Fischbach Clerk of the Board: Lorna Delaney --~--- MINUTES Week of September 7, 2004 Commissioner Dan Titterness called the meeting to order in the presence of Commissioner Patrick Rodgers. Chairman Glen Huntingford was absent. APPROVAL OF MINUTES: Commissioner Rodgers moved to approve the minutes of August 9, and 16,2004 as presented. Commissioner Titterness seconded the motion which carried. PROCLAMATION re: United Good Neighbors Day: Commissioner Titterness read a proclamation declaring September 10,2004 as United Good Neighbors Day. Commissioner Rodgers moved to approve the proclamation. Commissioner Tittemess seconded the motion which carried. PROCLAMA TION re: Proclaiming September 11, 2004 as 911 Day: J effCom Manager Tracy Stringer and Emergency Management Program Coordinator Bob Hamlin were present when Commissioner Tittemess read the proclamation declaring September 11, 2004 as 911 Day. Bob Hamlin noted that the Dispatchers are actually the "gatekeepers" to public safety and they do a good job. Commissioner Rodgers moved to approve the proclamation. Commissioner Tittemess seconded the motion which carried. COUNTY ADMINISTRATOR'S BRIEFING: County Administrator John Fischbach reported on the following: · He toured the Sequim sewage treatment plant facility last week with two of the Planning Commission Members. A meeting is scheduled within the next few weeks to begin talks with stakeholders on the Jefferson County sewer project. · He and Allen Sartain will be meeting with the Elected Officials and Department Heads over the next few weeks to discuss preliminary budget requests. After these initial meetings, they will meet with the Board. · The timber sale on the County property near the landfill is estimated to bring in $300,000 in revenue. These funds will be used for the clock tower project. Page 1 Commissioners Meeting Minutes: Week of September 7, 2004 'r~r ~ ~,- · The use of the Commissioners' Chambers on an interim basis was offered to the City Council for their meetings, but the City Manager said they may have other options. PUBLIC COMMENT PERIOD: The following comments were made: the parking is free at Fort Worden through September but the County is still being asked to contribute $10,000 for the remainder of the year; there are 178 people employed at Fort Worden; in a recent State Parks survey, attendance at all the State parks was down by 16% this year except for Fort Worden and a day park on Whidbey Island; people don't want to pay for parking at the State Parks and are using city and county parks instead; approximately $10,000 in grant funding from the County Parks Fund was awarded to various park projects throughout the County, and this was the funding that the Parks Board had recommended go to Fort Worden parking fees; the County may want to start charging parking fees in County parks; and the County shouldn't subsidize parking fees at one park unless they intend to subsidize all of them. APPROVAL AND ADOPTION OF THE CONSENT AGENDA: Commissioner Rodgers moved to delete Items #1 and #2 and approve the balance of the Consent Agenda as presented. Advisory Board Reappointment: Jefferson County Conservation Futures Fund Board, Representing Jefferson County Parks and Recreation; Two (2) Year Term Expiring August 18, 2006; Eileen Rogers The Board met in EXECUTIVE SESSION from 10:05 - 10:29 a.m. with the County Administrator regarding personnel. From 10:30 - 11 :00 a.m., the Board met in EXECUTIVE SESSION with the County Administrator, the Deputy Prosecuting Attorney, and the Director of Community Development regarding potential litigation.
