Fischbach Clerk of the Board: Lorna Delaney MINUTES Week of September 13, 2004 Chairman Glen Huntingford called the meeting to order in the presence of Commissioner Dan Titterness and Commissioner Patrick Rodgers, Approval of Minutes: Chairman Titterness moved to approve the minutes of August 26, 2004 and September 7,2004 as presented, Commissioner Rodgers seconded the motion which carried by a unanimous vote, COUNTY ADMINISTRATOR'S BRIEFING: County Administrator John Fischbach reported on the following: · Public Works Director Frank Gifford re: Introduction of County Engineer Monte Reinders: Public Works Director, Frank Gifford, introduced Monte Reinders who took over the County Engineer position on July 1,2004, Monte has worked for the County since 1998, · The agenda for the September 16, 2004 Intergovernmental Meeting and previous meeting minutes was presented, · The recently hired Building Official has decided not to take the job because he got a raise from his current employer, He expressed concern about housing costs and wages, The Department will begin the recruitment process again and DCD Director Al Scalfwill continue in that capacity until the position is filled, · He will be speaking at the Marrowstone Forum and the Economic Development Council's annual meeting this week. · The State monitors water quality in the Coyle area and they say the water quality of the bay is fine, PUBLIC COMMENT PERIOD: The following comments were made: The County was mentioned in the August issue of Rock Products, a national publication, in an article headlined "Panel Approves First Step in Pit to Pier Plan;" and on July 15 a public records request was made for the expense accounts of David Goldsmith and a $23,36 revised voucher was provided but there is a question about why the original voucher that was not approved was not provided, Page 1 Commissioners Meeting Minutes: Week of September 13, 2004 APPROVAL AND ADOPTION OF THE CONSENT AGENDA: Commissioner Rodgers moved to delete Item #5 and adopt and approve the balance of the items as presented, Commissioner Titterness seconded he motion which carried by a unanimous vote, 1. HEARING NOTICE re: Jefferson County - City of Port Townsend Natural Hazard Mitigation Plan; Hearing Scheduled for Monday, September 27,2004 at 10:05 a,m, in the Commissioners' Chamber 2, RESOLUTION NO. 46-04 re: Designating the Proportion of Funding to be Assigned to Title II and Title III Projects 3, AGREEMENT re: Collection Services; Jefferson County District Court; Ideal Credit Corporation 4, Public Works Organization Chart 5. DELETE Letter of Denial for Liquor License Application for Quilcene Grocery; Washington State Liquor Control Board 6, Thank You Letter Regarding Urban Growth Areas; Mike Flynn, Washington Association of Realtors AGREEMENTS (2) re: 1) Designating the Official County Newspaper of Public Record for Legal Notices; Port Townsend - Jefferson County Leader; and 2) Advertising Rates for Publication Notices (Display Ads and Classified Ads); Port Townsend - Jefferson County Leader: Commissioner Titterness moved to approve the two agreements with The Leader as presented, Chairman Huntingford seconded the motion, Commissioner Titterness and Chairman Huntingford voted for the motion, Commissioner Rodgers voted against the motion, The motion carried, Warren Steurer, Parks and Recreation Manager, and Rick Sepler, Madrona Planning re: Chimacum Beach Park Master Plan Update: Warren Steurer explained that he and Rick Sepler are present to update the Board about what has happened since April on the Chimacum Beach Park Master Plan, Rick Sepler reported that the Parks Advisory Board recommendation was presented to the Commissioners in April. The text and goals were revised to assure that a boat launch facility is not precluded and that the site plan for Alternative B is compatible with Alternative A. They also met with the Port of Port Townsend and the State Department ofFish and Wildlife to discuss boat launch facilities in the Port Hadlock area, Off shore surveys from the Department ofFish and Wildlife were reviewed and the Port is ofthe opinion that the Lower Hadlock site is better for applying new boat launch facility technology, The Port has applied for an lAC grant and is working with the Wooden Boat School. Rick Sepler added that they need the Commissioners to: 1) Direct them to write a letter of support for the Port's lAC grant. 2) To agree with their recommendation not to change the plan at this point and leave Alternative B in the Plan, 3) Set a date for public hearing, Page 2 Commissioners Meeting Minutes: Week of September 13,2004 The Board concurred that Alternative B be left in the plan, Commissioner Titterness moved to have the County Administrator direct staff to put a hearing notice on the Consent Agenda to set the public hearing for on the Chimacum Beach Park Master Plan, Commissioner Rodgers seconded the motion which carried by a unanimous vote, Commissioner Rodgers moved to send a letter of support for the Port's IAC grant application for improvements to the Lower Hadlock boat launch, Commissioner Titterness seconded the motion which carried by a unanimous vote, PROCLAMATION; September 18, 2004 as a day to support AIDS Walk 2004: After the Chairman read the proclamation, Commissioner Titterness moved to approve it as read, Commissioner Rodgers seconded the motion which carried by a unanimous vote, The Board met in EXECUTIVE SESSION from 10:45 - 11: 15 a,m, with the County Administrator regarding a personnel issue. ."'.........- ........... .,' f to..
