West Lynwood, WA 98037 Subject: Update to the Geotechnical Report Completed by NTI and Dated August 22, 1997 for 1146 Toandos Rd., Located in Section 15, T27N, R1 W, W.M., Jefferson County, WA Dear Mr. Walker: At your request, Bill Payton, Engineering Geologist with NTI Engineering and Surveying (NTI) conducted an update bluff stability inspection of the above referenced property, as requested by the Jefferson County Department of Community Development (DCD) in a letter to you dated July 9, 2004. The purpose of this inspection was to .examine the marine bluff at the subject site by visual means in order to determine if the 1997 Geotechnical report completed by this office was still valid and represented the current conditions at the site, given the slide events that occurred in the area during the storm events of 1999. Other site observations and measurements were made during this site visit as noted below. The update inspection consisted of a review of the 1997. report, a review of available literature including geologic maps of the area and historical photographs, and a site visit to the property on July 20, 2004 to view the current conditions on the bluff. The bluff at the subject property was viewed from the beach and compared to the historical photographs (see attachments). In comparing the current conditions with photos dating as far back as 1977, it was possible to pick out the same trees on the bluff in each photograph. Also, the morphology of the bluff face seems to have changed little over the years. Approximately 1200' down the beach; south of the subject property, a large slide scar was noticed on the bluff: The bluff in this area is roughly twice as high as the bluff at the subject property. Reportedly, this slide occurred in 1999, but it appears to have had no effect on the bluff at the subject property. Based upon our investigation, we concluded that very Little change has occurred on the bluff at the subject property, and accordingly, that the conclusions and recommen- dations of the 1997 geotechnical report are still valid for the subject property. The July 9th DCD letter also requested that a drainage and erosion control plan be submitted for the property. You have asked NTI to complete this task, which we plan to do as a separate report, and under a separate contract. Also, at your request, the slope angle of the ravine leading to the Type 5 stream was measured in anticipation of establishing the required buffer distance from the stream. The slope was measured to be approximately 32%, which will require a buffer of 50' from the edge of the stream per the July 9th DCD letter.
