WHEREAS, from time to time Public Works Department establishes fees to pay for the cost of
services provided by the Solid Waste Division; and
WHEREAS, the Moderate Risk Waste (MRW) Facility, 282 lOth Street, Port Townsend, WA 98368,
provides, in part, waste processing and waste disposal service for Moderate Risk Waste (MRW)
materials to certain businesses, classified as Conditionally Exempt Small Quantity Generators
(CESQG) in WAC 173-303-070(8)(a), for fees that cover the full cost of service; and
WHEREAS, Solid Waste Division has determined a schedule of fees for MRW material types based
on current MRW Facility operating and waste disposal costs.
NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF COUNTY COMMISSIONERS OF
JEFFERSON COUNTY:
SECTION 1. PURPOSE
The purpose of this Ordinance is to establish a Moderate Risk Waste (MRW) Facility fee schedule for
the Solid Waste Division of Jefferson County Department of Public Works. This MRW Facility fee
schedule shall apply to the processing and disposal of MRW materials brought to the MRW Facility
by businesses classified as Conditionally Exempt Small Quantity Generators (CESQGs).
SECTION!. FEE SCHEDULE
The schedule of fees determined for CESQG waste at the MRW Facility is shown on attached Exhibit
"A" to this Ordinance. The fees include all labor and materials, facility overhead, and shipping and
final disposal costs.
A minimum charge, at the rate shown on Exhibit "A", will be made when the calculated total fee per
customer visit is less than that minimum amount.
Charges for CESQG waste material types not listed on Exhibit "A" will be charged at a rate
determined from the sum of the waste disposal fee (shipping and disposal charge) obtained from the
County's MRW disposal Contractor plus a processing charge at the hourly rate shown on Exhibit "A".
No fee shall be charged for Household Hazardous Waste obtained from the general public.
SECTION 2. REVOCATIONS AND AMENDMENTS
The establishment of a fee schedule by this Ordinance revokes Ordinance No. 09-1011-99 in its
entirety .

In the event the fee schedule shown on Exhibit "A" to this Ordinance is revised from time to time
when any part of the cost basis is changed, a revised fee schedule that replaces Exhibit "A" in its
entirety may be enacted by a future amendment to this Ordinance.
SECTION 3. SEVERABILITY
If any section, subsection, clause, phrase or figure of this Ordinance or its application to any person or
circumstances is held invalid, the remainder of the Ordinance or the application to other persons or
circumstances shall not be affected.
SECTION 4. EFFECTIVE DATE
This Ordinance shall become effective thirty (30) days after the adoption by the Board of County
Commissioners.

NOTICE OF HEARING
ORDINANCE TO ESTABLISH REVISED FEES FOR THE MODERATE RISK
WASTE FACILITY
Notice is hereby given that the Board of County Commissioners of Jefferson
County proposes to establish by ordinance a revised schedule of fees for the Moderate
Risk Waste (MRW) Facility, and to revoke Ordinance No. 09-1011-99 that implemented
the existing fees in 1999. The revised fees shall apply to MRW materials brought to the
MRW Facility only by businesses classified as Conditionally Exempt Small Quantity
Generators in WAC 173-303-070, and shall cover the full cost of waste processing and
disposal. Private citizens can continue to dispose of household hazardous waste free of
charge.
The proposed fees for most materials are based on costs per pound of material.
Examples of the proposed fees, and a comparison with the current fees based on volume,
are provided.

Commissioners Chambers, located on the basement level of the Jefferson County
Courthouse, 1820 Jefferson Street, Port Townsend, W A 98368, on Monday April 5, 2004
at the hour of 10:15 a.m., at which time and place all interested persons may appear and
be heard for or against said proposed revised schedule of fees.

office of Jefferson County Public Works, located in the Federal Building at 1322
