SECTION 1 - PURPOSE AND SCOPE:
The purpose of this ordinance is to amend or repeal and replace fee schedules for the Jefferson County
Department of Community Development
SECTION 2 - FEE SCHEDULES: The following fee schedules are to be amended as follows. Only new and
changed items are listed. Fees that remained the same are not listed - see previous ordinance for these fees.
DEPARTMENT OF COMMUNITY DEVELOPMENT
BUILDING DIVISION
a) Applies to new construction only, otherwise, number 7 applies.
b) The fee is determined by a schedule established in the Uniform Building Code, and is based on the value of
the structure.
c) The fee that is charted by the Auditor's Office for filing.
d) Applies to commercial, industrial, multi-family construction and is calculated as a percentage of the base
fee.
e) The fee is based on Building Valuation Data established by ICBO, Building Standards, modified for
Western U.S. Washington State.
£) Building Official will verify valuation per UBC Section 107.2 Permit Fees
g) All New, Alteration, Remodel & Addition Permits for a Residence (including ADU's) with a valuation
at $150,000 or above will be calculated using the square footage fee for Good (Not Average).
Average square footage fee will continue to be used for valuation under $150,000.

SECTION 7 - REPEALER
This Ordinance repeals and replaces the Permit Center-Building Division Section of Ordinance No. 12-1209-96, the Permit
Center-Building Division Section of Ordinance No. 13-1213-99, Ordinance 10-1108-99 and amends Ordinance 03-032-02.
SECTION 8 - SEVERABILITY
If any section, subsection, or sentence, clause, phrase, or figure of this Ordinance of its application to any person or
circumstance is held invalid, the remainder of the ordinance of the application to other persons or circumstances shall not
be affected.
SECTION 9 - EFFECTIVE DATE
This Ordinance shall become effective April 1, 2004.

Building Valuation Data is published in the Building Standards publication and offers
valuation data representing average costs for most buildings. With residential buildings being the
most common, two general classes are considered for these, one for "average" construction and the
other for "good". Adjustments should be made for special architectural or structu s and the
location of the project. Higher or lower unit costs may result.
The unit costs àre intended to comply with the definition of "valuation" in
Uniform Building Code and thus include architectural, structural,
work, except as specifically listed below. The unit costs also include the contractor's
should not be omitted.
Projects having plan checks reviewed by the ICBO will have their plan check review fee based on
the valuation computed from these figures.

and that the fees specified in Section 107 have been paid, the
building official shaH issue a permit therefor to the applicant.

specifications shall not be changed, modified or altered without
authorizations from g official, and all work regulated
by this code shall be accordance with the approved plans.
The building official may issue a permit for the construction of
part of a building or structure before the entire plans and specifica-
tions for the whole building or structure have been submitted or
approved, provided adequate information and detailed statements
have been filed complying with all pertinent requirements of this
code. The holder of a partial permit shall proceed without assur-
ance that the permit for the entire building or structure will be
granted.
106.4.2 Retention of plans. One set of approved plans, specifi-
cations etained by the building official

tions shaH be returned to the applicant, and said set shall be kept on
the site of the building or work at all times during which the work
authorized thereby is in progress.
106.4.3 Validity of permit. The issuance or granting of a permit
or approval of plans, specifications and computations shall not be
construed to be a permit for, or an approval of, any violation of any
of the provisions of this code or of any other ordinance of the juris-
diction. Permits presuming to give authority to violate or cancel
the provisions of this code or other ordinances of the jurisdiction
shall not be valid.
The issuance of a permit based on plans, specifications and oth-
er data shall not prevent the building official from thereafter re-
quiring the correction of errors in said plans, specifications and
other data, or from preventing building operations being carried
on thereunder when in violation of this code or of any other ordi-
nances of this jurisdiction.
106.4.4 Expiration. Every permit issued by the building official
under the provisions of this code shall expire by limitation and be-
come null and void if the building or work authorized by such per-
mit is not commenced within 180 days from the date of such
permit, or if the building or work authorized by such permit is sus-
pended or abandoned at any time after the work is commenced for
a period of 180 days. Before such work can be recommenced, a
new permit shall be first obtained to do so, and the fee therefor
shall be one half the amount required for a new permit for such
work, provided no changes have been made or will be made in the
original plans and specifications for such work, and provided fur-
ther that such suspension or abandonment has not exceeded one
year. In order to renew action on a permit after expiration, the per-
mittee shall pay a new fun permit fee.
Any permittee holding an unexpired permit may apply for an
extension of the time within which work may commence under
that permit when the ermittee is unable to commence work with-
in the time r 's section for good and satisfactory rea-

permittee for a period not exceeding 180 days on written request
by the permittee showing that circumstances beyond the control of
the permittee have prevented action from being taken. No permit
shan be extended more than once.
106.4.5 Suspension or revocation. The building official may,
in writing, suspend or revoke a permit issued under the provisions
of this code whenever the permit is issued in error or on the basis of

incorrect information supplied, or in violation of any ordinance or
regulation or any of the provisions of this code.
SECTION 107 - FEES
107.1 General. Fees shan be assessed in accordance

80 percent of the plan review fee paid when an application for a

reinspection fee in accordance with Table I-A or as set forth in the
fee schedule adopted by the jurisdiction.
In instances where reinspection fees have been assessed, no
additional inspection of the work will be perfonned until the re-
quired fees have been paid.
SECTION 109 - CERTIFICATE OF OCCUPANCY
109.1 Use and Occupancy. No building or structure shaH be
used or occupied, and no change in the existing occupancy classi-
fication of a building or structure or portion thereof shall be made
until the building official has issued a certificate of occupancy
therefor as provided herein.
EXCEPTION: Group R, Division 3 and Group U Occupancies.
Issuance of a certificate of occupancy shaH not be construed as
an approval of a violation of the provisions of this code or of other
ordinances of the jurisdiction. Certificates presuming to give au-
thority to violate or cancel the provisions of this code or other ordi-
nances of the jurisdiction shall not be valid.
109.2 Change in Use. Changes in the character or use of a build-
ing shaH not be made except as specified in Section 3405 of this
code.
109.3 Certificate Issued. After the building official inspects the
building or structure and finds no violations of the provisions of
this code or other laws that are enforced by the code enforcement

SECTION 109
INSPECTIONS
109.1 General. Construction or work for which a permit is re-
quired shall be subjectto inspection by the building official and
such construction or work shall remain accessible and exposed
for inspection purposes until approved. Approval as a result of
an inspection shall not be construed to be an approval of a viola-
tion of the provisions of this code or of other ordinances of the

109.2 Preliminary inspection. Before issuing a permit. the

109.3.1 through 109.3.10.
109.3.1 Footing and foundation inspection. Footing and
foundation inspections shall be made after excavations for
footings are complete and any required reinforcing steel is
in place. For concrete foundations, any required fOnDS shall
be in place prior to inspection. Materials for the foundation
shall be on the job, except where concrete is ready mixed in
accordance with ASTM C 94, the concrete need nòt be-õn

109.3.2 Concrete slab and under-Door inspection. Con-
crete slab and under-Door inspections shall be made after
in-slab or under-floor reinforcing steel and building service
equipment, conduit. piping accessories and other ancillary
equipment items are in place, but before any concrete is
placed or floor sheathing installed, including the subfloor.
109.3.3 Lowest Door elevation. In flood hazard areas, upon
placement of the lowest floor, including the basement. and
prior to further vertical construction, the elevation certifica-
tion required in Section 1612.5 shall be submitted to the
building official.
109.3.4 Frame inspection. Framing inspections shall be
made after the roof deck or sheathing, all framing,
fueblocking and bracing are in place and pipes, chimneys
and vents to be concealed are complete and the rough elec-
trical, plumbing, heating wires, pipes and ducts are ap-
proved.
109.3.5 Lath and gypsnm board inspection. Lath and
gypsum board inspections shall be made after lathing and
gypsum board, interior and exterior, is in place, but before
