done of the Capital Facilities Plan which required a structural engineer to look at all the
facilities. The engineer's area of expertise was historic preservation.

Structural testing was done and problems were discovered in the bell tower. At that time, a strategy and a
plan to evacuate the building were developed, a monitoring program was put into place, and a weather
station was installed in the tower to monitor winds. Studies were done that suggested several alternatives
that the project could address including:
· Fixing the tower to address the windload
· Doing seismic upgrades (although these are not required)
· Reinforcing a large area at the front entrance
· Anchoring the floor
The project is planned in phases. A budget summary was included in the information packet. The County
has applied for several grants totaling $1.4 million. $2.1 million is necessary to do the first phase of the
project. If additional work is done, another $5.9 million would be required. The current cost, a complete
description of the first phase of the project, and a rough schedule for the work was also included.
Frank Gifford took Representative Dicks and the Board on a tour of the clock tower.
